Brian J. Reed/photo - Sheriff’s deputies and other investigators are pictured outside the Olive Township home of Doris Jackson, just after her body was discovered and removed late Thursday. Authorities are now looking for Jackson’s 1989 Mercury and its driver.
TUPPERS PLAINS — The investigation into the disappearance of a Tuppers Plains woman is now a homicide investigation.
Sheriff’s deputies discovered the body of Doris Jackson, 83, in her Arbaugh Road home on Thursday afternoon. She had been reported missing to the sheriff’s department Monday afternoon, after relatives discovered her vehicle gone from her garage.
Authorities are now looking for the car, a brown 1989 Mercury Marquis, with personalized license plate DEOJ, and its driver.
Beegle, who first reported the investigation into Jackson’s death Wednesday evening, said deputies executed a search warrant at Jackson’s home Thursday to look for evidence that might explain where Jackson had gone, not, he said, expecting to find her body.
Beegle said Jackson’s body was found buried under nearly three inches of household “debris.” Neither Beegle nor Prosecuting Attorney Colleen Williams, also at the crime scene yesterday afternoon, disclosed whether there were visible signs of injury.
Coroner Douglas Hunter pronounced Jackson dead at the scene. The Ohio Bureau of Criminal Investigation was also assisting the sheriff’s department in the investigation.
Williams said the case is now being treated as a homicide investigation. Jackson’s body was taken to Montgomery County for a full autopsy.
Williams said all leads are being investigated, including at least one report on the missing car. Beegle said the car was reportedly seen in Martin County, Ky. sometime yesterday.
Beegle said it was difficult to ascertain whether there had been forced entry into the residence, because members of Jackson’s family had been to the house in the process of ascertaining her whereabouts.

Elderly woman found dead beneath 3-foot pile household belongings
Friday, February 27, 2009 9:47 AM
By Mary Beth Lane
THE COLUMBUS DISPATCH
The Meigs County sheriff and state agents are investigating the death of an 83-year-old widow whose body was found in her Tuppers Plains home yesterday beneath a 3-foot pile of household belongings. Doris Jackson, who lived alone, hoarded packages, clothing, boxes and other items, and deputies walked a narrow path that led from her front door to the dining room, where they found her body, Sheriff Robert E. Beegle said this morning.
Jackson's car was stolen from her garage. It is a 1989 brown Mercury Marquis with a vanity license plate of DOEJ, the sheriff said. Several callers to the sheriff's office reported seeing the car on Rt. 52 in Scioto County. Authorities are still searching.
The woman's body was taken to the Montgomery County coroner to be autopsied.
Jackson's sister, who telephoned her daily, and Jackson's niece became concerned when they could not reach her Monday. They went to Jackson's house, where they found the garage door open and the car gone and the front door unlocked.
They searched the house but because it was so crammed with belongings, they did not dig down deep enough to find her body, Beegle said.
Deputies dug through the one-story house Thursday with an agent from the Ohio Bureau of Criminal Identification and Investigation and found Jackson's body, Beegle said.
Deputies with the Washington County sheriff's office and additional state Bureau of Criminal Identification and Investigation agents helped his deputies perform a canvass of the area to interview people living nearby in a neighborhood called the Arbaugh Addition, Beegle said.
Jackson owned a number of rental properties and sometimes had to evict tenants who failed to pay rent, said the sheriff, who had known her for years.

Missing woman found dead in Meigs
Authorities conducting a homicide investigation
POSTED: February 27, 2009
TUPPERS PLAINS - Authorities were conducting a homicide investigation Thursday night after finding the body of a Meigs County woman who was reported missing earlier this week.
The body of Doris Jackson, 83, was discovered around 3 p.m. Thursday at her residence on Arbaugh Road in Tuppers Plains, said officials with the Meigs County Sheriff's Department.
Sheriff's officials said the investigation is being treated as a homicide. The woman's vehicle, a brown 1989 Mercury Grand Marquis with a personalized license plate reading DOEJ, was missing and was being considered a stolen vehicle Thursday night.
The vehicle was last seen in Martin County, Kentucky, sheriff's officials said. A dispatcher with the sheriff's department said a multi-state be-on-the-lookout alert had been issued for the vehicle.
Sheriff's officials said a suspect had not been identified Thursday night. Investigators were still on the scene and unavailable for comment.
Jackson was reported missing on Monday, sheriff's officials said.
Washington County Sheriff Larry Mincks said his office sent four detectives to Tuppers Plains to assist his Meigs County counterpart, Sheriff Robert Beegle.
"We have a mutual aid agreement with all the sheriffs in the state of Ohio," he said.
Mincks said his office has often relied on those agreements in a variety of investigations, depending on what areas of expertise were needed.
He said he understands his office's detectives will be assisting with interviews, sweeps and following up on leads.

