No Trace of Missing Woman
Last Updated: 2:30 PM Jan 30, 2008
The Bay County Sheriff's Department has called in dozens of volunteers to help in the search for Pam Biggers. The Alabama woman, who was here on business over the weekend, was last seen Sunday night at the La Quinta Inn hotel on Thomas Drive in Panama City Beach.
Over 40 volunteers from Bay County Search and Rescue have now joined in the hunt for the 52-year-old Mrs. Biggers. She vanished without a trace Sunday, leaving everything behind including her car.
Crews have been working hard all morning, looking for any clues that may explain her disappearance.
Bay County Search and Rescue is now diligently searching for her. Again this morning, crews marched into the thick woods behind the hotel where the Hueytown, Alabama resident was last seen nearly 3-days ago.
Kerry Dutton of Search and Rescue laid out the plan for the volunteers.
"We're going to spread out in a straight line down through here and we're going to keep in the line of sight. When we spot something, we radio back to command and they come check it out.”
Dozens of trained volunteers are braving chilling winds, looking for any indication that the Alabama woman may have passed through here. And they have high hopes as they continue their search.

Search Expands for Missing Woman Pam Biggers
Last Updated: 5:53 PM Jan 31, 2008

Email Address: kristy.wolski@wjhg.com
Although the official investigation continues, family members are now taking the search for Pam Biggers into their own hands.
"You think of nothing but good thoughts, but you can't help but think of something bad," said Don Biggers, Pam's husband.
After days of searching Bay County, today the family split up towards Alabama, Georgia, and farther into west Florida.
Biggers disappeared from her hotel room Sunday night, leaving behind all of her belongings.
Family members were given 1,000 more missing person fliers today to take with them on the road. They say they'll continue to search until Pam's found, but as the days go by it’s getting tougher and tougher.
"I hate the nights. I hate the nights," said Biggers.
They continue to plea for help in hopes that Pam will soon be found.
"If you're watching Pam or you can hear us, we're looking for you. Call somebody, call anybody. Have somebody call home. Have somebody call the police, the sheriff. We'll come and get you, we'll come and get you," said Paula Thomas, Pam's sister.
And though Pam has not turned up, family members say they're thankful to the community for all the help they've received.
Pam Biggers is 5' 8" and weighs about 135 pounds. Deputies believe she's wearing a white sweater and black pants. If you have any information about Pam Biggers, please call 911 immediately.

6-Days of Searching with No Luck
Last Updated: 8:13 PM Feb 2, 2008
The family of a missing Alabama woman is still desperately searching for their loved one. They’ve been posting flyers and treking the panhandle for 6-days now.
Family members of Pamela Biggers are still relentlessly searching for the 52-year-old. They’ve been posting flyers for the last several days and going door-to-door in hopes of finding the missing Alabama woman.
Biggers disappeared last Sunday at the La Quinta Inn on Thomas Drive while she was here on business with a group of co-workers.
Investigators with the Bay County Sheriff’s office launched their helicopter again Saturday morning. They also brought in K-9 dogs to search the area. Coastal Communications printed over 1-thousand flyers for the family at no charge.
Pam’s family says they plan to stay in Panama City Beach through the weekend to continue their search. "We’re not going to stop until this is solved. It s a mystery for us, and I want to find my wife.”

One Week Since Disappearance of Pam Biggers
Last Updated: 3:59 PM Feb 4, 2008
Despite a diligent search effort by family and friends, 52-year-old Pam Biggers is still missing. One week later, they're now returning home to Alabama in hopes that Pam might turn up there.
"I hope no one else has to go through this, losing a person and having no clue where they are. It's tough to leave. It's just tough," said Don Biggers, Pam's husband.
The family has posted fliers all over Bay County, asking for information on Pam's disappearance. They've also made t-shirts with Pam's picture and information.
So far no leads have panned out, but they say they're trying to stay optimistic.
"Hopeful I guess. Determined. Hopeful and determined would be a good word to use. I just hope we find her safe," said Zachary Biggers, Pam's son.
Though they're leaving Bay County, family members say the search is not nearly over.
"We're not giving up on the search at all. This is just we're expanding. You can't concentrate all of your energy in one area when it's already been covered. You have to expand. That's all we're going," said Jacob Biggers, Pam's son.
The family says they're going to stay in close contact with sheriff's investigators while they continue their search outside of Bay County.
The Biggers family sends their thanks to everyone in Bay County that has helped them out, not only in the search, but with fliers, food, hotel rooms and more.
If you have any information on Pam Biggers’ disappearance, please call the Bay County Sheriff's Office at 747-4700.

This is terrible. I know her family must be going crazy with worry and fear.
I do hope they will get a break with this case. The hotel most likely has video and I know that LE has probably poured over looking to see if they see her leave with anyone. Also, the video would come in handy to see who else comes and goes.
If she left her purse in the room then it makes me wonder if someone knocked on the door. Anyone can pretend to be hotel maintenance.
:1222423:Praying for a good outcome.

