Detectives from the Portland Police Bureau's Missing Persons Unit are seeking the public's assistance in finding a missing Southeast Portland girl. Tianna Drake is nine years old and was last seen by her foster mother at 8:00 a.m. on Monday morning, February 2, 2009. Tianna was dropped off at Grout Elementary School, located in the 3100 block of SE Holgate Boulevard. Tianna is a third grader at Grout Elementary.

Portland Police were immediately contacted by the Oregon Department of Human Services (DHS), when Tianna's foster mother contacted DHS just after 4:30 PM. Tianna's foster mother had arrived to pick up Tianna from an after-school program in the Sellwood area, but Tianna was not there. No staff members, or other children who would have ridden the bus with Tianna recalled seeing Tianna board the bus after school. Detectives have determined Tianna was present for the entire school day, which ended at 2:15 PM. She normally boards the after-school program bus at about 2:30 PM, just outside her school.

Detectives are stating there is no evidence of foul play at this time. There is a possibility that Tianna may have had contact with her biological mother (pictured with her). Police are continuing to attempt to contact her mother, whose name is being withheld at this time.

Tianna is described as a white female, 9 years old, 3'9", weighing 60 pounds. She has shoulder-length dark blonde hair, and brown eyes. She was last seen wearing a white T-shirt with a colorful logo on the front, blue jeans and camouflage Converse tennis shoes. She was also wearing a pink jacket and carrying a pink backpack.

Anyone with information about Tianna's whereabouts is asked to immediately call 9-1-1. Anyone with additional information is asked to contact Detective Mike Weinstein, Missing Persons Unit, at 503-823-0446.

By KATU.com Staff PORTLAND, Ore. – The search for a missing southeast Portland girl continued Tuesday as police officials confirmed that the girl's 13-year-old sister is also missing.

Investigators now believe that a family member is involved in the disappearances of 9-year-old Tianna Drake and 13-year-old Tiarra Dawn Drake.

The girls are both under the supervision of the state Department of Human Services, and family members do not have legal custody of either of them, police said.

The younger girl was first reported missing Monday after she did not show up to an after-school program in Sellwood. Her foster mother had dropped her off at Grout Elementary School in southeast Portland that morning, and the third-grader had been there all day prior to her disappearance, police said.

Investigators said they arrested a family member in connection with the case on Tuesday, but police did not immediately identify the person or say why the person was arrested. The girls were not found with that person.

Anyone with information on the location of either girl should call 911.

According to detectives from the Portland Police Bureau, they are now searching for 13-year-old Tiarra Dawn Drake in addition to 9-year-old Tianna Drake.

Both girls have been under the supervision of The Department of Human Services and family members involved do not have legal custody of either child.
Police say that one family member was arrested today in connection with this case but police believe other family members are involved. Also, the vehicle that Tianna was in Monday has been found by police.

I am the grandmother of these two girls. I have read so many inappropriate, cold-hearted comments from people since my baby girls have disappeared. These are innocent children we are talking about, and they are in danger!!! My heart is broken in a million pieces over this. There is much more about this story that I would tell the strangers that will read this. But these girls are precious!!!! They don’t deserve this kind of a life!!! I have no control over mean people, or this situation with children whom I love dearly. But remember what Mother Teresa said, “All life is precious.” And especially to this crushed g’ma, who would love to be singing her grandbabies to sleep tonight, and holding them close. One more thing, I’m sure you have children in your family that you treasure. Be careful, Karma might just catch up with you. Just because someone in your family is a bad driver, does not mean they should die in a car accident. Please pray for the safe return of my grandbabies…SOON!

So anyone can pick up any child from that school without prior consent from their primary caregivers (the foster mother in this case)?

First off let me say I'm glad they were found safe. In response Grande, in situations like that the school should be notified and keep on record who IS and IS NOT allowed access to the children. After my divorce I notified the school my children went to that NO ONE other than myself or my parents were allowed to pickup my kids. Anyone else showed up, I was called immediately for verification. More schools should adapt a similar policy even though it would be hard in a public school to keep track especially at dismissal but it would save alot of problems.

Schools can have every child safety program there is, but all it takes is one moment of someone falling down on the job for something like this to happen. At the schools here, visitors are stopped at a front window where they check your identity, enter you into the computer, and hand you a stick on ID pass. Then you must pass the same window and sign out. And, yes, there is a list for each student as to who has permission to take them from school. Sounds good, right? Recently, a teenage boy approached the bus line of kids and took a small girl (whose mother was waiting in the car). They immediately whisked the child out of state. The school worker at the bus line at first took him into the bldg. to be checked out, but something fell apart from that point on. The father had custody of the girl, but there was a court battle on. The child is still out of state. The tax payers are reluctant to pay for real security for the kids. What a shame.

