Registered sex offenders ordered to report to jail for Halloween counseling session

TEXARKANA, Ark. (AP) — Registered sex offenders in Miller County have to report to the Bi-State Justice Building in Texarkana for a mandatory counseling session on Halloween night.

The session will run from 6 p.m. to 9 p.m. Saturday.

The counseling has taken place the past five years for registered sex offenders from Bowie and Red River counties in Texas. Miller County is taking part this year.

Officials say the event is designed to ensure the convicted predators are not mingling with children who are trick-or-treating.

Offenders who don't show for the session face penalties.

Sounds like a good idea to me but I'm surprised the ACLU hasn't complained that it targets them somehow.

Registered Sex Offenders Must Stay Away From Children

HOUSTON -- Houston police are making sure that registered sex offenders don't try to come into contact with children on Halloween, KPRC Local 2 reported Tuesday.


Officers are checking residences of sex offenders on parole or probation to make sure they're complying with all the rules.
Sex offenders have to follow these rules on and around Halloween:

Must not distribute candy or treats to children, minors at any location on or about Halloween or at any Halloween celebration.
Must not be at a residence or other location where there is distribution of candy or treats to children or minors.
Must not have the porch light on at their residence nor be at another location where the porch light is on during Halloween.
Must not answer the door during Halloween unless instructed by law enforcement.
Must not attend any public or private Halloween event where children are present or are likely to be present.
Must not decorate a residence or car with Halloween decorations or other child lures.
Must not attend any haunted house attractions.

Any violations will be documented and probation and parole officers will be notified. Violations will be grounds for parole or probation to be revoked.

Roamer, they are also doing this in the Shreveport-Bossier area in NW Louisiana. However, I can't comprehend how they will cover ALL the known sex offenders to make sure they are following the guidelines set forth for them. They are offering and asking that these offenders attend a counseling session beginning at 5:00 PM and ending at 10:00 PM...........gets them off the streets and less tempted to harm the precious "Trick or Treaters".

Sounds like a good idea to me..wonder what Jersey does? Never read anything about it.