UPDATE: 2/27 @ 1:10 p.m.
TUPPERS PLAINS, Ohio (WSAZ) -- Investigators in Meigs County say there is no indication of forced entry into the home of Doris Jackson and that the 83-year old woman may have known her attacker.

There have been numerous sightings of the car reported since Jackson was last seen on Monday, including Interstate 77 near Charleston, West Virginia, US 60 in Barboursville, West Virginia, US 52 in Scioto County, Ohio and in Inez, Kentucky.
Investigators are waiting for autopsy results to determine her cause of death.
Sheriff Beegle says due to lack of staff and other resources this investigation has been turned over to the State Bureau of Criminal Investigation and Identification.

Doris Jackson Found Buried Underneath Debris in Her Own Home
February 27, 2009 6:36pm
"It's crazy, there's not much you can really say about it," Kenny Rockhold said. "I wish it never happened."
Rockhold is wishing his next door neighbor, Doris Jackson, was still alive. Meigs County Deputies believe the 83-year-old woman was murdered in her home.
Jackson was reported missing this past Monday, after her sister and niece visited her home, because Jackson was not answering telephone calls. When they arrived, there was no sign of Jackson, but the garage door was open, her car was gone and her cane was inside.
Then on Thursday evening, police found Jackson buried underneath three feet of debris in her own living room. So, with police and family members both searching for her, even in the house, why didn't anyone find her?
"She didn't get rid of anything," Meigs County Sheriff Robert Beegle said. "She had everything piled up there."
Beegle says Jackson kept everything she owned and her possessions were everywhere, like on the floor and in some cases, stacked as high as the ceiling, which made it difficult to find her.
"There was clothing, boxes, bags of stuff and so forth," Beegle said. "They started lifting under about three feet of material...and they found the body."
It took three days to find Jackson, right at the spot where the search began. Something that, at first, did not sit well with Sheriff Beegle.
"I was shocked to find out she was in there, but after I saw the house, then I understood why nobody saw her."
The State Bureau of Criminal Investigation is now heading the murder investigation, due to lack of resources at the Meigs County Sheriff's Dept.
Police are still looking for Jackson's 1989 brown Mercury Marquis with a personalized Ohio license plate reading "DOEJ."
The vehicle has been spotted several times in the past week, including I-77 in Charleston, Rt. 60 in Barboursville and on US 52 heading into Kentucky.
If you think you've seen Jackson's 1989 Marquis, you're asked to contact the Meigs County Sheriff's Dept. at (740) 992-3371.

Homicide in Meigs County

Nettie Young has lived behind Doris Jackson in Tuppers Plains for almost 18 years and before she heard the news about Jackson's death she thought her neighborhood was safe.
Young says, "Nothing like this has ever happened around here before. We couldn't believe it. I still can't believe it. "
83 year-old Doris Jackson had been missing since February 23, 2009. Police and her family searched her home numerous times looking for her but police say the massive clutter in her home made the search a challenge.
Police did find her body underneath a large amount of clutter on Thursday.
According to Meigs County Sheriff, Robert Beegle the preliminary autopsy shows strangulation as the cause of death.
Beegle says he thinks that Jackson knew her killer.
Beegle says Jackson didn't let just anyone into her home.
Beegle says the next step in the investigation is to find Jackson's missing vehicle.
Beegle says, "We received a phone call again this morning [Friday] from a gentleman who spotted the car Wednesday evening. We also received another call yesterday [Thursday] that the car was seen near Kentucky."
Beegle has alerted surrounding states to be on the look out for Jackson's vehicle.
Jackson's car is a 1989 brown Mercury Marquis with a personalized license plate that says "DOE-J."

