CONROE, TX (KTRK) -- An Amber Alert has been issued for a five year old girl who has been missing since yesterday.
Annabelle Williams-Furlano was abducted last night from the Conroe Chuck E. Cheese restaurant in Conroe. Police believe her biological parents are responsible. The girl's aunt and uncle, Nielsen and Kurk Nielsen have custody of the child.
Conroe police say the little girl was abducted just before 9pm by her biological parents during a supervised visit. The child's biological parents, Angela Faith Williams, and Carl Forlano, apparently requested a supervised visitation with the Nielsens and the child. They set up a visit at the restaurant.
Authorities say upon arrival at the restaurant, the Nielsens, the child, and Angela Williams entered the restaurant. Moments later, Williams ran out of the restaurant with the child and left in a pickup truck. Forlano was reported to be the driver of the vehicle. Police say there may have been a third person involved in the incident.
The parents were last seen driving a white pick-up truck with no license plates. They make and model is unknown. Investigators wouldn't say why they think she's in danger, only that she may have been injured in the past while in the care of her parents.
Annabelle is 3'-4" tall, weighs approximately 35 pounds, and has brown hair and brown eyes. She was last seen wearing a pink shirt and jeans, a white Hannah Montana jacket and pink fringed boots.

I listened to the report on this one early this am while waiting at the bus stop with my grandson. It was reported that the bio parents have family in New York state, and could possibly be headed there with the girl. I have not heard why the child was removed from the bio parents...but we all know that it takes something very serious for a court to take them away.

CONROE, TX (KTRK) -- There are new developments in the search for a five-year-old Conroe girl who is the subject of an Amber Alert. The FBI is now involved as officials believe the child is being taken across state lines.
Police say Annabelle Williams-Furlano was abducted last night around 9pm by her biological parents from a Chuck E. Cheese restaurant in Conroe (http://abclocal.go.com/ktrk/feature?section=news&id=6197650). The incident happened during a supervised visit at the restaurant.
The girl's aunt and uncle, Joyce and Kurk Nielsen, were recently awarded custody of the child after a legal battle with her biological parents.
Police say Angela Faith Williams, 45, and Carl Forlano, 56, are the girl's biological parents. They had reportedly been upset over what they call a lack of supervised visits. They apparently requested a supervised visit with the Nielsens and the child, which they set up at the restaurant.
Authorities say upon arrival at the restaurant, the Nielsens, the child and Angela Williams entered the restaurant. Moments later, Williams ran out of the restaurant with the child and left in a pickup truck.
"We believe the child may be in danger. We don't know the circumstances surrounding the biological parents," said Sgt. Bob Berry with the Conroe Police Department. "We have reason to believe they may be trying to leave the state with the child. So we believe that the child could be in danger."
Williams and Furlano have both been in trouble with the law before. Charges against Furlano include possession of drugs and a charge of possession of a controlled substance for Williams.
Annabelle is 3'4" tall, weighs approximately 35 pounds, and has brown hair and brown eyes. She was last seen wearing a pink shirt and jeans, a white Hannah Montana jacket and pink fringed boots.
People believe the couple may have fled to either New York or the Brownsville area where they have relatives.

Annabelle Williams-Forlano, 5, was last seen with Angela Faith Williams, 46, and Carl Forlano, 57, at a Chuck E. Cheese restaurant at the 16000 block of Interstate 45 in Conroe after 8:30 p.m. Monday night.
Both Williams and Forlano have criminal records. Williams was last charged with possession of a controlled substance in August 2008 while Forlano was charged with theft as recently as June 2003.
Annabelle is described as a Caucasian girl standing at a height of 3-4 and weighing approximately 35 lbs. She has brown hair, brown eyes, and was last seen wearing a pink shirt and jeans, a white Hannah Montana jacket and pink fringed boots.
Williams and Forlano were last seen in a white pickup truck with no license plate. Investigators have not yet determined the make and model of the truck.
Police believe the child is in danger. Anyone with information on the child or her biological parents is asked to call the police.

