75% of the CPS case workers quit last year due to burn out, 7 days a week working, being hounded to meet indexes to get case closed and they finaly said enough!

Texas, is there any sex education in high schools? Free clinics where the teens can get birth control?

The one case that surprised me in the link was the grandmother who killed a child. It's usually the grandmas who take care of the children when the parents can't/won't.

San Antonio is 90% Hispanic. The largest percent of child abuse and murders is Hispanic, then black, then white. We have minimal sex education in school, but the deal is abstinance. The religious right does not want what they should know taught. Most of these kids get to the 10th grade if they are lucky, then drop out. They live in a home with parents who sell and take drugs and commit other crimes such as murder, their mothers move men in and out usually both don't work except in the drug trade, the babies being born to their own kids have different daddies and most of the grandmothers average ages are about 35, with the exception of one 6 years ago. She killed the grandchild because she didn't think her son was the father and the mother was a herion addict so she was on the street most of the time. The average age for a teen girl to get pregnant her in San Antonio is 12-13.

A very small percentage of these young people do try to make a decent life and work. Buts a very small percentage.

Yes, they can get birth control free at clinics, but they have more kids to stay on welfare, get WIC, food stamps and Section 8 housing. They tell housing that the fathers don't live with them and none of his clothes should be hanging in a closet when CPS checks. So the men, keep their clothes in the trunk of their cars. For real!