Woman, 83, strangled to death
Widow found under pile of belongings in Meigs County home
Saturday, February 28, 2009 3:18 AM
By Mary Beth Lane
THE COLUMBUS DISPATCH
An 83-year-old widow in southeastern Ohio whose body was found Thursday was strangled, preliminary autopsy results show.
Meigs County Sheriff Robert E. Beegle and state investigators are probing the death of Doris Jackson, whose body was found in her Tuppers Plains home beneath a 3-foot pile of household belongings.
Jackson, who lived alone, hoarded packages, clothing, boxes and other items, and deputies walked a narrow path that led from her front door to the dining room, where they found her body, Beegle said.
Authorities were searching yesterday for Jackson's car, which was stolen from her garage. It is a 1989 brown Mercury Marquis with a vanity license plate of DOEJ, Beegle said.
The autopsy was performed yesterday at the Montgomery County coroner's office.
Jackson's sister, who called her daily, and Jackson's niece became concerned when they could not reach her Monday. They went to Jackson's house, where they found the garage door open, the car gone and the front door unlocked.
They searched the house, but did not find her body because of the mess, Beegle said.
Deputies dug through the one-story house Thursday with an agent from the Ohio Bureau of Criminal Identification and Investigation and found Jackson's body, the sheriff said.
Deputies with the Washington County sheriff's office and additional state investigators helped canvass the area and interview people living near Jackson's house in the Arbaugh Addition neighborhood, Beegle said.
Jackson owned a number of rental properties and sometimes had to evict tenants who failed to pay rent, said the sheriff, who has known her for years.
She also had trouble with kids vandalizing her lawn ornaments last year, he said.
Jackson's sister picked her up every Saturday so the two could play bingo, Beegle said. But she seldom let people in her house, even her own sister.
"Her sister had not been in the house for three years," Beegle said.

Police: Woman strangled Monday
Investigation into Meigs death continues
By ROGER ADKINS radkins@newsandsentinel.com
POSTED: February 28, 2009
TUPPERS PLAINS -Doris Jackson was strangled sometime Monday afternoon, police said Friday as the investigation into the elderly woman's death continued.
Jackson, 83, of Arbaugh Road, Tuppers Plains, was reported missing Monday night by her sister-in-law, said Meigs County Sheriff Robert Beegle. Family members and police went to her home, but did not find her during a preliminary search.
"We went up Monday night and basically looked around in the house. The family was there Tuesday in the house and didn't find her. On Thursday, we went up with a warrant to see if we could find anything to give us a clue if she went somewhere. We found the body after we started moving some of the stuff around," Beegle said.
Investigators found Jackson's body under piles of clothing and miscellaneous clutter.
"You'd have to see the inside of the house to understand it. She didn't get rid of anything. The house was full of everything. She was under three feet of clothing and bags and boxes and stuff," Beegle said.
Jackson's vehicle, a brown 1989 Mercury Grand Marquis with personalized license plate "DOE-J," was missing from the residence, Beegle said. It was spotted multiple times, the last of which was in Martin County, Kentucky, he said.
"We're still looking for her car. We got a call this morning that a guy saw the car Wednesday. The license plate, because his mother was named Doe, called his attention to it," Beegle said.
Beegle said a multi-state alert has been issued for the vehicle. He said the hope is someone is with the car when it's found.
"Hopefully somebody's in it when they find it," he said.
Beegle said it is unknown if anything other than the vehicle was missing from Jackson's residence.
Washington County Sheriff Larry Mincks said his office sent four detectives to Tuppers Plains to assist Beegle.
"Washington County sent us four officers to help the Ohio Bureau of Criminal Investigation do neighborhood canvasses last evening," Beegle said. "We wanted to get that done before rumors affected the flow of information."
Beegle said BCI is in charge of the investigation because the Meigs County Sheriff's Department does not have the manpower resources for a large-scale investigation.
"We have a skeleton force and very limited resources. We've asked BCI to take charge of the investigation. They have the connections to get things done. We just have a skeleton force to take care of calls," he said.
Jackson's body has been taken to Montogmery County for an autopsy. The preliminary investigation indicates strangulation was the cause of death.