Surrounded by her artwork, the aunt and uncle who have raised a 5-year-old girl since she was born wait – and hope – Conroe Police and the FBI can find the girl, allegedly abducted by her biological parents Monday night.
Conroe Police issued an Amber Alert at 11 p.m. Monday for Annabelle Nichole Williams-Forlano, who allegedly was taken from a Chuck E. Cheese restaurant at Interstate 45 and Texas 242 by Angela Faith Williams, 46, and Carl Forlano, 57, Conroe Police Sgt. Bob Berry said.
Williams, who does not have custody of Annabelle, allegedly took her around 8:30 p.m. Monday from the restaurant, where she met Annabelle and her aunt, Joyce Nielsen, of The Woodlands, Berry said. The Nielsens have custody of Annabelle.
Joyce Nielsen is Williams’ sister, Berry said.
Williams ran out of the restaurant with Annabelle and got into a pickup truck, where Forlano was waiting, Berry said. The three then drove off. Officials have not been able to identify a license-plate number or the make and model of the pickup truck.
Annabelle is about 3 feet, 4 inches tall and weighs around 35 pounds. She has light-brown hair, brown eyes, and was last seen wearing a white Hannah Montana shirt, pink jacket, blue jeans and pink boots with fringe.
Joyce Nielsen was visibly upset Tuesday afternoon, while her husband Kurk was calm as the two waited at their home for any word of Annabelle.
Artwork made by Annabelle was scattered throughout the home, and a pair of the little girl’s shoes sat at the bottom of a stairway.
“We’re holding up OK,” Kurk Nielsen said. “She (Williams) knows she’s not fit, and she’s told us she’s not fit to raise Annabelle, and we want her to bring her home where she belongs and do the right thing.”
Kurk Nielsen was not at Chuck E. Cheese when Annabelle was taken, he said. Instead, Joyce Nielsen and Annabelle had gone with another mother and her daughter to meet Williams.
Annabelle was wearing the same hat pictured in the photo used for the Amber Alert, Joyce Nielsen said.
“She loves to wear hats,” she said.
The Nielsens have financially supported Williams, Kurk Nielsen said, and brought her into their home soon after she gave birth to Annabelle in December 2003.
“We thought this would be a goodwill gesture,” Kurk Nielsen said of the meeting Monday night. “We didn’t think she would do anything crazy like this.”
Williams had expressed an interest in turning her life around as she and the Nielsens corresponded while she was in jail, Kurk Nielsen said.
Conroe Police received a number of leads after the Amber Alert was issued, Berry said.
“We’ve gotten several messages from people in the community and we’ve been following up on those calls all day long and talked to several agencies across the state and out of state to find the pieces to this puzzle,” he said.
Both Williams and Forlano have criminal histories, according to Public Data. Williams was released Jan. 4 from the Harris County Jail, where she served half of a 10-month sentence for drug possession, a Harris County Sheriff’s Office official said.
Forlano was arrested in 1988 for criminal sale of a controlled substance in Oneida County, N.Y., according to Public Data. Because he has family in New York and Brownsville, he and Williams could be planning to take Annabelle to either place, Berry said.
“We’re not concentrating on just New York or Brownsville; we’re putting together all the resources that we can,” he said.
An investigator with the Oneida County Sheriff’s Office said Tuesday morning the department had not been contacted by Conroe police about the abduction and the possibility that Forlano and Williams could be on their way to New York with Annabelle.
While Joyce and Kurk Nielsen have raised Annabelle since she was born, they won temporary sole custody of her just days ago, on Feb. 10, in the 284th state District Court. According to court documents, the Nielsens applied not only for sole custody – allowing Williams only supervised visitation – they sought and received an emergency restraining order against Forlano and the complete severance of his relationship with Annabelle.
The reason for the emergency restraining order was because of Williams’ recent release from jail, said Woodlands attorney Robert Kalish, who represented the Nielsens in the custody matter.
“She initially told her sister, ‘I have no problem with you taking her (Annabelle);’ and then she wanted her back,” Kalish said.
In a Jan. 14 court affidavit, Kurk Nielsen described Forlano as a “transient” and said Forlano and Williams were attempting to take Annabelle out of school for three months to drive to New York in an 18-wheeler.
“This is an extraordinary danger affecting the immediate health, safety and welfare of the child,” he stated in the affidavit. “The child has not bonded with the biological mother and the alleged biological father.”
Williams and Forlano “didn’t want to let the Nielsens know where in New York they were going to take her,” Kalish said. “They just wanted to rip her away from them.”
Conroe police detectives are collecting video surveillance tapes from the restaurant and surrounding businesses, Berry said, to try to identify the vehicle Williams and Forlano drove off in with Annabelle.
Chuck E. Cheese officials are cooperating with police and have turned over the store’s surveillance videotape of its exit, corporate spokeswoman Brenda Holloway said.
“We’ve reviewed the tape at the KidCheck (station),” she said.
Children and their parents or guardians receive matching hand stamps when they enter a Chuck E. Cheese store, and those stamps are checked when they leave, Holloway said.
If the stamps don’t match, “They stop them and ask the child if they know who they’re with, simple questions like that,” she said.
The FBI has been involved in the case since “the beginning,” Special Agent Patrica Villafranco said, to begin gathering information and searching for Annabelle outside of Texas.
“Whenever you’re dealing with a missing child of tender years, you can assume immediately they’ve gone interstate, as in the Adam Walsh case,” she said. “To have to wait for phone calls takes too long.”
Six-year-old Adam Walsh was abducted in 1981 from a Florida department store, and his body was found 16 days later in a canal. His case, which was officially closed by law enforcement in December, helped lead to the creation of the National Center for Missing and Exploited Children.

