Circumstances: The California Highway Patrol has activated an AMBER Alert for Santa Barbara Police Department on Feb. 27, 2009. A Child Abduction occurred at 1245 hours, on Feb. 27, 2009, from Cottage Hospital in Santa Barbara, CA. The child is a new born Hispanic male, 20 inches, 7 pounds. The suspect is Leianna Patricia Arzate, a Hispanic female, 33 years old, 5'01", 135 pounds, long brown hair, blue eyes, wearing either pink scrubs with a "Betty Boop" pattern or a tight light colored shirt, black pants and a parrot tattoo on her bicep. The suspect's vehicle is described as a blue 2006 Chevy Impala, CA. license #5TYW619, with chrome wheels.

Infant Abducted From SoCal Hospital, CHP Says Updated 3:41 PM PST, Fri, Feb 27, 2009




A statewide AMBER Alert was issued Friday afternoon after an infant was abducted from a Santa Barbara hospital, according to the California Highway Patrol.


Julian, a five-hour-old Latino baby , was abducted at 12:45 p.m. from the third floor of the Santa Barbara Cottage Hospital, according to the CHP.
Officials described the baby as 20 inches tall, weighing 7 pounds, with brown hair and blue eyes. He was last seen wearing a diaper and was wrapped in white with a pink dotted blanket.


Leianna Patricia Arzate, 33, was named as a suspect, according to the Governor's Office of Emergency Services. She was described as a 33-year-old Latina woman about 5 feet tall, weighing 135 pounds, with a tattoo of a parrot on her bicep.


The suspect was last seen wearing black pants with a light-colored top, according to the CHP. She was wearing a pink Betty Boop scrub top during the alleged crime, according to the CHP.


The suspect could be driving a blue four-door 2006 Chevrolet Impala, with a California license plate of 5TYW619; or possibly a mid-90s dark-colored sedan with chrome wheel covers, according to the CHP.

Abducted newborn ok; Suspect in custody


SANTA BARBARA, Calif. (KABC) -- A woman is in police custody after a 5 hour old baby was taken from Cottage Hospital in Santa Barbara.



At approximately 12:45 p.m. on Friday on the third floor of the Cottage Hospital in Santa Barbara, a 5 hour old baby, described as a male Hispanic, 20 inches, seven pounds, was taken by a woman who was wearing a scrub top with Betty Boop on it. An Amber Alert was issued.



The suspect was described as a female adult Hispanic, 25 to 30 years of age, dark brown or black, wavy long hair down to the middle of her back. She is now in police custody.



Reports indicate the newborn is fine.

Leianna Patricia Arzate, 33, of Santa Barbara was arrested today on suspicion of kidnapping a newborn baby from Cottage Hospital in Santa Barbara. She was taken into custody and the infant was recovered safe at a Santa Maria home.

A newborn baby was found safe in Santa Maria this afternoon after being kidnapped hours earlier from Santa Barbara Cottage Hospital, according to the Santa Barbara Police Department.

Leianna Patricia Arzate, 33, of Santa Barbara was found at a residence in the 800 block of East Boone Street with the infant boy around 3:30 p.m., and was arrested on suspicion of kidnapping, said Sgt. Charles McChesney of the Santa Barbara Police Department.

At least one other person was also arrested in connection with the incident, he said.

The infant, about five hours old, was taken by ambulance to Marian Medical Center as a precaution, but appeared to be uninjured, he said.

The baby — a boy named Julian, according to Santa Barbara police — was being transported back to Cottage Hospital this evening.

An Amber Alert — an urgent bulletin in the most serious child abduction cases — had been activated for the missing infant, and was canceled after he was found.

The baby was abducted from the hospital at around 12:45 p.m., McChesney said. Video surveillance captured someone taking the child and concealing him in a white, plastic shopping-type bag, and walking away, the sergeant said.

A person at the hospital recognized the suspect.

“So, that gave us a potential lead,” McChesney said.

A witness reporting seeing a woman matching Arzate’s description changing clothes in nearby Oak Park, McChesney said.

Other tips followed, he said, and officers came to believe that the infant was in a house on Boone Street in Santa Maria.

Arzate is not biologically related to the baby, McChesney said , but did not reveal how the infant and the suspect are connected.

He said he does not know how Arzate allegedly got to the baby and kidnapped him. Police said Arzate was described by hospital personnel as wearing pink hospital scrubs. McChesney said he does not know if she is a nurse at the hospital.

The FBI is involved in the investigation, McChesney said, because it is a kidnapping case.

Santa Barbara Cottage Hospital said in a statement on its Web site that after the baby was abducted, the hospital immediately notified Santa Barbara police, went into “lock-down” mode, and started monitoring the perimeter of the facility.

Based on advice from police, the hospital went off lock-down mode around 2:15 p.m.

“We take this breach of our security system extremely seriously,” the hospital said in the statement. “A thorough investigation will be held, and any appropriate changes made.”

The area of Boone Street where Julian was found was cordoned off with yellow tape this afternoon, and a police car was parked outside.

Richard Villegas said he lives in the townhouse directly next door to the home where the infant was found.

A middle-aged couple live in the residence, he said.

“She’s always having company,” Villegas said of the woman resident, and added the pair are “nice, nice neighbors.”

Around 3 p.m., Villegas saw police pull up.

“They had their guns cocked and everything,” he said.

Villegas saw he observed a paramedic put the baby in an ambulance, and saw a man and woman handcuffed and taken away.

Our babies are not even safe in hospital when they are first born. This is really sad. This is supposed to be a time of joy for new parents and parents of newborns, but that is even marred by evil doers. I am so glad that Julian was found and he is ok. My prayers also go out to his parents and all the worry they have been through. I can well imagine this baby will not be far from his parents sight for a very long time.
