Police seek sex offender who may be in Clarksville

Robert Bryan Hebb, 44, who is listed on the Pennsylvania Sex Offender registry as a New Castle, Pa., resident, is believed to be heading to Montgomery or Houston County with Gabriella Trayer, according to Montgomery County Sheriff's Office Investigator Jeff Morlock.Hebb told friends he was heading back to Tennessee, Morlock said.Trayer has the mental capacity of a 10-year-old and her judgment skills are impaired, according to her mother, Rita Willis.
Hebb may be driving a 1992 Chevy Suburban or Blazer that is tan on top, maroon on the side and has a black stripe on the bottom. The SUV has a Pennsylvania tag of GSR1252.
He is wanted in Pennsylvania for violating the sex offender registry. Pennsylvania law enforcement have issued a nationwide alert advising they will pick him up anywhere in the United States he is found.
Hebb also is wanted in Houston County for violating the sex offender registry and in Missouri for a traffic violation, Morlock said.
Hebb was a registered sex offender in Montgomery County for about six years after being convicted in 1998 of attempted sexual battery of a 12-year-old girl. He was on probation here until 2005, and reported as a sex offender to the Sheriff's Office for a few years, Morlock said.
Anyone who sees Hebb or the car he is in should call 911 immediately.
Hebb may be violent, so Morlock said do not approach him, but call 911 with a description and location.
"He is a sex offender who preys on children," Morlock said.

Pennsylvania State Police are asking for help from the public, in a Megan's Law case.
Troopers are looking for 44-year-old Robert Brian Hebb, of New Castle. Officials say he may have 20-year-old Gabriella Trayer, a mentally challenged female with him.
Trooper Matthew Roth says police think Hebb, of New Castle, may be headed toward Tennessee and she may be in danger.
Anyone with information is asked to call Pennsylvania State Police in New Castle at 724-598-2211

CLARKSVILLE, Tenn. - A convicted sex offender could be headed towards Tennessee.
Montgomery County Sheriff's said 44-year-old Robert Bryan Hebb told friends he was heading back to Tennessee from Pennsylvania where he'd been living since November.
Hebb was convicted of attempted sexual battery in Montgomery County in 1998 for sexually abusing a 12-year-old girl.
Police said Hebb may have 20-year-old Gabriella Trayer with him. Trayer's family said she is mentally retarded, and they said they are worried for her safety.
Hebb is wanted in Pennsylvania for allegedly violating the sex offender registry.
Anyone who sees Hebb should contact police.

NEW CASTLE, Pa. - Police are looking for a convicted sex offender who may have taken a 20-year-old mentally challenged woman out of state.
Robert Brian Hebb, 44, is listed as an "absconder" on the Meghan's Law Web site. He was last known to live in New Castle. Hebb was convicted in 1998 of attempted aggravated sexual battery while living in Montgomery County, Tenn.
Police said they think Hebb in the company of Gabriella Trayer, who is described as mentally challenged. They were last seen on Feb. 9.

State police are searching for a convicted Megan's Law offender who may be heading to Tennessee with a 20-year-old woman who is mentally challenged.
Robert Bryan Hebb, 44, also known as "Chief," was convicted in 1998 of attempted sexual battery, according to the state police Megan's Law Web site. Hebb, whose last known address was New Castle, may be driving a red 1993 Mercury Topaz.
Hebb is 5 feet, 6 inches tall and about 155 pounds, with hazel eyes and brown hair. He has tattoos of an eagle, a marijuana plant and a dragon on his arms.
Anyone with information is asked to call state police at 724-598-2211.

Family and friends are worried for the woman’s safety.
NEW CASTLE, Pa. — Police are looking for a Megan’s Law sex offender who left the city with a 20-year-old mentally challenged woman.
Friends and family of the woman, Gabriella Trayer, of Edinburg, Pa., believe she was taken to Clarksville, Tenn., on Feb. 9 by Robert Bryan Hebb, 44, who was convicted in 1998 of attempted aggravated sexual battery.
Friends say they believe Hebb took her to Clarksville because of ties he had there.
Joe Willis, Trayer’s father, said they tracked Hebb to an old girlfriend’s home in Clarksville on Feb. 10 through an acquaintance who knows him. But the pair did not stay with her.
Now, family and friends say they’re worried for Trayer’s safety.
The Pennsylvania State Police have a warrant for Hebb’s arrest because he did not notify them of an address change — required for offenders on the state Megan’s Law list. Anyone with information about the couple’s whereabouts is asked to call the Pennsylvania State Police at (724) 598-2211.
Trayer’s mother, Rita Willis, acknowledged her daughter is an adult and can choose to stay with Hebb. But if he is arrested, she believes her daughter will be persuaded to come back.
The Willises say that Trayer’s mental development is that of an 8- to 12-year-old child.
Hebb and Trayer knew each other through a drop-in center called Patches Place, which also houses programs for mentally ill people.
The drop-in center offers a recreation area, food pantry and showers for homeless people.
Hebb, a homeless man who stayed with friends, frequented the center since it opened more than a year ago, said Sandi Hause, who runs one of the programs there.
Hause and her daughter, Angela Hagberg, who also works at the center, say they took Trayer under their wing during times she did not stay with her parents in Edinburg. Sometimes, she stayed with Hause.
Joe Willis said his daughter, who was adopted when she was 6, was always welcome to stay at their home, but wanted to be independent. “Ellie did what she wanted,” he said, adding that he and his wife always tried to keep up on her whereabouts when she wasn’t living with them.
She had moved back in with her parents around Christmas time. But shortly after Christmas, she left again, Willis said.
Hause said that once she and Hagberg realized Hebb and Trayer were in a relationship, they tried to persuade her not to see him.
Hagberg said that on Feb. 6, she told Hebb she’d go to the police if Trayer did not come with her. Trayer stayed with Hause that weekend, Hause said.
On Feb. 8, they decided she might be better off at her parents’ house, so they took her there. Hause said she also went to the state police that day.
Trayer knew that police had been contacted, Hagberg added.
The next morning, Trayer got a ride to New Castle with her mother for what she said was a doctor’s appointment.
She went to the City Rescue Mission, where she knew Hebb would be eating lunch, Hause said. They believe the two of them left the city in a beige sport-utility vehicle lent to Hebb by a tenant in an apartment complex on West Washington Street where he was staying.
“I just want her back,” Hause said. “I want her safe. I just don’t trust that this man will keep her safe.” She said she hopes Trayer will at least call to let everyone know she’s OK. “She can call collect. I don’t care.”
Hagberg said she feels Hebb betrayed the center staff’s trust. “It’s a big blow to everybody,” she said.
“We’re just really worried about our daughter,” Willis added.