The search for a Hueytown, Alabama woman who disappeared at Panama City Beach almost two weeks ago is now centered in Birmingham. In fact, at least one Bay County sheriff's investigators is in Birmingham tonight, trying to track down the latest on the case.
Pam Biggers walked away from her hotel room at the La Quinta Inn on Thomas Drive while here on business. She hasn't been seen since. Local authorities, along with Biggers’ family launched a massive search for the 52-year-old woman, but turned up nothing.
Friday, Sheriff's Office Chief Investigator Jimmy Stanford was in Birmingham to interview her friends and relatives and check out possible sightings. He says Biggers had mental issues.
Shortly before she disappeared, she and some of her business colleagues were in the beach Walmart. The store's video surveillance system shows Biggers behaving somewhat erratic. Family and friends reported she began hearing voices and carrying on conversations with people who were not there.
Biggers' son is being deployed to Afghanistan, and mental health experts say that could have pushed her over the edge.
Stanford says most likely her mental state probably played a role in her vanishing. But they have not ruled out foul play.
"Someone who is not in their right mind, could have left because they heard something, could have left because they were going to help someone, you know you just don't know even if that's the case. It might have been she got out to take a breath of fresh air and was abducted. We're not eliminating any possibility. We're looking at every avenue in this case."
Friday afternoon Stanford checked out a possible sighting of Biggers at a Birmingham mall several days ago, but it turned out to be a dead end.
If you have any information about this case, please call your nearest law enforcement agency.

There was about 75 of us on this trip. All staying in this hotel. Her room was on the first floor, 2 doors from the lobby. I was on the third floor, but I was outside the front of the hotel until about ten. there was several of us out there waiting for some of the group to arrive. None of us seen anything. No one is sure when she left her room, only that she went in her room at seven pm and was not there at 6 am.
Something that blows my mind is she may be in a hospital mental health unit and the family has no way to know, do to patient confidentality. I am an RN and I understand patient confidentality, but it seems like due to the situation, someone should have access to that info. If they could just let us know she is OK, not even tell us where she is. Also the possible wasted time of the investigators, that could be working on another case.
Please keep looking!

Might I suggest that the maintenance rooms at the hotel be checked. There have been two cases that I can think of where victims were found in maintenance rooms that should have been locked and were not. They also weren't checked during the searched and the bodies were found by smell. One case was a marine in Savannah, GA and a college kid in a northern state. Both had been drinking. But, if this woman was in a confused state, she may have wondered into a dark room and not been able to get out.
May she be found soon.

I understand that a "certain area" in Panama City has been searched by an organization under the {local} Sheriff's office (but they are rather new, and inexperienced).
TX EquuSearch is well-known by FBI, and is accredited as having the highest find rate for missing persons.

Missing Woman Search Centers in Eastern Carolina
Last Updated: 3:04 PM Feb 26, 2008
Reporter: W-I-T-N
A missing Alabama woman could be in Eastern Carolina and deputies want you to be on the lookout for her.
Pam Biggers was last seen during a business trip to Panama City, Florida on January 27th. That's where she disappeared, leaving all her possessions, including her car.
Bay County deputies tell WITN News that Biggers' family believes she may be in the Jacksonville area since she has a son stationed at New River. Investigators say the 52-year-old woman suffers from mental disorders and may be disoriented.
Authorities in Bay County say they have conducted exhaustive searches for the woman, but have turned up nothing.
Anyone who has spotted Pam Biggers is asked to call the Bay County, Florida Sheriff's Department at 850-747-4700 or your local law enforcement office.

Bay County Sheriff’s Office investigators searched a wooded area near Pete Edwards Field off Thomas Drive on Wednesday for Biggers, 52, of Hueytown, Ala.
“A day doesn’t go by that we don’t do something on this case,” said Capt. Jimmy Stanford.
Investigators have not ruled it out but have “absolutely no evidence” that suggests foul play, Stanford said.
Investigators also are working with authorities in Jacksonville, Alabama and North Carolina in searching for the woman. Recently, there was a reported sighting of Biggers in Jacksonville, Stanford said.
Biggers came to Panama City Beach on business, her family said. A friend and co-worker reported Biggers missing, saying she had left her purse and cell phone in her room at the La Quinta Inn on Thomas Drive.
Biggers’ bed did not appear to have been slept in, according to an incident report from the Bay County Sheriff ’s Office. Her family said nothing was stolen from her purse.
Family members said Biggers was having mental difficulties recently and believe she may have walked away from her hotel room.
Anyone who spots Biggers should call 9-1-1, officials said.

It's difficult for me to believe she left that area on her own. No purse, no keys... how would she get to Alabama or North Carolina? If she'd hitchhiked, surely someone would remember her or see it on the news by now.