Preliminary autopsy: Area woman strangled
PLAINS — Doris Jackson of Tuppers Plains died from strangulation, according to preliminary autopsy results released Friday.
Meigs County Sheriff Robert Beegle said a stab wound to Jackson’s neck and blunt trauma to the head were also contributing factors in her death.
The first results of an autopsy performed by the Montgomery County coroner were made available to the prosecuting attorney, sheriff and others investigating the homicide case Friday afternoon.
Beegle said the Ohio Bureau of Criminal Identification and Investigation will take the lead in the probe into Jackson’s murder. Her body was found buried in debris in the dining room of her home in the Arbaugh Addition of Tuppers Plains Thursday afternoon.
Jackson and her car, a 1989 Mercury Marquis, were reported missing Monday evening by her sister and niece, who discovered her garage door open, the vehicle missing and the front door to her home unlocked.
Beegle said family members and deputies visited Jackson’s home Wednesday to search for clues, such as a telephone message or other evidence, that might indicate where she had gone. On Thursday, deputies executed a search warrant at the home and discovered Jackson’s body under three feet of household debris.
Beegle said Thursday those searching the home did not do so expecting to find Jackson’s body, and were about to leave the home when they found the body.
“(Jackson) didn’t get rid of anything, and there was a lot of material in the home,” Beegle said. “The house was very cluttered.”
The investigation will now focus on the whereabouts of Jackson’s missing vehicle, with a personalized license plate DOEJ. It has been reportedly seen in Scioto County, Martin County, Ky., and on U.S. 52 heading into Kentucky.
Beegle said bulletins have been issued to law enforcement agencies in Kentucky, Tennessee and South Carolina, asking them to look for the car.
Beegle said it is believed that Jackson’s killer knew her, and that she knew her killer.
“Doris didn’t just let anyone in the house,” Beegle said. “Apparently, she knew the person who killed her.”

No further details on Jackson’s car; BCI to handle communications
by Brian J. Reed
POMEROY — The Ohio Bureau of Criminal Identification and Investigation will handle all public communications about the Doris Jackson homicide case, because the agency is leading the investigation.
Meigs County Sheriff Robert Beegle said this weekend the BCI has asked that all media inquiries be directed to its London office. On Friday, Beegle said the BCI will lead the homicide investigation because his relatively small staff does not allow him to do so as effectively as the BCI can.
When asked if Jackson’s vehicle had been located, Beegle said he could not comment. He said he would contact BCI Monday to make arrangements for public information about the case.
Investigators believe the vehicle, a 1989 Mercury Marquis, was stolen — and may be driven — by Jackson’s killer. As of Friday afternoon, it had been reportedly seen in a number of locations, including Inez, Ky. A bulletin was issued alerting police in Kentucky, Tennessee and North Carolina to watch for the car and stop it if seen.
Jackson’s body was found in her Tuppers Plains home on Thursday. A preliminary medical examiner’s report indicates that she died of strangulation, a stab wound to the neck, and head trauma.
Her family last saw her Feb. 23; her disappearance was first officially reported Thursday morning. Family members found her garage door open, her vehicle missing, and her residence unlocked.

Just caught up on this thread.
It is such a sad case. I realize the town is small and the LE are small in number, but it does sounds as if there are not that many persons who knew her well enough to gain access to her home.
Hope we learn they have found out who did it and there can be Justice for Doris Jackson.

It just upsets me so bad when I hear about the things people do to our senior members of society. I just cannot imagine anyone bringing harm to anyone let alone our elderly. It takes a very cold person to me to do something like this. Lets hope there is an arrest made and justice will be serviced.