She first met up with Hebb a few months ago at a community center for mentally challenged individuals. It was then that her mother, Rita Willis, says she tried to warn her daughter about Hebb.
Robert Brian Hebb is about five foot six inches tall and weighs about 155 pounds and goes by the nickname "Chief."
He is driving a 1992 tan and maroon Chevrolet SUV that's in poor condition.

Parents of woman, 20, feared for her safety
NEW CASTLE, Pa. — A 20-year-old developmentally disabled woman who left the city Feb. 9 with a Megan’s List sex offender has been found unharmed.
A highway patrol officer in Missouri found Gabriella Trayer of Edinburg with Robert Hebb, 44, said Trooper Jeffrey Martin of the Pennsylvania State Police, who have a warrant for his arrest because he failed to register a new address with them.
The pair were stopped in a GMC Blazer that belongs to a tenant at the apartment complex where Hebb was staying on West Washington Street. The tenant often let Hebb drive the car, said Sandi Hause, an acquaintance of both Hebb and Trayer.
When the trooper stopped the pair at 12:42 p.m. Thursday, Trayer told him they were on their way to Las Vegas to get married, Martin said.
The woman’s parents, Joe and Rita Willis, were on their way to pick her up Thursday afternoon.
Hebb was westbound on Interstate 70 in Lafayette County, Mo., when a state trooper pulled him over, said Sgt. Scott Meyer of the Highway Patrol Troop A headquarters in Lees Summit County. He didn’t know the reason for the traffic stop.
The trooper found the Pennsylvania warrant in his computer and also warrants for Hebb from Missouri, where he’s wanted for driving without a license, and from Tennessee, where he’s wanted for not registering his address as a sex offender.
Hebb was living in Clarksville in Montgomery County, Tenn., when he was convicted of violating probation by not reporting his address in 2006, said Jeffrey Morlock, investigator with the Montgomery County Sheriff’s Department. He spent 90 days in jail. Sometime after his release, he made his way to New Castle.
Morlock said Hebb’s criminal history includes domestic assaults, burglaries, drug arrests and an assault on a peace officer with injuries, in Texas, Missouri and Tennessee.
Missouri will keep Hebb on its warrant. Pennsylvania will extradite him. Martin said he’s not sure when that will happen. Hebb is locked up in the Lafayette County jail.
Trayer’s family and friends said earlier this week they feared for her safety. Hebb, 44, was convicted in 1999 in Dickson County, Tenn., of attempted aggravated sexual battery on a 12-year-old female relative. Trayer, who lived off and on with her parents since turning 18, has the mental development of an 8- to 12-year-old, her mother has said.
Trayer and Hebb knew each other through a drop-in center at Patches Place, which has programs for mentally ill people and a food pantry, clothing store, recreation area and showers for homeless people.
Hebb, who was homeless, frequented the center since its opening on Mill Street in New Castle more than a year ago, said Hause, director of one of the programs there.
Trayer, who’d described herself as living “couch to couch” to the Vindicator in October for a story on homelessness, sometimes stayed with Hause. Hause and her daughter, Angela Hagberg, who also works at Patches Place, tried to look out for her when she wasn’t staying with her parents.
Hause and Hagberg said they discovered early this month that Hebb had cultivated a relationship with Trayer. They were together at a mutual acquaintance’s apartment, Hause said.
Hause went to the state police Feb. 8 about Hebb. She discovered there that he had a history of violent offenses in other states in addition to the sex offense conviction, she said.
Hagberg said she had managed to get Trayer away from Hebb, and she stayed with Hause the weekend of Feb. 6. She went home to Edinburg on Sunday, but on Monday, she got her mother to drive her into New Castle by saying she had a doctor’s appointment. She was aware that Hause had gone to the police.
She went to the City Rescue Mission, where she knew Hebb would be eating lunch. The two left from there, Hause said.