Oh, I know what you're saying. I was just thinking that LE has to know that if she were given a ride and just dropped off in NC, it wasn't by a "nice" person, as anyone decent would recognize she was ill and try to get her help. Someone looking to take advantage of her could do just that. Can you just imagine what some creepy man might do to her?
Question...I thought that people that are bi-polar have periods when they are reasonable and can function. Is that correct?

To my knowledge, that is correct, KM. I've seen them at the hospital talking calmly and quietly one day, and running down the halls not knowing where they were the next day. Sounds like here, that however she left, she didn't have her medications with her.

So without her meds she might not "snap out" of it and go into one of those more "sane" periods?

Finding Pam: Missing woman gone for 7 weeks
(BALDWIN COUNTY Ala.) March 14 -- A Birmingham woman has been missing for 7 weeks. After a possible sighting down along the Gulf Coast, her family and friends are scouring the area in hopes of finding her.
52-year-old Pam Biggers went missing after checking in to a hotel in Panama City, Florida. Her sister says the family is now searching the Baldwin County area after a tip from a trucker that he may have spotted her in Orange Beach.
Friday, Pam's sister Paula Thomas and her friend spent the day going to homeless shelters and local hospitals in a search for the missing woman. It's believed Biggers could be disoriented. She may be suffering from schizophrenia.
Paula Thomas says her sister's illness keeps her moving and she may not know where she is or where she's going. "We've been told that she would know to get out of the rain ..to get food and to get shelter," Paula says.
If you have seen or have any information concerning the whereabouts of Pam Biggers, you can call your local law enforcement agency, or go to the following website:

- PRESS RELEASE-
March 25, 2008
For Immediate Release
Reward Offered in Pamela Biggers Case
The Bay County Sheriff's Office is currently working the case of Pamela Biggers, an Alabama woman who disappeared from her Panama City Beach motel room in January 2008.
She was last seen on Sunday, January 27, as she retired to her room for the night at the La Quinta Inn on Thomas Drive, Panama City Beach. There were no signs of a struggle in her room and law enforcement does not suspect foul play.
Biggers' personal belongings remained in the room when she left, including cell phone, money and identification. Her vehicle also remained in the parking lot. Family members of Biggers have stated she suffers from a health condition that can leave her disoriented and are concerned she may have left the room in a confused state of mind.
The Carole Sund-Carrington Foundation has offered a $5,000 reward for information leading to the safe return of Pamela Biggers.
Carole and Julie Sund and Silvina Pelosso were the three women sightseers who were missing and later found murdered near Yosemite National Park in February of 1999. Carole Sund's parents, Francis and Carole Carrington, offered rewards both for the safe return and for information leading to the whereabouts of the rental car. They believe these rewards and national media attention contributed to the car being located and gave them the first break in the case.
The foundation was established to assist families such the family of Pamela Biggers in their search for missing loved ones. $5,000 is being posted for information leading to the safe return of Biggers. If a homicide has occurred, the reward will automatically revert to the arrest and conviction of the person or persons responsible for the crime.
The Carole Sund-Carrington Foundation has paid a total of $262,600 in rewards to citizens who did the right thing by coming forward and sharing information. The reward money has assisted in the location of nine missing persons and the apprehension of 37 murder suspects.
If anyone has information about Pamela Biggers please call Investigator Mitch Pitts at the Bay County Sheriff's Office at 747-4700, extension 2616.

Athens NEWS Editor
April 10, 2008
To top it off, my cousin Don’s wife, Pam, disappeared from a motel in Panama City, Fla., in late January and hasn’t been found. Cousin Don is the son of my late uncle Don, the father of Jake the Marine, and the brother of my cousin Debbie.
We northern Smith/Biggers have been out of touch with most of the Southern branch for 20-25 years, probably because of sheer distance more than anything else. They’re scattered around Alabama, Georgia and the Florida Panhandle. So it was a shock to hear all the bad tidings at once.
Knowing that I’m a journalist, the family has appealed to me for whatever help I might provide in bringing attention to the plight of Pamela Pendley Biggers. In the weeks following her disappearance, the case did receive ample media attention, in newspapers, TV news, and “missing-person” programs and Web sites. However, predictably, the attention has dropped off considerably as no new leads have emerged.
Here’s what happened:
On Sunday, Jan. 27, Pam Biggers, 53, left her home in Hueytown, Ala., a suburb of Birmingham, for a business trip in Panama City, Fla., a Panhandle destination for many college spring-breakers. Traveling with co-workers, she checked into the LaQuinta Inn at 5 p.m. Her co-workers said the last time they saw her was at 7 when she entered her room. The next morning, when Pam didn’t appear, they checked her room and she was gone, even though her clothing, personal items and purse remained in the room and the bed hadn’t been slept in. The room appeared undisturbed, no foul play was evident, and her car was in the parking lot.
The Bay County Sheriff’s Office recently posted a flier announcing a $5,000 award for information “leading to the recovery of Pam Biggers.” The flier recounts the events of Jan. 27-28, and also mentions that Pam “has stopped taking her medications and is possibly having a schizophrenic episode.”
Those are the basic facts, though the family’s extensive efforts to find this poor woman are cited in more depth on the www.findpambiggers.com Web site, and cousin Don has gotten involved in NAMI (the National Alliance on Mental Illness).
So way up here in Buckeye land, I don’t know what I can do to help, even with the immense power I wield as editor of The Athens NEWS (kidding), but it sure can’t hurt to put the message out. The number to call with any information is 850-747-4700, ext. 2616.
Meanwhile, send your thoughts and prayers to this beleaguered family who’s trying to cope with so many different tragedies at once. Especially extend your good wishes to Jake Biggers, who’s serving his country in Afghanistan while grieving his grandfather’s death and his mom falling off the face of the earth.

