Snohomish County deputies are asking for the public's help locating a level-3 sex offender who is likely to reoffend.
Deputies said Eric E. Hartwell left his home in the 18800 block of Smokey Point Boulevard in Arlington on Friday after removing his electronic monitoring device.
Harwell, 41, had until 5 p.m. Monday to register with the sheriff's office, but failed to do so. As a result, a warrant has been issued for his arrest.
Hartwell pleaded guilty to first-degree child rape in 1991. Five years later, he attempted to sexually assault a 17-year-old girl while she was hiking. The teen was able to flee.
The sex offender was arrested in 2007 for failure to register and for supervision violations. Once released, he fled to California where he was found and extradited back to Washington.
Hartwell is on active supervision with the Marysville Department of Corrections.
He stands 6 feet 2 inches tall, weighs 200 pounds and has blue eyes. Anyone with information about his location is asked to call 911.

The Snohomish County Sheriff’s Office says Eric Eugene Hartwell is a Level 3 offender and considered highly likely to re-offend.
The Department of Corrections says Hartwell’s last known address was in the 18800 block of Smokey Point Blvd in Arlington. That was last Friday. Hartwell had until 5 p.m. Tuesday to re-register.
Hartwell, 46, pleaded guilty to child rape in 1991. His prison sentence was suspended in return for completing a treatment program.
Five years later, police say he attempted to sexually assault a 17-year-old girl who was hitchhiking. She was able to escape. Hartwell received just over four years in prison.
Hartwell was arrested again in January 2007 for failing to register. He was released a month later and left the state. He was found in California and extradited back to Washington.
He pleaded guilty to failing to register in December 2007 and sent back to prison.
He is under the supervision of the Marysville Department of Corrections. Conditions of his release include wearing a GPS monitor and having no contact with minors.
Hartwell is 6-feet 2-inches tall, 200 pounds with blue eyes and brown hair.

A dangerous "level three" sex offender in Snohomish County is still on the loose after cutting off his GPS monitoring device.
According to police Eric Hartwell has been missing since Friday. "We think that he is likely to re-offend. We think that he's violent and we want to get the word out to the community." Rebecca Hover, with the Snohomish County Sheriff's Office said on Wednesday.
Hover said the sheriff's department issued a warrant for Hartwell's arrest for failing to register as a sex offender with the sheriff's department. Officers have also confirmed that Hartwell is not living in the residence he listed in Arlington.
A "Level-Three" sex offender is the level considered most likely to re-offend.
Hartwell pleaded guilty to child rape in 1991 but his prison sentence was cut short after he enrolled in a treatment plan. He was sent back to jail four years later when he was convicted of attempting to assault a 17 year-old hitchhiker. He was jailed in 2007 for failing to register as a sex offender.

EVERETT, Wash. – Police fear a missing child rapist has already left Washington state. Police say Eric Eugene Hartwell cut off his GPS device and took off.
That has some people wondering, what’s the point of having GPS if it can simply be removed?
The Snohomish County Sheriff’s Office says Hartwell, a Level 3 sex offender, has made this a pattern. Whenever he gets out of prison, he fails to register, gets caught and the whole cycle starts over. In fact, Hartwell was just released 12 days ago and could now be anywhere.
“Last time he fled, he ended up in California,” said sheriff’s spokesperson Rebecca Hover.
Hartwell got out of prison and registered on March 13 as required. He was living at the Mack House, a home for sex offenders in Snohomish County.
The Department of Corrections made Hartwell wear a GPS monitoring device. But last Friday at 4 a.m., Hartwell cut off the bracelet and fled. At 9:45 a.m., another sex offender found it and reported him just as a corrections officer was checking the computer to verify Hartwell’s whereabouts.
"And so she immediately issued a warrant for his arrest and did a national wide warrant and it was expedited and it was issued around 10:06 on Friday morning,” said Katrina Lindell, DOC field administrator.

What most people don’t realize is that the GPS doesn’t send out an immediate alert when someone goes missing. It simply creates a computer record that’s checked every day.
So then, what’s the point if it can be cut off?
“It's good because there's a monitoring system attached to it and so. if you cut it off you can leave the area, but we know that you've left so that we can immediately issue a warrant,” said Lindell.
It’s certainly not perfect, but better than it used to be without the GPS. The state wouldn’t have known Hartwell was missing until he failed to show up for his weekly meeting with a corrections officer.

Police have released a new photo of a missing Level Three sex offender.
47-year-old Eric Hartwell is wearing glasses in this latest photo.
Snohomish County detectives say he cut off his electronic monitoring device and left a half-way house on Smokey Point Boulevard in Arlington Friday.
Hartwell has been in and out of treatment and prison in the past for raping a child and attempting to sexually assault a 17-year-old pregnant girl.
He's described as 6 foot, two inches, and about 200 lbs.
The sheriff's office says it considers Eric Hartwell "violent and likely to re-offend."