CONROE- An Amber Alert was issued around 11 p.m. Monday night for a 5-year-old girl whose parents snatched her during a supervised visit at a local pizzeria.
Conroe Police responded to Chuck E. Cheese in the 16000 block of Interstate 45 near SH 242 around 8:30 p.m. on Monday where they met with Kurk and Joyce Nielsen of Spring, the legal guardians of Annabelle Nichole Williams Forlano.
Sgt. Bob Berry said the Nielsens, the child’s aunt and uncle, told investigators Annabelle was illegally removed from the location by her mother, Angela Faith Williams 45, and her father, 57-year-old Carl Forlano. Their last known addresses were in the Humble area.
Berry said the parents requested a visit with the child and the Nielsens agreed to meet them at Chuck E. Cheese.
“It was supposed to be a cordial event and they both met there voluntarily to have supervised visitation,” Berry said.
“The Nielsens, the child, and Angela Williams entered the restaurant,” Berry said, “A short time later, Williams ran out of the restaurant with the child and left in a white pickup truck, believed to be driven by Forlano.”
Apparently the abduction did not attract much attention at the time.
“The information we have is that it was a very quiet and quick getaway from the restaurant,” Berry said.
Conroe Police launched an investigation and issued an Amber Alert as soon as the details were confirmed. As soon as photos and other information were gathered, a 3 a.m. press conference was held in front of the Conroe Police Station, with Sgt. Berry and Detective Greg Hall responding to questions.
Berry and Hall said there was reason to believe the child might be in danger. Further complicating matters was the possibility the child would be taken as far as New York.
“If they haven’t already left, they might be somewhere in the North Houston area,” Hall said. “My understanding is that her father’s a truck driver and possibly has family in New York.”
Public Data shows both suspects have a history of felony drug convictions. Williams also has convictions for forgery of a financial instrument and failure to stop and give information.
Investigators are attempting to gather more information including surveillance video from the restaurant and surrounding businesses.

Police in Texas believe the child is in danger.
5-year old Annabelle Williams-Furlano, a white female, is three feet four inches tall and she weighs about 35 pounds.
Annavelle has brown hair and brown eyes. She was last seen wearing Hannah Montana shirt, pink jacket, blue jeans, pink boots with fringe.
There are two suspects in this case. 46-year old Angela Faith is a white female. The other suspect is Carl Forlano. Police did not list his age.
The suspect vehicle is a white pick up truck.