Pam Biggers was last seen January 27 at the La Quinta Inn on Thomas Drive.
She was reported missing the next morning and had left all her belongings in her hotel room.
Her family says she may be disoriented.
Her family says Texas Equusearch, which helped in the search for missing teen Natalee Holloway in Aruba, is coming to Bay County Monday to help look for Pam Biggers.
Pam Biggers is a 53 year-old white female, about 5'8" tall and 135 pounds. She has gray hair and green eyes.
If you've seen this woman, you're asked to call the Bay County Sheriff's Office at 747-4700.

Search Team Joins Effort to Find Missing Woman Pam Biggers
Posted: 4:15 PM Apr 29, 2008
Last Updated: 9:50 PM Apr 29, 2008
Volunteers with Texas Equusearch scoured the waters of St. Andrew's Bay Tuesday with a sonar device. They want to rule out the possibility that Pam Bigger's body is submerged.
Family members have now been searching for the missing Alabama woman for more than three months, to no avail.
"It's going to take one person that's really seen Pam and to make that phone call and that could solve the situation right then and there. She could be home," said Don Biggers, Pam's husband.
It's a search that can't be done solo. Equusearch volunteers are combining resources with the Bay County Sheriff's Office. The group has taken part in close to 900 searches in seven and a half, years and has had some successes.
"We've worked cases like this before where they have been located alive several months later, so this is one of the things we're really hoping for, but we just feel as though we need to clear some areas just in case something has happened to her," said Tim Miller, Texas Equusearch founder.
Since Pam disappeared from the La Quinta inn in January, investigators have not received any substantial leads.
"We don't know where she is. She could be anywhere from Bay County to Alabama to North Carolina. We just want people to keep a watch for her and hopefully somebody will spot her," said Inv. Mitch Pitts of the Bay County Sheriff's Office.
A $5,000 reward is still available for information leading to the safe return of Pam Biggers. If you have any information please call the Bay County Sheriff's Office at 850-747-4700.
Miller started Texas Equusearch after his own teenage daughter was abducted and murdered in 1984. The group is credited with finding more than 260 missing people alive. They've also recovered the bodies of 82 victims.
Several members of the Biggers family are now volunteering with Equusearch in other missing person cases.

Search Heats up for Missing Alabama Woman
Tuesday, Apr 29, 2008 - 07:23 PM
Whether it's land, air or sea, there's no place Equusearch won't look.
"We've got more resources than most Law Enforcement agencies have."
Tim Miller created Equusearch after his 16 year old daughter was found dead 2.5 miles from their home.
"Police said she was a runaway and we couldn't get any help at all and there was no search teams and unfortunately 17 months later her body was found."
Laura Miller's case remains unsolved.
In her honor, Tim lives to find the missing.
Out of 900 cases, Equusearch has found 260 people alive and 82 dead.
"We do a lot of stuff with sonar equipment in the water, small drone airplane that we've had a lot of success with. We use horses and 4 wheelers and ground searchers."
Searchers are now being called in to solve one of the years biggest mysteries.
Alabama woman, Pamela Biggers disappeared in Bay County more than three month ago.
She was last seen January 27th at the La Quinta Inn on Thomas Drive.
Biggers was reported missing the next morning and had left all her belongings in her hotel room.
Her family says she may be disoriented.
"With my son that was being deployed to Afghanistan, she was very concerned about him being over there," says Biggers' husband Don. "She was just under a lot of stress when she came down on her business trip. We've lost a son in the past and she was worried she was going to be losing another son. So we believe that has a lot to do with it."
Pam Biggers is a 53 year-old white female, about 5'8" tall and 135 pounds.
She has grey hair and green eyes.
Her family originally asked for Eccusearch's help two months ago.
But crews were in Aruba searching for missing teen Natalee Holloway.
Eccusearch put that search on hold to come look for Pam Biggers.
"We're still holding on hope that Pamela's alive," Miller says.
A team of nine volunteers, spent day one of the search in the bay near the Hathaway Bridge using sonar equipment.
This allows crews to look out 350 feet on each side, enabling them to see what's on the bottom or floating in the water.
"We don't think that she went into the water here, but it's just to rule it out."
Authorities believe Biggers was stressed and developed amnesia.
Equusearch posted her picture on their website.
The same procedure helped find a man missing for 12 years.
"He didn't realize he was missing. We got a phone call that there was a possibility and we sent police over there and ended up that it was him."
Miller hopes for the same luck with Biggers.
If you've seen her, you're asked to call the Bay County Sheriff's office at 747-4700.
A $5,000 reward is now offered for information leading to her return.