The KING 5 Investigators profiled the Mack House, a faith-based facility, last year. Convicted child molester Tim Anderson was living there when he assaulted his girlfriend with a knife on the home's front lawn.
But state workers who track sex offenders say places like Mack House are still far better than allowing the men to live in homeless camps or under bridges.

A convicted child rapist who disappeared from Snohomish County a week ago after cutting off a GPS ankle bracelet could be anywhere in the country, federal law-enforcement agents say.
Eric Eugene Hartwell, who was convicted of raping his neighbor's 6-year-old daughter and attempting to rape a pregnant teen, has an extensive history of traveling from state to state to avoid arrest and registering as a sex offender, officials say.
According to the U.S. Marshals Service, Hartwell, 46, has lived in campgrounds, vans and cheap motels all over the country. The 6-foot-2 "serial predator" stays mobile by working odd jobs as a janitor or handyman that pay cash by the day, officials say.
"We've been able to track him over the years and it's no exaggeration to say that he could be in Maine one week, Florida the next and Texas the week after," said Senior Inspector Tom Lanier, who heads the regional U.S Marshals Service's efforts to apprehend sex offenders.
It was Lanier's team of fugitive hunters that tracked down Hartwell two years ago in Orange County, Calif., on another warrant out of Snohomish County.
"We caught him last time and we're going to catch him this time," said Lanier. "He is nothing if not the top priority of the U.S Marshals Service in Seattle at this time."
According to the state Department of Corrections (DOC), Hartwell was released from prison in January where he was serving time for failing to register as a sex offender.
He then served two months in Snohomish County Jail before being released on March 13, when he was fitted with the GPS locator and assigned to a DOC community corrections officer out of Marysville.
Hartwell was living in Arlington at a privately owned home for offenders when he removed the ankle bracelet at about 4 a.m. last Friday, DOC spokesman Chad Lewis said. A nationwide warrant for his arrest was issued within hours, he said.
An additional arrest warrant, out of Snohomish County, was issued on Tuesday when Hartwell failed to meet a sex-offender-registration deadline. That same day, the Snohomish County Sheriff's Office released a news bulletin on Hartwell's disappearance.
Despite Hartwell's disappearance, officials defended the GPS system used to track convicted sex offenders released into the community.
The system, while not perfect, "is working as intended," according to Pearse Edwards, a spokesman for Gov. Chris Gregoire, who advocated closer tracking of sex offenders after the 2007 slaying of 12-year-old Zina Linnik of Tacoma. Since then the state has begun using GPS ankle bracelets to monitor higher-risk sex offenders, especially those without a permanent address.
Edwards said, "Within hours of (Hartwell) cutting off his GPS locator, community-corrections officers issued a nationwide warrant for his arrest."
GPS devices are meant to be tools that provide a deterrent to offenders and information to officers, Lewis said.
They are not, however, capable of preventing crime nor are they meant to be impossible to remove.
Lewis said that Hartwell would likely have had the GPS monitor removed after 30 days had he remained in compliance with the conditions of his release.
According to court documents and information from the Snohomish County Sheriff's Office, Hartwell was convicted of raping a 6-year-old girl in 1991. He was given a 6 ˝ -year prison sentence that was suspended on condition he complete a sex-offender-treatment program.
Five years later, Hartwell was sentenced to more than four years in prison for attempting to rape a pregnant 17-year-old he had picked up hitchhiking, according to court records. After his release in 2000, he racked up a series of parole violations and convictions for failing to register as a sex offender.
He served one month in jail in early 2007 for failing to register as a sex offender and then fled the state. A warrant for his arrest was issued and he was captured by the Marshals Service in California later that year.

He had been living in a Smokey Point area home with several other sex offenders.The owner of the nearby Longhorn Saloon said the home's residents have caused trouble before.Referencing the home where Hartwell lived, owner of the Longhorn Saloon Maury Fogel said, “About two months ago these guys chased a girl into our bar with a knife.”Hartwell was supposed to register as a sex offender before he fled, but never did, the sheriff said.Longtime resident Steve Lawson said the men in the house have been good neighbors. “They've not presented any problem in the neighborhood,” Lawson said.Other residents said having them so close is a problem.“This was a personally owned house when Maury bought this place and an old man lived there. Then the next thing you know it's a sex offender house and all of us didn't have any clue,” said resident Kim Mathieson.Hartwell isn't the first level-three sex offender to disappear from Snohomish County. A sex offender fled to Arkansas about the same time last year. He eventually turned himself in.

I am very glad he was caught. There is no telling what he would have done to another victim while on the run.
I do not understand these criminals being free either. Especially ones that are classified as level three apt to reoffend. I know the jails and prisons are overcrowded but this type of criminal should not be out in society.

I have never agreed with these type of sicko offenders being let out on tags or any sort of probation. They should all be locked up forever. There is no cure or rehabilitation for them, they don't see what they do is wrong at all and they are far to much of a risk to our men,women and especially our precious children.
