Sheriff's investigators searching for missing man

Sacramento sheriff's investigators are searching a property in rural south Sacramento County for clues into the disappearance of a 41-year-old man.

Matthew Seybert was reported missing from his home on the 12300 block of East Stockton Boulevard on Nov. 25, sheriff's officials said. The friend who reported Seybert missing did not relay any information to a deputy that made the officer consider foul play and Seybert's disappearance was classified as voluntary, officials said.

Friends and family members called deputies back to the property Sunday and "collected a number of items which will be analyzed to determine if they have any evidentiary value" in the investigation of Seybert's disappearance, according to a sheriff's news release.

Investigators returned to the 38-acre property Monday and continued their search, officials said. Among the areas searched Monday was a small pond on the property.

No evidence had been found as of Monday afternoon that led investigators to say Seybert's disappearance was the result of foul play, Sacramento sheriff's Sgt. Tim Curran said.

Seybert works at a lawnmower repair shop on the property, Curran said.

Deputies seek man in connection with missing Galt men

A Galt man who hasn't been seen for two weeks is the focus of an extensive search, and on Thursday law enforcement officials said another man is using his ATM card.

Matthew Seybert, 41, was reported missing Nov. 25 when he hadn't been seen at his home north of Galt for a week, according to the Sacramento County Sheriff's Office.

Now, after a large search at Seybert's home on 38 acres of property near Highway 99 and Mingo Road, investigators are looking for Arthur Charles Carnes IV, 36, who also lived there.

"We just need to talk to him and see what he knows and see why he has Mr. Seybert's ATM card," said Sheriff's spokesman Sgt. Tim Curran.

Body Found May Be Missing Sacramento Man; Possible Suspect Search Continues

Sacramento authorities were trying to determine if a body found in Laguna Creek Saturday is that of a south Sacramento man missing for more than two weeks.

Members of Sacramento's Drowning Accident Rescue Team recovered the body of a man from the creek around 3:45 p.m. Saturday during a search for 41-year-old Matthew Seybert northeast of Seybert's east Stockton Boulevard property, Sacramento County Sheriff's Sgt. Tim Curran said.

Curran said investigators were unable to determine the identity of the victim or his cause of death. An autopsy was being conducted Sunday.

Searchers Monday combed the 38-acre farm and outbuildings for any sign of Seybert, a lawn equipment repairman who was last seen November 25.

The investigation began after Seybert's mother found blood and other items in the house her son rented. Sources told News10 bloody clothes were also found in another part of the property.

Detectives Thursday put out a plea for information about Arthur Charles Carnes IV, 36, described as a person of interest in the case.

Curran said a warrant was issued for Carnes' arrest for on identity theft and fraud charges. Detectives believe Carnes stole and used Seybert's ATM card. Carnes is also believed to have fled to Canada, but may have returned to the United States.

Police Identify Body As Missing Man

SACRAMENTO (CBS13) ― The search for Matthew Seybert took a grim turn when police discovered a body in Laguna Creek. The Sacramento County Coroner's Office has determined that the identity of the body is that of Matthew Seybert, and they believe that he is the victim of a homicide.

Seybert, 41, died from gunshot wounds to the head and neck, according to the Coroner's Office. Members of the Drowning Accident Rescue Team recovered the body after it was located in Laguna Creek.

A warrant has been issued for Arthur Charles Carnes IV for Seybert's murder. Carnes had previously been sought as a person of interest in the case, and a warrant has been issued for his arrest for identity theft and fraud.

Authorities believe that Carnes stole Seybert's ATM card and fled to Canada. Detectives say that Carnes is considered armed and dangerous.

A fugitive whom Sacramento County Sheriff's Department homicide detectives are seeking in connection with the killing of a Galt man may have recently returned to the Sacramento area, authorities reported Friday.

Arthur Charles Carnes IV, 36, is suspected of killing 41-year-old Matthew Seybert, who died of gunshots to his head and neck and was found Dec. 8 in Laguna Creek, about a mile north of his East Stockton Boulevard home. Seybert had been missing since Nov. 18. Seybert and Carnes lived on the same 38-acre property. Seybert ran a lawn-mower repair business there; Carnes may have been the caretaker.

Carnes currently has two active warrants for his arrest; including one for murder, officials reported in a news release. Carnes has been using Seybert's ATM card in Canada. Carnes, who is 6 feet, 180 pounds, with brown hair and blue eyes and wears glasses, is considered armed and dangerous, authorities said. Anyone who sees him should not try to contact him, authorities said.

A 36-year-old man suspected of fatally shooting another man who lived on the same Galt-area property last year has been arrested in British Columbia.

Arthur Charles Carnes was arrested by the Royal Canadian Mounted Police on Friday in Langley, about 10 miles north of the U.S.-Canadian border, according to a Sacramento County Sheriff's Department news release. Carnes was arrested on an immigration warrant and, following a deportation hearing, will be handed over to sheriff's detectives, authorities said.

He faces murder and identity-theft charges in Sacramento, authorities said.

Carnes is suspected in the killing of 41-year-old Matthew Seybert, whose body was found in Laguna Creek on Dec. 8, officials said. Seybert had been missing for more than three weeks when his body was found.

According to sheriff's investigators, Carnes had been using Seybert's ATM card. Detectives thought Carnes may have returned to the Sacramento area earlier this month, but an investigation by the Canadian Mounties and the local sheriff's major crimes bureau led authorities to a home in Langley, where Carnes was arrested without incident, according to the sheriff's news release.

Police arrested Arthur Carnes in British Columbia on an immigration warrant after months of tracking him. The victim's family was left to mourn.

Matthew Seybert was his mother's only son. Her memories of him remain strong. She says he was pretty funny he had a good sense of humor; sometimes he had nicknames for everyone

His murder started as a missing person's case. It was Matthew's mother who discovered a bloody mattress inside his Galt home and then his body was found in Laguna creek.

Detectives put the clues together, and it turned out their main suspect was someone he lived with named Arthur Charles Carnes IV. He was Matthew's friend. Police say they knew that he had been using Matthew's ATM card so we followed that trail, up to the Canadian border and we believe that is when he crossed over into Canada.

Canadian authorities worked with the Sacramento sheriff's department to track him down. They found him in Langley British Columbia.

Matthew's mother got the news on her birthday.

"I'm very thankful for all the detectives and Sacramento sheriff's who worked so hard to find him and to find the person who did this horrendous thing to him and I hope he is brought to justice. You know he lived in an 8 by 8 shed. I hope he dies in a six by six cell."

However the arrest doesn't take away the pain, or the looming question she still has.

"I would just want to know why he did such a horrendous thing to my only child."

Murder Suspect Extradited Back To Sacramento

A man wanted in connection with a 2007 homicide has finally been extradited back to Sacramento from Canada.

Arthur Charles Carnes was arrested in British Columbia early last year, but fought his deportation back to the U.S. He was finally deported on May 15 and taken into custody by law enforcement in Washington State. He was released into the custody of Sacramento County Sheriff's deputies yesterday.

Carnes was booked into the Sacramento County jail on charges of murder, acquiring an access card without the cardholder's consent, and identity theft. The charges stem from the November 2007 disappearance of 41-year old Matthew Seybert.

Seybert's murder started as a missing person's case. It was Matthew's mother who discovered a bloody mattress inside his Galt home. Seybert's body was later found in Laguna creek.
