Howard County police believe foul play was involved in the disappearance of a Columbia woman who's been missing for more than a week.

Police say 28-year-old Elda Vazquez was reported missing by a friend on Tuesday.

Vazquez was last seen Jan. 22 around 10:30 p.m. entering a cab outside the Eggspectation restaurant on University Blvd. in Ellicott City.

Detectives believe Vazquez was dropped off in the 8700-block of Tamar Drive near her home, but her roommates told police she never returned.

Police say Vazquez worked two jobs but hasn't contacted her employers. Her friends and family members haven't heard from her, either.

"I hate to think the worst. I hope she's fine," said her boss, Rafael Castro. "I hope nothing's happened to her."

Police say she did not tell anyone she was leaving, nor did she pack any belongings.

Vasquez came from Mexico to provide for the children she left behind.

Roomates said she never returned yet police believe she was dropped off, so I wonder if someone saw her get out of the cab. Surely they would have questioned neighbors, I'd hope anyway.

I just watched a video on AP online video network. It says it took a week for her roommate to report her missing. That's strange. I wonder why her places of employment didn't call anyone or did they. If this was not like her to disappear which it seems it's not, I just don't understand why no one contacted the police sooner. Why do the police think she made it home? I don't see any new updates on her.

Maybe she's been found (I hope). Sadly, news only comes out if they're found deceased. I guess they think no one cares if these people are found safe.

Update March 24, 2009

I spoke to a representative of the Maryland state police this afternoon, March 24, 2009, who in turn spoke to the detective in charge of the case. This representative inform me that the detective in charge of this case has informed her that Elda Vazquez is still listed as missing, and the investigation is ongoing.

Verizon worker finds body of woman in North Baltimore manhole

Body was clothed, partially decomposed; police await results of autopsy to determine cause of death

A body spotted Friday by a Verizon worker in an underground cable vault in North Baltimore's mid-Govans neighborhood was that of a decomposed white female, and detectives are awaiting the results of an autopsy to determine how she died, according to police.

The telephone cable splicer, Barry Schwaab, said he had been preparing to do routine maintenance on buried lines and was about to climb down into the vault through a manhole when he saw the body lying face-down in about five feet of water. The vault is on a wide alley off Benninghaus Road, just east of York Road.

"It was a shocker," Schwaab said, adding that he quickly called 911.

Police and firefighters arrived about 10:15 a.m. After Verizon workers pumped all but one foot of water from the hole, two firefighters with the Special Rescue Operations unit put on wetsuits and air masks and were lowered by a pulley to the bottom. They put the body on a stretcher and used the pulley to hoist it out of the hole about 1:35 p.m.

Fire Department Lt. Scott Merbach, who leads the rescue unit, said the steps going to the bottom had rusted. He said the recovery took hours because firefighters had to adhere to federal safety guidelines governing close-space rescues.

The body was discovered near a Verizon switching station and behind a church and the Urban Renaissance Development Corp. building. Residents and workers gathered to watch the elaborate recovery effort, along with dozens of firefighters, uniformed officers, homicide detectives and investigators with the medical examiner's office. Five firetrucks and numerous police cars clogged the narrow streets.

Police said it appears the woman either died or was killed and dumped in the underground vault. A police source said the body was missing hands and feet, but that one foot was found detached and near the body, still in a tennis shoe. It is possible the limbs became separated during decomposition or from an animal.

BALTIMORE - Verizon technicians found the decomposed body of a man in a manhole, Baltimore Fire officials say.

Crews from the fire department are in the 500 block of Benninghaus Road where the body was found Friday.

Body Found In Sewer Identified, Suspect Charged

BALTIMORE -- Police have identified the body of a woman found Friday in a sewer pipe and said that a 40-year-old former boyfriend of the woman has been charged with murder.

The body of Elda Vasquez, 28, was found Friday morning in north Baltimore. She had been reported missing in Howard County in January 2008.

Victor Hernandez Cruz has been charged with murder and assault, according to charging documents.

Vasquez had last been seen being dropped off by a taxi from one of her two jobs.

"Her roommates say she never came home that night, so somewhere between being dropped off by the cab and entering the apartment, she never made it," Howard County spokeswoman Sherry Llewellyn said at the time of Vasquez's disappearance.

Vasquez had filed a protective order against Cruz and told authorities that Cruz was stalking her. That occurred about two months before she was reported missing.

Officials said Cruz formerly lived in a house near the manhole where Vasquez's body was found.

Cruz is being held without bond.

Man Admits Dumping Body Down Manhole

Elda Vasquez has been missing for nearly two years. The 28-year-old lived in Columbia, where she worked at two restaurants. In January 2008, her colleagues reported her missing after she failed to show up to work.

Now, the mystery has apparently been solved. Charging documents filed in Baltimore City say her decomposed body was found in a Verizon manhole by a crew in Northeast Baltimore on Friday.

On Sunday, police charged her boyfriend, Victor Hernandez Cruz, of Columbia, with first and second degree murder and assault.

The charging document says Vasquez called police to report that she was assaulted by Cruz about a month before her disappearance. She said she was grabbed, struck in the head, and he attempted to drag her into the woods.

A protective order was issued, directing Cruz to have no contact with Vasquez.
The charging document also states that Cruz was the last person to be seen with Vasquez.

That takes us to Friday, when a discovery was made in a manhole. Neighbors stood in shock, as the remains were brought out.

"It's a busy street. It seems like it would be hard - yeah to put somebody in there unless they did it at night," said one neighbor.

The document says the remains of Vasquez were floating in about six feet of water, changing the missing persons investigation into a homicide investigation, which ended today with the arrest of Victor Hernandez Cruz.

A Howard County man has reportedly confessed to strangling his girlfriend, and then dumping her body in a storm drain in Govans.

ABC2 News has learned that Victor Hernandez Cruz of Howard County has been charged with murder. Court documents accuse Cruz of killing 28 year old Elda Vazquez in January of 2008.

Howard County police had been investigating Cruz for some time and notified Baltimore City Police who arrested Cruz today at the Howard County restaurant where he worked. Cruz reportedly confessed to the killing after he was arrested.

The woman's badly decompsed body was found Friday morning when a Verizon worker lifted a manhole cover on Benninghaus Road.

Department of Corrections spokesman Mark Vernarelli said 40-year-old Victor Hernandez Cruz was found unresponsive in his jail cell Monday and later pronounced dead. He says an autopsy will be performed to determine the cause of death.

Charging documents state the body of 30-year-old Elda Ardornio Vasquez, a Columbia woman missing since early 2008, was found floating in an underground cable vault Friday.

Police say Cruz was arrested Sunday after he confessed to strangling Vasquez. Cruz was charged with murder and assault though her death has not yet been ruled a homicide.