The Conroe Police Department reported in a press release late Wednesday night that the couple who allegedly abducted their biological daughter from a Conroe restaurant Monday night may have left the Conroe-Houston metropolitan area and crossed state lines.
Conroe Police issued an Amber Alert for Annabelle Nichole Williams-Forlano, 5, who allegedly was taken from a Chuck E. Cheese restaurant at Interstate 45 and Texas 242 by Angela Faith Williams, 46, and Carl Forlano, 57, who do not have custody of their child, around 8:30 p.m. Monday.
They are believed to be traveling in a tractor-trailer rig. The tractor is described as a black 2008 International tractor bearing Texas license plate RC8C54. The logo of the company name “Moving Cargo” may be on the side of the tractor. The trailer is a 1996 box style van bearing Texas license plate Y10163.
An updated Amber Alert has been issued for the abducted child and now includes the information on the tractor-trailer rig.
The Federal Bureau of Investigation has entered the investigation and is providing assistance.
The Conroe Police Department has been diligently pursuing a number of leads and tips from the public as well as conducting interviews regarding the abduction.
Anyone with information regarding the location of the child, suspects or the tractor-trailer can contact the Conroe Police Department Communications Division at (936) 522-3204.
Williams allegedly took her from the restaurant, where she met Annabelle and her aunt, Joyce Nielsen, of The Woodlands. Joyce and Kurk Nielsen have custody of Annabelle.
Joyce Nielsen is Williams’ sister.
Williams ran out of the restaurant with Annabelle and got into a pickup truck, where Forlano was waiting, Conroe police said. The three then drove off.
Annabelle is about 3 feet, 4 inches tall and weighs around 35 pounds. She has light-brown hair, brown eyes, and was last seen wearing a white Hannah Montana shirt, pink jacket, blue jeans and pink boots with fringe.
Both Williams and Forlano have criminal histories, according to Public Data. Williams was released Jan. 4 from the Harris County Jail, where she served half of a 10-month sentence for drug possession, a Harris County Sheriff’s Office official said.
Forlano was arrested in 1988 for criminal sale of a controlled substance in Oneida County, N.Y., according to Public Data. Because he has family in New York and Brownsville, he and Williams could be planning to take Annabelle to either place.
Joyce and Kurk Nielsen have raised Annabelle since she was born and won temporary sole custody of her just days ago, on Feb. 10, in the 284th state District Court. According to court documents, the Nielsens applied not only for sole custody – allowing Williams only supervised visitation – they sought and received an emergency restraining order against Forlano and the complete severance of his relationship with Annabelle.
The reason for the emergency restraining order was because of Williams’ recent release from jail, said Woodlands attorney Robert Kalish, who represented the Nielsens in the custody matter.
In a Jan. 14 court affidavit, Kurk Nielsen described Forlano as a “transient” and said Forlano and Williams were attempting to take Annabelle out of school for three months to drive to New York in an 18-wheeler.

CONROE- Around 11:15 p.m. on Wednesday, Conroe Police, now working in conjunction with the Federal Bureau of Investigation, updated details regarding their investigation of the Monday night abduction of 5-year-old Annabelle Nichole Williams Forlano.
Sgt. Bob Berry said new information indicates the suspects, Angela Faith Williams and Carl Forlano, and the child are gone from the Houston / Conroe area, but are not traveling in the same vehicle as when they snatched the child.
“We believe they have probably left Texas and possibly crossed the state line in the 18-wheel tractor trailer Carl Forlano drives in his profession,” Berry said.
The truck’s tractor is a black 2008 International bearing Texas license plate RC8C54, which may have the company name “Moving Cargo” on the side. The trailer is a 1996 box style van, Texas license palate Y10163.
Berry said the truck is company owned, but has not been reported stolen.
Around 8:30 p.m. on Monday night, investigators say Annabelle’s biological parents illegally took her from her legal guardians, Kurk and Joyce Nielsen, during a supervised visit at Chuck E. Cheese on I-45 near SH 242, fleeing in a white pickup.
An Amber Alert was issued around 11 p.m., but with no further description of the pickup and no license plate, it did not meet the criteria for TxDOT to put the alert on all of their permanent Dynamic Message Signs (DMS).
It was just as well, since it now appears the infamous white pickup was left behind.
“Information regarding the white pickup is still being investigated,” Berry said. “However, we believe if they have left, it was in the (18-wheeler).”
The alert went to all forms of law enforcement, news media and to everyone who subscribes to an Amber Alert notification service and by morning, photos of both suspects and Annabelle were splashed across televisions, websites and newspapers. While the child has not been recovered, the effort was productive.
“We have received numerous tips and leads from the public and we’re checking them out as best we can,” Berry said. “The strongest lead so far supports previous information that they were probably going to New York.”
Forlano has family members, and a criminal record, in New York. Public Data shows he and Williams have multiple prior drug-related felony convictions. Berry said he could not release any information regarding what danger the couple posed to their child, or about their criminal histories. Their last known addresses were in the Humble area.
Initial reports indicated a third party, who drove Williams to Chuck E. Cheese, might have been involved in the abduction. However, Berry said officers were in contact with that person, but no charges had been filed.
Public Data shows both suspects have a history of felony drug convictions. Williams also has convictions for forgery of a financial instrument and failure to stop and give information.
Investigators are attempting to gather more information including surveillance video from the restaurant and surrounding businesses.

