NEW YORK (CNN) -- On a July morning in 2005, Noel Miller came home from working the night shift at an Iowa nursing home. She told police she arrived around 6:20 a.m. and discovered that her 5-year-old daughter, Evelyn, was missing.

Everyone else was fast asleep.

Some 1,500 volunteers joined the six-day search for Evelyn Miller, but it ended tragically. The little girl was found floating in the Cedar River near rural Floyd, Iowa.

That was four years ago, and police still have not charged anyone in Evelyn's death.

At the time she disappeared, Evelyn was living in an apartment complex with her mother, two half-brothers and the man her mother planned to marry, Casey Frederiksen. Two friends were visiting him. They had spent the night, which was not unusual.

Noel Miller looked for her daughter, then called 911. The call launched a massive search for Evelyn, beginning at her apartment and extending outward for seven miles.

"That area was completely covered," Floyd County Sheriff Rick Lynch said. Police and volunteers hiked through cornfields and wooded areas. Authorities deployed infrared airplanes and sent dive teams into local rivers and quarries.

On the sixth evening of the search, two kayakers found Evelyn's body floating in a river just one mile from her home.

"It takes anywhere from three to five days if it's a drowning, then the body will come to the surface," Lynch said.

The Floyd County Sheriff's Office has not released what caused Evelyn's death. But Lynch said, "We believe she was a victim of foul play."

"This is definitely a homicide (http://topics.cnn.com/topics/murder_and_homicide)," said Floyd County Attorney Jesse Marzen. "We want to make sure that law enforcement investigates as completely and as thoroughly as possible."

Investigators have narrowed their
suspect list to three people, Lynch said, but police are not ready to publicly name them.

"I'm sure the general public is not going to be surprised," Lynch said, adding, "I feel confident that we will make an arrest soon."

Since the little girl's death, the three men who were staying at the apartment have been in trouble with the law.

Miller's fiancé, Frederiksen, is serving a 14-year sentence for a child pornography conviction. He recently was named in an indictment accusing him of producing methamphetamine in the apartment where he lived with Evelyn before her murder.

Frederiksen's former attorney, Jane Kelly, said he has a new lawyer, who practices in Cedar Rapids, Iowa. That attorney, Dan O'Brien, did not return a call from CNN requesting comment.

Lynch said the investigation included all registered sex offenders in the area. "All of their alibis checked out and we've ruled them out," he said.
Frederiksen and Miller have since lost custody of their two sons, who are in foster care.

Investigators said they need additional corroborating evidence to make an arrest and are waiting for the final piece of the puzzle.

They plan to use a new piece of investigative equipment that is expected to move the inquiry forward, Lynch said. "It's something that came up in the last few months."

For now, he's not discussing details. "We just can't explain what the equipment is," Lynch added, "because if we explained when we were going to do it and what the equipment was, it could expose information to a perpetrator."

Evelyn's grandmother, Linda Christie, is hopeful police soon will provide the answers she has been waiting four years to hear. She doesn't consider Evelyn's death to be a cold case.

"They work on this case at least every two weeks," she said. But, she admits, "It is a waiting game."

To protect the investigation, police aren't discussing any potential DNA evidence.

"The story never goes to black and white for us," Lynch said. "We are on it every day. It always goes to full color."

Marzen also wants the public to know that progress is being made and the investigation remains "very active."

Anyone with information that could lead to the arrest or conviction of the persons responsible for Evelyn Miller's death is asked to call the Floyd County Sheriff's Office at 641-228-1821. A $5,000 reward is offered.

I do hope the authorites make their move soon, someone needs to be arrested for this precious child's murder..

I'm thinking the fiance...doing 14 years on child pronorgraphy conviction and manufacturing meth???

Evelyn deserves justice...why did mom leave her at night with this man and his two friends? They are my first suspects or POI's...IMO...:madranting94dp:

Sheriff sees ‘developments’ in Evelyn Miller’s murder

Wednesday, July 1, 2009 12:06 AM CDT

CHARLES CITY — The investigation into the murder of 5-year-old Evelyn Miller of Floyd, which has been ongoing for the past four years, has been rejuvenated due to several recent developments, according to Floyd County Sheriff Rick Lynch.