PANAMA CITY BEACH
Members of a Texas search-and-rescue team used sonar equipment Tuesday to look for Pam Biggers around the Hathaway Bridge.
The Hueytown, Ala., woman went missing Jan. 28 while on a business trip to Panama City Beach.
Her husband’s face was wracked with emotion Tuesday, and he almost couldn’t speak as he thought of finding her in St. Andrew Bay.
“It’s hard,” Don Biggers said. “We don’t want to find her body. We still believe she’s alive.”
Pam Biggers left behind her purse and cell phone in her room at the La Quinta Inn on Thomas Drive. Detectives with the Bay County Sheriff’s Office and members of the Bay County Search and Rescue Team have done several searches in the woods near the motel since she was reported missing.

Family members said Biggers had been suffering from mental problems and might have become disoriented and lost. They have searched hospitals and homeless shelters, worked with local and regional law enforcement and asked the media to aid in their search.
Tim Miller, founder of Texas EquuSearch, noted the amount of ground that has been unturned in the case.
“Where do you go after three months?” he asked.
Miller began the nonprofit group after his daughter, Laura, was kidnapped and killed in Texas in 1984. The volunteers originally used horses to aid in covering rough terrain, but the group since has evolved to include searches by sea and air.
“They don’t leave any stone unturned,” Don Biggers said.
Miller said his group has searched for more than 880 people since 2000, bringing 260 home alive. Recent cases on which the group has worked include the search for missing Alabama teen Natalee Holloway, who disappeared in Aruba.
The group did not find any sign of Pam Biggers on Tuesday, Miller said. The group will work with the Bay County Search and Rescue Team to perform a ground search today, he added.
Miller said he did not know how long his group would be in town and said he holds out hope that Pam Biggers will be found alive.
“It’s not out of the question to find her,” he said. “She could have very possibly wondered off and become a Jane Doe in a hospital somewhere.”
About EquuSearch
The Texas EquuSearch Mounted Search and Recovery Team was started in August 2000 with the purpose to provide volunteer horse-mounted search and recovery for lost and missing persons. The team was started in the North Galveston County area because of the high incidence of missing persons in the largely undeveloped area. The team’s existence and purpose are dedicated to the memory of Laura Miller, a young woman abducted and murdered in North Galveston County in 1984. Laura was the daughter of EquuSearch’s founder and director, Tim Miller. The team, about 350 strong, is composed of volunteers of various experiences. EquuSearch is a nonprofit organization and funded solely by donations from team members and others.

A search and rescue group from Texas and the family of Pam Biggers are leaving Panama City today.
This week Texas Equusearch used sonar to search the water under Hathaway Bridge and also examined several other locations in hopes of finding Biggers. The Hueytown, Ala. woman went missing from the La Quinta Inn on Thomas Drive three months ago, leaving behind her purse and cell phone.
“You’re glad that we didn’t find anything in the woods or the water but as always it is so difficult to leave from down here and go home with what you feel like is nothing,” said Paula Thomas, Bigger’s sister.

Local search ends for missing woman (see VIDEO)
By S. Brady Calhoun
PANAMA CITY BEACH
The family of Pam Biggers, and the search and rescue group from Texas called in to help find the missing Alabama woman, left Thursday.
Texas Equusearch, with the assistance of the Bay County Sheriff’s Office, has used sonar equipment this week to search the water under Hathaway Bridge and also examined several other locations in hopes of finding Biggers.
The Hueytown, Ala., woman went missing from the La Quinta Inn on Thomas Drive in January, leaving behind her purse and cell phone.
“You’re glad that we didn’t find anything in the woods or in the water, but as always, it is so difficult to leave from down here and go home with what you feel like is nothing,” said Paula Thomas, Biggers’ sister.
A $5,000 reward is being offered for a tip that leads to Biggers’ safe return. The reward is being offered for six months, starting March 25, from The Carole Sund-Carrington Foundation. The family of a hitchhiker who went missing and later was found slain near Yosemite National Park in February 1999 started the foundation. If a homicide has occurred in the Biggers case, the reward automatically will revert to the arrest and conviction of the person or persons responsible for the crime.
Though the family and search team are leaving the Panama City area, the national search is not over, Thomas said. Both groups will continue to check in with mental health shelters, rescue missions, hospitals and follow leads in hopes of finding Biggers.
Also, the Texas group might come back for another search in the near future.
“We’re coming back here,” said Tim Miller, the founder of Texas Equusearch. Miller said the group searched several wooded areas down Thomas Drive and on U.S. 98.
“It’s just hard to believe she just vanished without a trace,” Miller said.

