The CHP is looking for a green 1992 Pontiac Grand AM with the license plate 3WCA651.

The driver has brown hair, hazel eyes and tattoos. No weapon was seen.

An Amber Alert has been issued for a missing 3-year-old Yreka girl.

The California Highway Patrol was called about 4:37 a.m. today about the missing girl, identified as Francis Ann Collins, said CHP Officer Rich Wetzel.

The girl is described as white, 30 to 40 pounds and 3 feet tall, he said.

The man suspected of allegedly having taken her, Kody Lee Kaplon, 22, was last seen driving a green, 1992 Pontiac with the license plate 3WCA651, Wetzel said.

He is described as being 5-foot-7, 140 pounds with brown hair and hazel eyes.

Authorities believe the pair are in the Modoc or Siskiyou area. The Amber alert is regional at this time, and a statewide alert has not been issued.

Details about the alleged abduction are not yet known, but there was "something about him possibly being a burglary suspect," Wetzel said.

An Amber Alert was issued this morning for a 3-year-old Yreka girl who was reportedly abducted during a burglary.

California Highway Patrol spokesman Rick Landrum said the girl, Francis Ann Collins, was abducted by Kody Lee Kaplon of Hornbrook around 4:37 a.m. in the Yreka area.

She is of no relation to the suspect, "but apparently the father knew him," Landrum said.

Kaplon is described as a white male, standing five feet, seven inches tall, weighing 140 pounds. He's 22 years old with brown hair and hazel eyes.

He was last seen wearing a black and white flannel shirt and blue jeans. He has multiple tattoos on both arms and hand, including a "mud flap girl" on his right arm.

Officers with the California Highway Patrol are looking for a green 1992 Pontiac Grand AM with the license plate of 3WKA651.

The car has damage on the driver's side, Landrum said.

The girl is described as standing three feet tall, weighing 30 pounds. She has brown hair and brown eyes. She was last seen wearing a tie-dye T-shirt.

Anyone with information is urged to call 911 or the Yreka Police Department.

Kaplon has been charged in Siskiyou County for petty theft, driving without a valid license, drunken driving and driving on a suspended license, electronic superior court records show.

Authorities suspect Cody Kaplon, 22, took the child. The family said it does not know Kaplon, according to Amber Alert officials.

Kaplon is described as a white man with brown hair and hazel eyes, weighing 140 pounds, and about 5-feet-7 inches tall. He was last seen wearing a black and white flannel shirt and blue jeans. He has tattoos of an iron cross on his left hand, a "mud flap girl" on his right arm and a "young son" tattoo on his left arm.

He was last seen driving a 1992 green Pontiac Grand Am with the California licence plate 3WKA651, with driver's side damage.

This sounds awful but my faith in humans lessens each day - I'm wondering if since he knew her father, if he was owed something and didn't get it so he took her.

Now they're saying the family didn't know him. I see he only had minor infractions against him before this. I wonder what would possess him to take a child during a burglary? I want to hear more about what happened. If the family doesn't know him how do they know it's this guy that took her? Did they sleep through the burglary and abduction? Lots of questions. I hope she if found safe and soon.

i live in klamath falls, just north of the calif border. if he was just spotted in hwy 140 west, then that means kody drove through k-falls and took 140 hwy heading towards medford oregon. i hope they put up a road block and get him stoped. i will keep my ears on the scanner and let you know any new info.

All I heard is that he is west bound on Hwy 140 from Running Y....Just now they said his grandmother is in the Portland area...I have a feeling he is going to use the Rocky Point road to get back on Hwy 97 to head north....

Yreka police report Francis Ann Collins (age 3, 30 lbs., white, brown hair and eyes, wearing a tie-dye T-shirt) was abducted this morning by Kody Lee Kaplon (his name may be misspelled) during a robbery in Yreka this morning. An amber alert was issued shortly after.

Kaplon, apparently estranged from his wife, was staying at the apartment where the girl lives. The girl's family told KTVL that Kaplon had an argument with his wife earlier and took money and her car from her residence before abducting Francis. Kaplon reportedly had been drinking; the victim's family said it is not like Kaplon to act this way.

Kaplon is described as a white man, 22 years old, brown hair and hazel eyes, 5'7", 140 lbs., black and white flannel shirt and blue jeans, with tattoos of an iron cross on his left hand, a "mud flap girl" on his right arm and a young boy on his left arm. Kaplon was reportedly driving a 1992 bluish-green Pontiac Grand Am with driver-side damage, California license plate 3WKA651, registered to an address in Dunsmuir.

YREKA — Police said a man suspected of abducting a 3-year-old girl from her Yreka apartment early this morning is in custody, but authorities said they haven't found the young victim or the man's car.
Kody Lee Kaplon, 22, was taken into custody around 2 p.m. Authorities didn't immediately disclose where the arrest took place.