Evelyn was reported missing from her home four years ago today. Her body was found in the Cedar River at Charles City five days later.

Lynch said some new technology to assist with the case has become available. He said he isn’t able to be more specific because doing so might compromise the investigation.

He also said a federal drug indictment filed a month ago against Casey Fredericksen — who was the live-in boyfriend of Noel Miller, Evelyn’s mother, at the time of the little girl’s death — has generated more tips in the murder case.

“We are pretty fired up right now,” Lynch said.

The drug indictment alleges Fredericksen, who was already serving a 14-year prison sentence on child pornography charges, conspired with others to manufacture methamphetamine from 2004 through June 2005.

Fredericksen went to prison on the child pornography charge in 2006 after investigators found about 1,650 images on his computer hard drive, some depicting young girls having sex with adult men.

Lynch said he still has two deputies actively investigating Evelyn’s murder. Lynch and another deputy assist them when they can.

They have round-table discussions about the case periodically, according to Lynch.

They also work with Chris Calloway from the Iowa Division of Criminal Investigation, who took over from Bill Basler as the lead DCI agent on the case after Basler retired in 2006.

Lynch said Calloway was involved in the case from the beginning, even though he wasn’t the lead agent at the time.

Lynch said Evelyn’s murder is the most difficult case he has ever had to deal with because it involves a child.

“It’s tough on everyone,” he said. “Police officers are human beings and most of us are fathers.”

He said he tells his deputies, “You need to look at it rationally, not emotionally.”

Evelyn was reported missing early July 1, 2005, from the apartment south of Floyd that her mother shared with Fredericksen.

Fredericksen was home with Evelyn and two other children while Miller was working a night shift. She returned home around 6 a.m. and reported her daughter missing.

Danny Slick, one of the last people to see Evelyn alive, was sentenced in February 2007 to one year and one day in prison for lying to FBI agents investigating the girl’s disappearance.

Miller served two days in jail in 2007 on a charge of going armed with intent. She also lost her bid to get custody of the two young sons she had with Fredericksen, who were put in foster care shortly after Evelyn’s murder.

Lynch said other family members have told him Miller is now living somewhere in California.

Lynch said the Sheriff’s Department is eager to hear any legitimate tips from the public regarding Evelyn’s murder, but people shouldn’t waste investigators’ time by giving false information.

“Don’t call us up on a wild goose chase,” he said.

Family will note anniversary privately, visit Floyd memorial

Linda Christie of Windsor Heights, Evelyn Miller’s grandmother, said the family will observe the fourth anniversary of the child’s disappearance and death privately.

Christie and her husband, Richard, will visit their son, Andrew Christie — Evelyn’s father — in Waterloo this weekend. Together they plan to travel to Floyd to place flowers at Evelyn’s memorial statue at the Floyd Community Center.

“We are hanging in there,” she said. “Some days are good and some days are bad, but you take it day by day. That’s all you can do.”

Christie speaks to investigators in the case at least once a month. “They say the case is going very well and this case will be solved,” she said.

She said investigators call to let them know when anything new happens related to the case, such as the recent federal indictment of Casey Fredericksen, the former live-in boyfriend of Evelyn’s mother, Noel Miller, on a charge of conspiracy to manufacture methamphetamine.

“I was quite shocked about that,” she said. “It leads us to believe there is more to this than anyone ever thought there was.”

The Christies have a blog devoted to their granddaughter’s memory at http://evelynmillermemories.blogspot.com.

I'll bet my last dollar Fredericksen will be indicted for this murder, IMO...He was the last one to be seen with Evelyn...had does he explain she went missing on his watch??? This drug indictment could carry heavy time. I wonder if he wants to make a deal...:nonono:

The blog Evelyn's paternal grandparents write is heartwrenching...I wish them peace and patience for Evelyn's murderer will come to justice..:1187603408.CR.Mothe