Silver Alert Proposal Could Help Locate Missing Woman
Posted By: Ashley Coleman 3 hrs ago June 3, 2008

BRUNSWICK, GA -- As the Biggers family continues to search for their missing loved one -- they're hoping a Florida congressman will be the answer to their prayers.
Gus Bilirakis (R-Fla.) wants to establish a national grant to help states put Silver Alert systems in place. When a vulnerable senior citizen is missing, police would be able to issue a regional or statewide alert through the system, which is modeled after Amber Alerts about missing children.
"There's just no leads, no traces and it's difficult but if they had some kind of an alert out -- like the amber alert -- it would just be so helpful," said Debbie Cauthen.
Her sister-in-law disappeared from a Panama City Beach hotel room in January.
53-year-old Pamela Biggers was last seen by co-workers going to her room at LaQuinta Inn around 7 p.m. on January 27th.
Six months later, there are still no leads. While police don't suspect foul play, her family thinks Biggers is in danger because she suffers from what appears to be dementia and she may have had a schizophrenic episode.
"It's been horrible. It's just devastating because we just don't know. We have no answers," Cauthen told First Coast News.
She believes a Silver Alert system would help the Biggers family find their loved one.
Colorado was the first state to enact a Silver Alert program in 2006, followed in 2007 by Georgia, Illinois, Michigan, North Carolina and Texas. Virginia adopted a similar program called Senior Alert in 2007 and Kentucky this year adopted a program called Golden Alert.
Legislators in Florida, Louisiana and New York are discussing proposals for next year.
As lawmakers debate the issue, Debbie Cauthen and her family continue to keep their hope alive that someone will recognize Pamela Biggers' picture from missing person posters and help her return home safely.
A $5,000 reward is offered for information leading to the recovery of Biggers.
If you have information, contact the Bay County Sheriff's Office at (850) 747-4700.

Pam Biggers, 52, was last seen Jan. 27 at a Thomas Drive hotel in Panama City.
"Pam is an independent contractor from Hueytown, and her company has a contract with Winn-Dixie, which took her to Florida," said Mitch Pitts, an investigator with the Bay County Sheriff's Department in Florida. "Around 7 p.m. on Jan. 27, she was seen acting real strangely and going into her hotel room. No one ever saw her come out, but when it was time for her to go to work at 6 a.m. she was nowhere to be found."
Although the night clerk was less than 100 feet from her room, Pitts said he never saw Biggers exit the room. Pitts said Biggers did have access to a side door.
"Pam's son Jacob was deployed to Afghanistan. She was having mental issues before then, but it got worse after he left," Pitts said. "We think she may suffer from schizophrenia and amnesia. It's possible that she fell asleep, woke up to a strange room, didn't know where she was and left."
Younger sister Paula Thomas said Biggers refused to seek psychological help. Pitts said co-workers found her keys, identification, purse, money and clothes undisturbed in the hotel room that morning.
"It is possible that she is still wandering around confused," he said.
Until last Tuesday, Pitts said his department had no leads.
"On Tuesday, I got a call from a man and a female psychologist from Mansfield who said they were from the Center," Pitts said. "They said that a woman had come in that morning who fit the description of Pam. Her missing posters have gone around the country. They said that she had mental issues and kept talking about a lot of religious things. She didn't say her name was Pam Biggers. She said she was an attorney from Panama City."
Pitts said before he could ask any questions, the man said he had to go because the police had arrived to get her information. The man said he would call Pitts back, but never did.
The next morning, Thomas said she missed a call on her cell phone from a Mansfield phone number. No message was left.
When she called the number back, she found herself speaking to an operator from the Center for Individual and Family Services, 741 Scholl Road.
"I told them the situation and said I had a missing sister, but I never heard back from them," said Thomas, 50. "I didn't try to ask about who called me because I knew they wouldn't give it to me because of the HIPAA (Health Insurance Portability and Accountability Act) laws."
Pitts said he has spoke with several people from the Center.
"They've been very helpful, but they asked all the female psychologists and no one said they placed any calls to us," he said.
President and CEO Veronica Groff, of the Center, said she was familiar with the situation.
"We wish we could help, but unfortunately, we've talked with our staff and I don't think it was anyone here who placed any calls to these people," Groff said.
Mansfield police Sgt. Jon Ahles checked reports from Tuesday and Wednesday.
"On Tuesday, there was a threatened suicide from the Center, which was not a Pam Biggers, and then (on Wednesday), we assisted in taking someone to the hospital from the Center, but it does not list a name," he said. "That was only a minor complaint."
Ahles added that because of HIPAA laws, it would be unlikely an agency like the Center would have placed a call to police regarding the issue.
"We don't know who placed these calls, but somebody up there in Mansfield made these calls to us and knows something, and we just need to find out who it was," Pitts said.
Pitts and Thomas both said they have no idea why Biggers would be in Mansfield.
"Right now, we just believe that she's lost and that she doesn't know where she is," Thomas said. "This is a nightmare. Of all the scenarios you can come up with in life, this isn't one of them. My hope is that she's in Ohio and that we get a direction to start looking in -- because up until this point, we haven't had any direction."