Artwork made by Annabelle was scattered throughout the home, and a pair of the little girl’s shoes sat at the bottom of a stairway.
“We’re holding up OK,” Kurk Nielsen said. “She (Williams) knows she’s not fit, and she’s told us she’s not fit to raise Annabelle, and we want her to bring her home where she belongs and do the right thing.”
Kurk Nielsen was not at Chuck E. Cheese when Annabelle was taken, he said. Instead, Joyce Nielsen and Annabelle had gone with another mother and her daughter to meet Williams.
Annabelle was wearing the same hat pictured in the photo used for the Amber Alert, Joyce Nielsen said.
“She loves to wear hats,” she said.
The Nielsens have financially supported Williams, Kurk Nielsen said, and brought her into their home soon after she gave birth to Annabelle in December 2003.
“We thought this would be a goodwill gesture,” Kurk Nielsen said of the meeting Monday night. “We didn’t think she would do anything crazy like this.”
Williams had expressed an interest in turning her life around as she and the Nielsens corresponded while she was in jail, Kurk Nielsen said.
Conroe Police received a number of leads after the Amber Alert was issued, Berry said.
“We’ve gotten several messages from people in the community and we’ve been following up on those calls all day long and talked to several agencies across the state and out of state to find the pieces to this puzzle,” he said.

Williams and Forlano “didn’t want to let the Nielsens know where in New York they were going to take her,” Kalish said. “They just wanted to rip her away from them.”
Conroe police detectives are collecting video surveillance tapes from the restaurant and surrounding businesses, Berry said, to try to identify the vehicle Williams and Forlano drove off in with Annabelle.
Chuck E. Cheese officials are cooperating with police and have turned over the store’s surveillance videotape of its exit, corporate spokeswoman Brenda Holloway said.
“We’ve reviewed the tape at the KidCheck (station),” she said.

The FBI has been involved in the case since “the beginning,” Special Agent Patrica Villafranco said, to begin gathering information and searching for Annabelle outside of Texas.
“Whenever you’re dealing with a missing child of tender years, you can assume immediately they’ve gone interstate, as in the Adam Walsh case,” she said. “To have to wait for phone calls takes too long.”
Six-year-old Adam Walsh was abducted in 1981 from a Florida department store, and his body was found 16 days later in a canal. His case, which was officially closed by law enforcement in December, helped lead to the creation of the National Center for Missing and Exploited Children.

This is so frustrating in that I live only about 10 miles from Conroe, but there is not much I can do.
I'm curious if they found the pickup. I think, since they obviously planned this kidnap, that they took the plates off until they got away. Maybe there is evidence in the pickup of where they might be going. Another thought is that the pickup is inside the 18 wheeler.

A missing 5-year-old girl from Conroe has been found safe and sound in Ohio.

FAYETTE COUNTY—An abducted 5-year-old girl was recovered at a Fayette County truck stop Friday.

