Amber Alert Ticker

I just downloaded the Amber Alert Ticker on my desktop
how does it work actually, does it come across my browser when something happens..It really didn't explain it..Anyone else do this?

We had it across the top of this board once, Shotzie, but it slowed us down.

Now we just have it in the Amber Alerts Forum.

I have it on my laptop and so far it hasn't caused a problem with slowing comp down or anything else. Hoping it doesn't.