Someone's either lying or afraid to come forward and say they called.
I wonder if someone could have called from their office, like the cleaning staff who saw a flyer?

I agree.
And this is where I have a problem with the privacy laws. This poor woman may not have a clue as to where she is. You would think that it would be in her best interests for the doctors to get in touch with her family so that there is a medical history by which to base treatment on.

Pam Biggers Still Missing; Son In Afghanistan, Father Sick
Posted by Holliston at 7/24/2008 9:16 PM and is filed under Pam Biggers,Missing
I followed up with Cassie Thomas, Pam Bigger's niece-in-law. Unfortunately, there's no new clues as to what happened to the 53 year-old woman who vanished while on a business trip to Panama City, Florida. She's been missing since late January. Cassie wrote to me yesterday:
There haven't been any new developments with Pam. Pam's sister, along with other friends and family, are still pursuing Texas EquuSearch's advice and emailing, mailing, and faxing flyers to all facilities in the US. Pam's son is still in Afghanistan and Pam's dad is now in the hospital and isn't doing very well. Needless to say, the family has had a rough 2008 so far.
Very sad. Hopefully something positive will come this poor family's way soon. If you want to learn more about Pam's case, see more pictures or offer to help, you can contact the family through the website they set up.
If you want to write to her son Jake, who is deployed in Afghanistan and must be worried sick, you can send mail to him here:

Sad news to report from the family of Pam Biggers who vanished in Florida in January.
Thank you for all you have written about my sister, Pam Biggers. I am sad to report that our dad died on July 24th. It is terribly difficult to know that his heart was so heavy with worry about his daughter when he died.

I hope some way someone was able to find out more about the woman who said she was an attorney at the center. I think there was something to that call and like Roamer said someone may be lying. Lying to avoid getting into trouble.

Message from Paula:
It is with a grateful heart that I want to extend my thanks to all of you that continue to keep Pam's family in your thoughts and prayers. I wanted to let you know that Pam's son, Marine Cpl Jacob Biggers is scheduled to arrive at New River Air Station on Wednesday, October 29th, where he will be stationed in Jacksonville, NC. We are so excited to have him back from Afghanistan safely. I never imagined we would come to this milestone without Pam being home safely also. Please remember Jake in your prayers...he has much to deal with upon returning home without his mother. Thank you all again very much.

To my knowledge, that is correct, KM. I've seen them at the hospital talking calmly and quietly one day, and running down the halls not knowing where they were the next day. Sounds like here, that however she left, she didn't have her medications with her.
My stepfather is a forensic psychiatrist and I had a bipolar room-mate in college. She was not one for wandering off in this way.The behavior you describe is more typical of schizophrenics than bipolar patients. Sometimes their medicines might bring on psychosis but psychosis is not a common occurrence for bipolar patients. I'll ask my stepfather tonight.

One Year Since Pam Biggers Disappeared from Panama City Beach Posted: 8:10 PM Jan 26, 2009
Last Updated: 8:22 PM Jan 26, 2009
Reporter: Kristina Hamilton
While Don Biggers was busy celebrating the birth of his first grandchild this past year he couldn't help feeling some sorrow along with the joy. "Pam's not here and she would have loved that child to death that's something she's missing right now," says Don Biggers.
She disappeared from the Thomas Drive (http://www.wjhg.com/news/headlines/38396144.html#) La Quinta Inn on January 27th, 2008.
Her family, friends, even total strangers joined investigators, thoroughly searching the area surrounding the hotel.
Volunteers from the Texas-based Equusearch Organization even came to Panama City Beach to assist the Bay County Sheriff's Office.
Although, the hard work never turned up any substantial leads, the effort hasn't gone unnoticed.
"I have to hand it to the Bay County Sheriff's Department they didn't waste sorry it's still hard they didn't waste anytime that Monday searching for my wife," says Don Biggers.
Investigator Mitch Pitts with the Bay County Sheriff's Office still regularly talks with bigger's sister and husband.
Pitts says, "Last week we talked to her sister and husband by phone and e-mail (http://www.wjhg.com/news/headlines/38396144.html#)."
Biggers suffered from a mental condition with symptoms of depression.
Pitts believes Biggers became disoriented and left the hotel.
What happened after that remains a mystery?
"Passed that point anything could of happened uh someone could have picked her up and given her a ride," says Pitts.
Both Don Biggers and investigators say they still receive calls and tips, but they all seem to lead to dead ends.
Pitts Hopes Biggers will regain her memory, Biggers husband is counting on it.
"We believe we will find her we just don't know when."
The Biggers family is still offering a 20-thousand dollar reward for information leading to Pam Biggers.