Murder victim’s vehicle located in Athens
by Brian J. Reed
POMEROY — Doris Jackson’s vehicle was located Saturday in Athens.
Jackson was found dead in her home in Tuppers Plains Thursday, after she was reported missing by family members early last week. Authorities have been looking for the vehicle, which was believed to have been stolen after she was killed.
Preliminary autopsy results showed Jackson died from strangulation, a stab wound to the neck, and blunt head trauma.
The car, a 1989 Mercury Marquis, was discovered missing by family members when they checked on Jackson a week ago and reported her missing.
Jackson’s garage door had been left open, and the front door to her home was unlocked. Deputies found Jackson’s body buried under three feet of debris in her dining room.
Since reporting the car missing and providing a description to media outlets, the car has been reportedly seen as far south as Inez, Ky., as well as in Scioto County and Parkersburg, W.Va.
The Ohio Bureau of Criminal Identification and Investigation’s Major Crimes Section has taken the lead on the investigation, and reported the discovery of the car Monday afternoon. BCI said the car was being processed for evidence. No arrests have been reported in connection with the case.
The BCI asks that anyone with information related to Jackson’s murder contact the sheriff’s office at 992-3371.

It just upsets me so bad when I hear about the things people do to our senior members of society. I just cannot imagine anyone bringing harm to anyone let alone our elderly. It takes a very cold person to me to do something like this. Lets hope there is an arrest made and justice will be serviced.

Your point is well made, GammyBears.
It gave me both the shivers and, in a strange way, hope when I read she was still acting as her own rental agent for properties she owned. She must have been a very spry 85 year old.
Since they have found her car it may not be long before they have someone in custody.

BCI: ‘Someone must have seen something’; Jackson murder investigators seeking tips
by Brian J. Reed
TUPPERS PLAINS — State investigators of last month’s murder of Doris Jackson believe someone in her community must have witnessed something unusual.
Holly Hollingsworth, director of media relations for Attorney General Richard Cordray, said this weekend there are no new developments in the case, that investigators are continuing to try to determine who killed Jackson in her home, but are relying on members of Jackson’s Tuppers Plains neighborhood to help provide information.
“I can say that Attorney General Cordray’s staff from the office’s Bureau of Criminal Identification and Investigation are continuing to work on this case,” Hollingsworth said in an e-mail late Friday. “They do feel strongly that someone in Tuppers Plains must have seen something out of the ordinary around the time of Doris Jackson’s murder.”
Anyone who did is encouraged to call the Meigs County Sheriff’s Office at 992-3371.
A week ago, BCI reported their discovery of Jackson’s missing car in Athens. It has been processed for evidence. Jackson was strangled in her home and her car was stolen. She was first believed to be missing, also, but was found days later in her house in the Arbaugh Addition.
Sheriff Robert Beegle asked that the BCI oversee the murder investigation because of his small staff.

Williams charged with Jackson murder
by Brian J. Reed
POMEROY — Charles S. Williams, 39, of Wood County, W.Va., has been charged with the February murder of Doris Jackson of Tuppers Plains.
A criminal complaint was filed Tuesday in Meigs County Court, charging Williams with a single count of murder. Jackson, 83, was found strangled in the dining room of her Tuppers Plains subdivision home on Feb. 26.
A session of the Meigs County Grand Jury has been scheduled for April 1. While those proceedings are secret until indictments are returned, the grand jury will likely consider the Williams case and, perhaps, that of Williams’ co-defendant on lesser charges, James Lee Garnes.
Prosecuting Attorney Colleen S. Williams said Charles Williams is now in the North Central Regional Jail in Greenwood, W.Va., on a parole violation. He and Garnes, 39, Pomeroy, were charged with receiving stolen property and tampering with evidence last week. Garnes is in jail in lieu of a $50,000 cash bond.
Relatives first reported Jackson and her car missing on Feb. 23. Her car was recovered in Athens a week later, and the charges filed last week against Williams and Garnes related to its theft.
Jackson’s body was discovered in the dining room of her home in the Arbaugh Addition in Olive Township by sheriff’s deputies executing a search warrant in search of evidence relating to her whereabouts. An autopsy named strangulation, a stab wound and blunt trauma as the causes of death.
The Ohio State Highway Patrol cited Williams for failure to control and driving under suspension the day before deputies discovered Jackson’s body, and Williams never appeared on the charges. He was not driving Jackson’s vehicle, according to the citation filed in Meigs County Court.
“Murder is a special category felony in Ohio, and requires presentment to the grand jury,” Prosecutor Williams said. “Additional charges may be brought at that time.”
Once Williams is served copies of the complaint and warrant from Ohio, he may willingly return to Meigs County to answer the charge, Prosecutor Williams said.
“If he refuses to come back voluntarily, my office will immediately begin the process of obtaining a governor’s warrant to require he be brought back here.”
Prosecutor Williams acknowledged area law enforcement officers and agencies for work leading to the arrests, and her office staff.
“We are especially grateful to agents of Ohio Attorney General Richard Cordray’s Bureau of Criminal Identification and Investigation for the untold hours that they have put in, and continue to put in, as well as Sheriff Robert E. Beegle and his deputies, and all the other departments and agencies that have stepped up and helped out.”
“We had deputies from Washington County Sheriff Larry Minks’ office come down to help out the night the body was discovered, and, of course, it was the Athens Police Department that found her car,” Prosecutor Williams said.