Annabelle Williams-Forlano, 5, was abducted Tuesday, Feb. 17, by her biological parents during supervised visitation at a Chuck E. Cheese Restaurant in Conroe, Tx, according to the National Center for Missing & Exploited Children.
Amber alerts were issued for Annabelle.
Annabelle was located by Fayette County sheriff’s deputies in a parked semi tractor-trailer on the parking lot of the TA truck Stop at the intersection of Interstate 71 and Highway 35 Friday morning.
The Fayette County sheriff’s office was contacted by the Houston, Tx., office of the FBI, advising an Amber Alert was issued in Texas on the family abduction.
The FBI reported Annabelle was abducted by her noncustodial mother, Angela Faith Williams, 46, and her noncustodial father, Carl Forlano.
The abduction took place at a restaurant in Conroe, Texas, the FBI said. The subsequent investigation indicated the couple fled Texas in a black 18-wheel tractor and trailer with Texas license plates.
Authorities were able to track the tractor-trailer to the area of the TA truck stop and notified Fayette County.
Deputies located the suspect truck at the rear of the truck stop and attempted to make contact at the truck.
While deputies were at the truck, other deputies were positioned near the area and observed a male matching the description of Forlano exit a local store.
When Forlano spotted the deputies, he fled across the highway and was apprehended in the Prime Outlet Mall parking lot.
Forlano advised deputies the child and her mother were in the sleeping compartment of the truck and provided keys to open the truck.
Once inside deputies located the mother hiding the child in the sleeping compartment, officials said.
Both adults were taken into custody, and the child was turned over to Fayette County Children Services until the state of Texas comes to Ohio to return the child to their jurisdiction.
Williams and Forlano were being held in the Fayette County Jail, awaiting extradition to Texas.

A couple with local ties was taken into custody in Ohio after authorities said they kidnapped their daughter from relatives in Texas during a supervised custodial visit last Monday at a Chuck E. Cheese restaurant.
Angela Williams, 46, and Carl Forlano, 57, were arrested Friday and being held in the Fayette County Jail in Ohio on fugitive of justice and kidnapping charges pending extradition proceedings, officials said.
Their daughter, 5-year-old Annabelle Nichole Williams Forlano, has been the center of attention in the Midwest media since she's been put on an Amber alert about her abduction. She is the biological daughter of Williams and Forlano.
The Associated Press reported the couple was from New Hartford. Local New York state police said they believed Forlano had family ties to the New Hartford area but couldn't confirm whether he now lives here.
Similarly, New Hartford police said they were aware of the Amber alert as they are with any other alerts put out, but couldn't confirm Forlano's current residence.
According to the Fayette County Jail Web site, both suspects were being held without bail Saturday. The Web site does not provide inmates' residences, and deputies reached at the station Saturday night were unaware where the suspects were currently living.
Jail records also show Forlano's birthdate matches with New York State Department of Correctional Services records regarding prison time he served in New York in the late 1980s on charges of possession and sale of a controlled substance after being arrested in Oneida County.
The abduction
The two suspects kidnapped Annabelle Monday at a Chuck E. Cheese restaurant in Conroe, Texas, according to a news release from the Fayette County Sheriff's Office.
It was at the restaurant that Williams met her sister Joyce Nielsen and Annabelle. The girl has been living with her aunt Nielsen and uncle Kurk Nielsen in the Woodlands, Texas, since she was a baby.
Then on Feb. 10, the Nielsens were awarded temporary custody, this coming shortly after Williams was released from jail after serving five months of a 10-month sentence for drug possession, according to the Conroe Courier in Texas.
During Williams' meeting with her sister at the restaurant, she ran out of the restaurant with her daughter and into a pickup truck in which Forlano was waiting.
The capture
An Amber alert was then put out for the missing girl and the couple.
Through FBI tips, deputies f rom Fayette County in Ohio were notified that the suspects now were traveling in an 18-wheel tractor-trailer rather than the pickup truck and may be headed their way.
The truck, which had Texas plates, was found by deputies at a truck stop at the intersection of Interstate 71 and Highway 35 Friday. Deputies knocked on the doors and windows, but there was no response and the doors were locked.
Forlano then was seen walking around the area, and after a short foot pursuit he was taken into custody.
He then led deputies back to the rig with his keys to open the doors.
The young girl was found inside the sleeping compartment of the rig, deputies said. Williams also was inside the truck.
Authorities Saturday said the owner of the tractor-trailer also could face charges.
The Montgomery County District Attorney's office in Texas, where the offense took place, and the FBI both may prosecute the couple.
Relatives of Annabelle in Texas flew out to Ohio Saturday to reunite with her and bring her back to Texas.