Man seeking local help in finding wife
By Holli Keaton (Contact) | Troy Messenger
Published Saturday, April 18, 2009
Birmingham resident Don Biggers hasn’t had much luck in a more than yearlong search for his missing wife. But that doesn’t mean he’s going to quit.
After 52-year-old Pam Biggers, of Birmingham, went missing during a Panama City, Fla. business trip last year, Don has been searching as far as Ohio in hopes of finding his bride and bringing her home.
The incident was reported to the Bay County Sheriff’s Department on Jan. 28, 2008, when Pam’s co-worker found the hotel room empty with all of her belongings.
“She checked in on the 27th, and I talked to her around 5:30 p.m. She and Brenda (her co-worker) were going to eat, but instead they decided to go to the local Wal-Mart and get something,” Biggers said. “She entered the room at 7:02 p.m., and that’s the last anyone’s seen or heard from her.”
Police found her room with all her personal items, but there was no evidence of foul play.
“Everything was in the room in place,” Biggers said. “The bed sheets were turned like she had been sitting on the bed, possibly reading a book she brought with her.”
Now, Biggers has come to Troy after Troy Regional Medical Center employees told him they may have seen his wife a few weeks back.
No one by the name of Pam Biggers was entered in the hospital system, but Don said his wife could have used a different name, since she may be suffering from a mental condition.
Her mental state is what officers have said may be the cause of her disappearance.
“It’s just a mystery to us. We haven’t had any solid leads from day one,” Biggers said.
Pam Biggers is described as about 5 feet, 8 inches, weighing 135 pounds, with grey hair and green eyes.
Biggers has asked local residents to please contact the local police department at 566-0500, the Bay County Sheriff’s Department at 850-747-4700 or the 24-hour CUE Center for Missing Persons line at 910-232-1687 if they may have seen Pam traveling through the area.
“All I’m asking is if it’s possible my wife has come to Troy and someone may have seen her to please call,” Biggers said. “That’s what it’s going to take to find my wife.”
Biggers is offering a $20,000 reward.

Tour stops at Oak Mountain State Park to raise awareness for missing persons
By Austin Phillips (http://www.shelbycountyreporter.com/staff/austin-phillips/) (Contact (http://www.shelbycountyreporter.com/staff/austin-phillips/contact/)) | Shelby County Reporter
Published Wednesday, August 19, 2009
PELHAM — Birmingham Police Chief A.C. Roper and Beth Holloway, mother of missing former Mountain Brook student Natalie Holloway, were on hand Wednesday as dozens of people gathered at Oak Mountain State Park to raise awareness for missing persons.
The Community United Effort tour stopped at Oak Mountain as part of the Road to Remember Tour, which began in Roberson County, N.C., and will travel 4,819 miles across the nation before ending 12 days later in New Hanover County, N.C.
In addition to Holloway, who went missing in Aruba on a senior graduation trip in 2005, there are currently more than 100 people from Alabama who are listed as missing.
Paula Thomas attended the event in honor of her sister Pam Biggers, who went missing from her Panama City, Fla., hotel room in 2008 while on a business trip from her Hueytown home.
"Bringing awareness of missing people is huge," said Thomas. "It's a full-time job. We all take it one day at a time."
Chris Cantrell, vice president of the Alabama Private Investigators Association and chief of the Walker County Search and Rescue, said Wednesday's event, and the entire tour, is a great way to bring awareness to the problem of missing persons in our nation.
"You'd be surprised how many people don't know there are that many missing persons," Cantrell said.
To view missing persons in Alabama, go to Community.dps.alabama.gov.
If you have any information about a missing person, contact the Alabama Bureau of Investigation Center for Missing and Exploited Children directly at 1-800-228-7688.

You say you still have a place that you think she is, but you can't post it here. Have you notified the Bay County police investigators, the family, or anyone else?
Who did not allow you to search the place where you think she is? When was this?

Let me rephrase. This area is an area that had been searched previously. It's just my own personal opinion that it wasn't searched well enough. We searched areas that the Search Coordinator gave us to search. If there was more time we may have gone into that area. There were many areas that hadn't been searched and needed to be eliminated, which we did. It's also very possible that the other search team or even LE may have searched that area again for all I know.