Prosecutor: No word yet on Williams extradition
by Brian J. Reed
POMEROY — Meigs County Prosecuting Attorney Colleen S. Williams said she does not yet know if Charles S. Williams will waive extradition and appear on a murder charge in Meigs County Court, or if a governor’s warrant will be required.
Williams was charged Tuesday with murder in the Feb. 23 strangulation death of Doris Jackson, Tuppers Plains. Last week, he and a co-defendant, James Lee Garnes, Pomeroy, were each charged with tampering with evidence and receiving stolen property.
Williams is now in jail in Greenwood, W.Va. on parole violation charges. He can waive extradition and appear on the charges, or refuse. If he does not waive extradition, Prosecutor Williams said she will seek a governor’s warrant requiring his appearance here.
Prosecutor Williams said Wednesday she and her staff will take the lead in the prosecution of the case, but may rely on the Ohio Attorney General’s office for technical assistance and other support. The Ohio Bureau of Criminal Identification and Investigation has led the investigation into the case at the request of Sheriff Robert Beegle.
The Meigs County Grand Jury will convene on April 1. Those proceedings are secret until any indictments are returned and filed in the Common Pleas Court. It is likely that the grand jury will hear testimony in the Jackson murder case, but Williams would not comment on the nature of the proceedings.
Garnes remains in jail in lieu of a $50,000 cash bond after appearing Friday on the charges against him. Williams said other charges may be forthcoming as investigation into the case continues.
Jackson was reported missing on Feb. 23, and her body was discovered in her home on Feb. 26. Her vehicle was located days later in Athens. The charges against Garnes and the initial charges filed last week against Charles Williams relate to the theft of the car.

West Virginia man gets life for murder of Meigs County woman
Thursday, October 1, 2009 1:30 PM
By Mary Beth Lane The Columbus Dispatch
A West Virginia man was sentenced to life in prison yesterday after he admitted murdering an 83-year-old southeastern Ohio widow whose body was found beneath a three-foot pile of belongings in her home.
Charles S. Williams, 40, of Wood County, W. Va., will be eligible to ask for parole after 30 years.
In addition to the life sentence for two counts of aggravated murder with death-penalty specifications, a three-judge panel that heard the case in Meigs County ordered concurrent sentences for kidnapping, aggravated robbery, aggravated burglary, tampering with evidence, grand theft of a motor vehicle and receiving stolen property after Williams pleaded guilty yesterday to all of the crimes.
Williams admitted murdering Doris Jackson in her Tuppers Plains home in Meigs County Feb. 23.
Williams, who had known Jackson for a number of years, strangled and bludgeoned her and then hid her body under a pile of items, county Prosecutor Colleen S. Williams said in a news release today.
He stole firearms, money and other items from the home and loaded them into Jackson's 1989 Mercury Marquis, picked up a friend and drove to Columbus and then to Athens County. He then abandoned the car at an Athens apartment complex.
James Lee Garner, 39, of Pomeroy, admitted helping Williams get rid of stolen items, including the victim's car, and withholding knowledge of the murder from authorities.
Garner was sentenced to six-and-a-half years in prison Sept. 25 after he pleaded guilty to receiving stolen property and tampering with evidence. He is to be sentenced Nov. 30 after pleading guilty to obstructing justice and escape, after escaping from county jail in August, the prosecutor said.