Missing sisters found in Newberg, police say
by The Oregonian Wednesday February 04, 2009, 5:38 AM

Two sisters who went missing this week were found early this morning in Newberg, Portland police said.

Police have arrested the girls' biological mother, Alethea Dawn Drake, 34, and the girls' brother Edward Drake-Wilson, 18. The mother has been accused of second-degree custodial interference. She's jailed on $500,000 bail. Her son - the girls' brother - also is accused of second-degree custodial interference. He was arrested at his North Portland home.
The girls were found about 2:30 a.m. with their mother at a Newberg residence.

Tiarra Dawn Drake, 13, and her sister Tianna Drake, 9, have been under the supervision of the Department of Human Services and family members involved do not have legal custody of either child.

Tianna Drake, a third-grader at Grout Elementary in Southeast Portland, attended class as usual until about 2:15 p.m. Monday, said Detective Mary Wheat, a police spokeswoman.

Her foster mother arrived to pick Drake up from an after-school program in Sellwood and called authorities when she couldn't be found. No one could remember seeing the girl on the bus that usually leaves Grout Elementary for Sellwood about 2:30 p.m.

Alethea Drake on June 30th, 2009 6:08 am You’re a bunch of morons! Tiarra had run away from her foster home! No one cared for weeks that she was gone until they could use her as bait to try and find Tianna! And Linda Chaney, is a crazy person who abuses anonymous tip lines and will use ANY situation to get attention for herself! Tianna wanted and still wants to come home! They had NO reason to take my kids what so ever! Linda Chaney and Farrah Countryman assisted my misguided in love 16 year old daughter on how to get out of my house and be with her boyfriend. They didn’t care that they destroyed the rest of my children. They are bored, trouble making, liars! I moved to get my children away from these dangerous poisonous women. After 8 child welfare checks and absolutely no signs of abuse on any of my children and not one illegal substance or item in my home! My son is 19 and I am 34 and we had no criminal record! DHS just seems to think that I am some criminal mastermind that managed to hide abuse and fool doctors, teachers, head start workers, after school program teachers, DHS workers (after years of unfounded fraudulent reports made by the same people), neighbors, and more for 19 years?! And in Kansas where I had and raised my kids, they have healthy kid checks. Meaning my kids each got 24 doc visits a year on state health insurance if I brought them in for 1 well kid check a month. I did this for more than a decade, but I guess all those doctors were incompetent compared to my evil genius! Tianna and I took part in a year long study for head start with periodic home interviews and long term classroom observation of Tianna. My kids were taken away in May. In October I received a notice of a founded decision and that I had 30 days to have a hearing and appeal that decision. Lot of good it did me 6 months later. Did you know that in Oregon if you take child neglect charges to trial, DHS only has to convince a judge that ONE thing that they’ve accused you of MIGHT be true and you lose. And then they can permanently dissolve your family. And it’s my belief that is why there are “the lost kids of portland”. A sea of homeless kids that were taken away from their parents and then cast out to live out of non-profit private run away shelters while Oregon continues to get more money from the federal government for children in state custody than most other states. They continue to pocket this money while these kids go homeless and they destroy families. And nobody cares. DHS continued to report to housing that I no longer had enough kids to qualify for my apartment, until they finally got me kicked out. I don’t do drugs! I am not a child abuser! I am not a criminal! I am and was a good parent and my kids don’t deserve this! Here’s another fact about my daughter who was 8 when taken from me. She was so hysterical and crying all the time that the DHS worker and foster parent decided to try giving her coffee in hopes that it would counter react and she would come out of it. It didn’t help and that is horrible unhealthy! I never ever let my children have any caffeinated beverages at all. And children ARE 4 times more likely to be abused in foster care than in the home they were removed from. You can think whatever you want, but I think your a bunch of f*cking communist here in Oregon! It’s all good to have an alternative lifestyle here if it fits into the Oregon way of life…gay, dirty, or junkie. But it’s not okay to have an alternative lifestyle if you work as a LEGAL prostitute in a safe clean brothel. It’s not okay if your husband is only 20. And if you don’t let them “fix” you, they’ll fix you! No one has rights in family court here, no one! If they can destroy my life and family without any credible reason or evidence at all, they can do it to you too!

Alethea Drake on June 30th, 2009 6:12 am It’s legal terrorism by this government! LEGAL GOVERNMENT TERRORISM!