A search is being conducted for the victim, Francis Ann Collins, and for Kaplon's green 1992 Pontiac Grand Am, which has damage on the driver's side.

The California license plate is 3WKA651.

An Amber Alert was issued early Monday morning.

According to Yreka police, Kaplon is not related to the victim.

The abduction took place at 4:37 a.m.

Kaplon had allegedly been at a party held by the girl's father, Ryan Collins, 30, at his West Miner Street apartment in Yreka Sunday night.

YREKA, Calif. (AP) - Authorities have arrested the suspect who allegedly abducted a 3-year-old Yreka girl during an early morning home burglary, but the girl is still missing.

Police Lt. Dave Gamache says 22-year-old Kody Lee Kaplon surrendered Monday afternoon after calling an Amber Alert hotline, but has denied abducting Frances Ann Collins.

The alert has now been expanded to Oregon and Nevada.

Gamache says the girl's parents met Kaplon during a party at their house Sunday night. Her father said he was awakened by her screams and apparently saw Kaplon drive off with her.

The car - a green Pontiac Grand Am with California license plate 3WKA651 - has not been found.

Frances is described as 3-feet tall, weighing 30 pounds, with brown hair, brown eyes. She was last seen wearing a tie dyed T-shirt.

Amber Alert Canceled for 3 Year old California Girl

The State of California canceled the Amber Alert Monday afternoon (03-02) after the girl was found apparently Ok in a remote area northeast of Yreka according to Yreka police. The suspect is in custody at this time. The State of Oregon also issued the Amber Alert at the request of California authorities. The State of Nevada also issued this Amber Alert Monday afternoon.

Francis Ann Collins is a white female, 3 years old, 3 ft. tall and weighs 30 pounds. She has brown hair and eyes. She was last seen wearing a tie-dyed t-shirt.

The suspect is Cody Kaplin, a 22 year old white male, 5'7'' and weighs 140 pounds. He has brown hair and hazel eyes. He was last seen wearing a black and white flannel shirt, blue jeans; tattoos of an iron cross on left hand, mud flap girl on right arm, young son on left arm.

The suspect vehicle is a green 1992 Pontiac Grand Am with California tag number 3WCA651.

Amber Alert Update: Yreka Girl Found Alive

The search for 3-year-old Francis Ann Collins ended after nearly 11 hours. Police say a CHP officer found the little girl wandering on a service road without any clothes northwest of Yreka. The man who allegedly kidnapped her, 22-year-old Kody Kaplon, was arrested in the same area earlier that afternoon.
Francis’s mother, April Smith, pleads for her daughter’s return. “I just want my baby to come home,” Smith says Monday afternoon.

Smith and her husband Ryan Collins were awoken around 4:30 a.m., when they heard Francis scream. They ran down the hall and found her bed empty.

“Oh man. I was just panicking at first you know. Panicking,” Collins says. “I didn't know what to think. I still can't believe it really.”

April looked outside the window just in time to see Kaplon drive off with their little girl. They called Yreka police and a massive manhunt on the local, state and federal level was launched. Amber Alert signs were seen along the highways throughout California and bordering states.

The parents say Kaplon is a family acquaintance and they've known him for years. They said he was staying at their apartment on West Main Street, after having an argument with his wife. But never did they believe he would do something like this.

“I've never seen him like that, act like that,” Smith says. “Cause he has kids of his own.” Now that they have been found, Francis's family just wants her home where she belongs. “I just want my kid back. I just want her to come home,” Collins says.

But before this nightmare can end for Francis, she must go through a series of examinations. She was taken to a nearby hospital. Kaplon is in custody at the Siskiyou County Jail.

YREKA, Calif. — A 3-year-old girl snatched from her Yreka apartment early Monday was discovered dirty and unclothed on a remote forest road about 3 p.m. Monday, an hour after her alleged abductor was arrested in Hornbrook, authorities said.

The discovery of Francis Ann Collins and the arrest of Kody Lee Kaplon on kidnapping charges ended an Amber Alert issued in three states as officers from California, Oregon and Nevada all scrambled to find the missing girl, according to the Yreka Police Department.

It began around 4:30 a.m. Monday when Kaplon allegedly broke into the Collins' apartment, where he attended a social gathering the night before, and made off with the 30-pound girl dressed in a tie-dye shirt, police said.

It ended when Kaplon made the Amber Alert call that led to his capture, Yreka police Lt. Dave Gamache said.

Kaplon, 22, of Hornbrook, noticed around 2 p.m. that police had issued an Amber Alert for the girl and listed him as a suspect, Gamache said.

Kaplon then telephoned the alert hotline, eventually speaking with police, Gamache said.

He was still on the telephone with authorities when police surrounded the Hornbrook house with Kaplon inside. Kaplon stepped outside and was taken into custody, Gamache said.

Investigators then learned that Kaplon may have been in the Hawkinsville area, a remote area 15 miles northwest of Yreka, police said.

Local citizens in the area discovered a nude and dirty Collins about 3 p.m. walking down a dirt roadway, Gamache said. They began driving her down from the forest, crossing paths with a California Highway Patrol officer who then took Collins to Yreka, police said.

Collins was taken to the Fairchild Medical Center in Yreka, where she was treated for what police late Monday called minor injuries.

In the same forest area where Collins was found, investigators later discovered the green 1992 Pontiac Grand Am listed in the Amber Alert as the possible getaway car, police said. The car was being processed Monday night as a crime scene, police said.

Gamache declined to say whether Kaplon cooperated with authorities before the girl's discovery.

No further details were available Monday night.

Hornbrook is a small town along Interstate 5 just south of the Oregon/California state line.

During the search, Oregon State Police fielded a handful of reports of possible sightings, and several troopers were sent each time to investigate, according to the OSP.

The Department of Justice, the FBI and the National Center for Missing and Exploited Children will be working with Yreka police on the investigation.

The AMBER Alert program is a voluntary partnership between law-enforcement agencies, media outlets and wireless companies to activate urgent public bulletins in child-abduction cases with the hope that someone sees and reports the subjects of the alerts.

The program began in 1996, and was created in memory of 9-year-old Amber Hagerman of Arlington, Texas, who was abducted while riding her bicycle and later found murdered.

Kody Kaplon, 22 of Hornbrook, was ordered held over for trial last week on charges of kidnapping, attempted murder and five counts of sexual assault on a 3-year-old Yreka girl. Kaplon has been held in the Siskiyou County Jail on $2 million bail since his arrest in March.
Detective Steve Fahrney of the Yreka Police Department testified at last week’s hearing that YPD was alerted to a missing child shortly after 5 a.m. on March 2. The child’s mother reported being awakened, going into the parking lot of her apartment complex and seeing Kody Kaplon driving away with her daughter in his lap. “She was positive it was Kody,” Fahrney said.
An Amber Alert was issued and law enforcement throughout the state began looking for the girl. Early that afternoon, Fahrney said Kaplon telephoned YPD to say he had just learned about the Amber Alert and did not know why the police would be looking for him. Kaplon admitted he had been at the home of the girl’s parents the night before but claimed he knew nothing about the whereabouts of the girl. Kaplon was kept on the phone long enough for a YPD officer to get to Kaplon’s Hornbrook home, arrest him and return him to Yreka.
From the information Kaplon gave YPD, police narrowed their search for the missing girl to the Hawkinsville area. Kaplon told police he had gotten a ride to Hornbrook from a family friend who lived in a remote area near Hawkinsville. When police contacted that friend, they learned that Kaplon’s mother has a mining claim in that area and Kaplon had been there many times.
Three miners working the area volunteered to help in the search and within a short time located the girl under a bush not far from Kaplon’s green car. The girl was dressed only in a tye-dyed T-shirt, was cold and shivering, Fahrney said. The girl later told police that Kaplon had taken all of her clothes except that T-shirt and told her, “I am taking these for my kids.” She said Kaplon also told her that she had been kidnapped and “would never go home again.”
Sgt. Ray Boutin testified that as soon as the girl was found, she was taken to a hospital for a complete physical examination. Boutin testified the girl was covered in dirt and told police, “He choked me. He tried to bury me and I dug myself out.”
Once she was cleaned up, Boutin said there were obvious signs of bruising and abrasions across her throat, a laceration on her left cheek and an abrasion on her leg. The doctor conducting the examination also reported visible signs of sexual assault substantiating the charges filed by the district attorney.
Boutin testified that at the hospital, the girl could only identify her abductor by the name “Jack.” Boutin prepared a photo lineup with Kaplon’s photo included and Boutin said she immediately picked out Kaplon as “Jack.”
“This was a molestation in which the defendant intended to deprive the victim of her life to cover up the evidence of his crime,” Andrus told Judge Robert Kaster at last week’s hearing. Abandoning the girl in the wilderness is evidence of attempted murder, Andrus said.
Defense attorney Andy Marx argued that the girl’s statements were the essence of what the judge knew about what happened that day and claimed the girl had said “some very inconsistent and even impossible things.”
At the end of the preliminary hearing, Judge Kaster found there was sufficient evidence to hold Kaplon on charges of attempted murder, kidnapping, sexual intercourse with a female under 10 years of age, sexual penetration with a female under 10 years of age, two counts of oral copulation on a female under 10 years of age and endangering the health of a child. The judge also found evidence of personal infliction of great bodily injury upon a child under five years of age, making all seven counts violent and serious felonies under California’s three strikes law.
Kaplon will return to court on May 19 for arraignment and possible setting of a trial date.
