Clothing/Jewelry Description: A lime green blouse, a gray Adidas hooded sweatshirt, blue jeans and white sneakers.
Medical Conditions: Piper is mentally disabled; she has the capacity of a second-grader. She also suffers from attention deficit/hyperactivity disorder and severe bipolar disorder, for which she was hospitalized in early childhood. Piper has mood swings, aggressive tendencies, periodic anxiety attacks, and difficulties with self-control as a result of her conditions; however, she often acts like a normal teenager and it may be difficult to tell she is ill. She takes several daily medications and if she does not take them, she may become disoriented and have hallucinations. Piper may be in need of medical attention.

Details of DisappearancePiper was last seen at approximately 6:15 p.m. on March 10, 2005, when her mother dropped her off at McIntosh Hill Road in Foley, Missouri, about a mile from their home. Piper had been having anger management problems and had a tantrum about chores before her disappearance. Her doctor had advised Piper's mother to drive her a distance from home and make her walk back alone to deal with her aggression. Piper and her mother had tried the treatment only once prior to March 10, but it had been successful, and Piper requested that it be done again. She also asked to be dropped off further from home than she had before. She never arrived home and has never been heard from again. Her mother reported her missing at 8:20 p.m. Piper was carrying a flashlight at the time of her disappearance. Investigators at first believed Piper became lost on her way back home. If this theory is correct she would have succumbed to exposure in a short time; temperatures in the area the evening of her disappearance dropped below freezing. However, since an extensive search turned up no sign of Piper, authorities now think she may have been abducted. She has no history of running away from home. Her mother and her mother's live-in boyfriend have both passed polygraph tests, her biological father was extensively interviewed, and none of her family members are considered suspects in the case.
In 2007, investigators began investigating Michael J. Devlin for possible involvement in Piper's disappearance and in several other cases, including the 1991 disappearance of Charles "Arlin" Henderson (http://www.charleyproject.org/cases/h/henderson_charles.html), and the 1988 disappearance of Scott Kleeschulte (http://www.charleyproject.org/cases/k/kleeschulte_scott.html). Shawn Hornbeck, a fifteen-year-old boy who disappeared in 2002, and William "Ben" Ownby, a thirteen-year-old boy who was abducted in 2007, were both found alive and well in Devlin's house in January 2007. Ownby had been missing for five days and Hornbeck for over four years. Both boys had been held against their will by Devlin, who subequently pleaded guilty to kidnapping and child molestation and was sentenced to life in prison. Authorities initially suspected Devlin could be linked to other missing child cases, and formed a multi-jurisdictional task force to investigate this theory. In October 2007 the task force dissolved, as it could not find any evidence that Devlin was involved with children other than Hornbeck and Ownby.
Piper was an eighth-grader at Winfield Middle School at the time of her disappearance and was in special education classes. Her teachers stated she is artistically talented. Her case remains unsolved.

I remember this case. Our hometown is about 10 minutes from Downtown St. Louis on the Illinois side. So all those communities and towns surrounding St.Louis are part of our growing up. We were in Indiana when this case became news. She just has the sweetest smile. I truly hope we find out what happened.

ST. LOUIS (AP) _ The Lincoln County Sheriff's department is still investigating the case of a missing teen, three years after her disappearance.

Bianca Piper of Foley was 13 years old when she disappeared March 10th, 2005 in rural Lincoln County, about 60 miles north of St. Louis.

Her mother says she dropped her off less than a mile from home and told her to walk the rest of the way to vent her frustrations.

Piper is bipolar and has ADHD.

Investigators are still looking into the case, but the official search for Piper has been called off.

KSDK -- A nationwide tour called attention to missing person cases in the St. Louis area on Friday.
This was a chance to raise hope and awareness about missing person cases that remain unsolved. Several families gathered Friday morning at the Jefferson County Sherrif's Department.
They released close to a dozen balloons, each of them representing a person who went missing.
It's been more than three years since 26-year-old Amanda Jones disappeared from Hillsboro in 2005. The mother of Heather Kullorn also tried to keep hope alive for her daughter, who went missing while babysitting in 1999. Those families said they would not give up hope.
Law enforcement officials who were present did not release any new information about those cases.
The group responsible for the event, the Community United Effort - Center for Missing Persons, was based in Wilmington, North Carolina, and was visiting Missouri as part of a nationwide tour.
Meanwhile, family and friends of Bianca Piper made an extra effort to help police solve her disappearance.
The 'On the Road to Remember Tour' started Thursday in Foley, Missouri.
Piper was walking along a dirt road near her home when she disappeared, on March 10, 2005. She was 13-years-old at the time of her disappearance.

Police in Lincoln County, Missouri say they're taking a fresh look at the Bianca Piper case, two years after her disappearance.
After the recovery of Shawn Hornbeck and William "Ben" Ownby, police in the suburban St. Louis area are investigating other missing child cases to see if they may be connected. Police say they're investigating the possible involvement of Michael Devlin, the suspected kidnapper in the Ownby and Hornbeck cases, but don't consider him a suspect at this time.
Bianca is a little girl with a big medical record. Police say the 13-year-old suffered from bipolar disorder, and attention deficit hyperactivity disorder. They say her mood swings would often leave her very angry. Her therapists had always said walking off anger was beneficial for Bianca, and her family often took their doctors' advice, allowing the child to go on walks in her hometown of Foley, Missouri alone.
So police say on March 10, 2005, when Bianca and her mother got into an argument over cleaning up the dinner dishes, Bianca went for a walk. Her mother says she dropped Bianca off about a mile from home with a flashlight, hoping the walk back would calm her daughter. But this time, Bianca did not return home.
Bianca was last seen walking on McIntosh Hill Road wearing blue jeans, white sneakers, and a grey Adidas hooded sweatshirt. Her mental disorders reduce her social capacities to that of a 7-year-old, and require her to take medication daily. Without her medication she becomes incredibly disoriented and could have hallucinations.

Although there have been over 270 miles searched and 15,000 man hours dedicated to finding her, Bianca is still missing.
The Search Yields No Evidence
Bianca's case captured both national and local attention. The Lincoln County Sheriff's office searched the area around Bianca's home. They were assisted by Eureka Fire Protection District's Equine Search and Rescue Team, Lincoln County Fire and Rescue, St. Charles County Mobile Command, and Helicopters from the Missouri Highway Patrol and Airevac.
The Lincoln County Sheriff's office organized a man-powered search using over 100 men on foot, police dogs, and helicopters to search the hills, woods, and gullies near Bianca's home. Simultaneously the department set up a series of check points for motorists on Bianca's long gravel road. Unfortunately no motorists caught a glimpse of Bianca.
After the local search failed to turn up any evidence of Bianca's whereabouts, investigators broadened the search to include nearby caves, thinking she might retreat to a enclosed area due to Missouri's wintry weather.
Although there have been over 270 miles searched and 15,000 man hours dedicated to finding her, Bianca is still missing. Authorities are still hoping that Bianca has not become the victim of foul play.

Four years ago today, 13-year-old Bianca Piper disappeared after her mother drove her to a bridge on McIntosh Hill Road in Lincoln County and let her out of the car.
Her mother, Shannon Tanner, thought walking the mile back to their home on the gravel road would give Bianca a chance to calm down after a quarrel over chores.
The girl suffers from bipolar and attention deficit hyperactivity disorders, and the walks were recommended by a mental health therapist, Tanner said.
After weeks of searching, police said they believed that Bianca was a victim of foul play. Since then the case has gone cold.
Lt. Andy Binder with the Lincoln County Sheriff’s Department said Tuesday that they still occasionally receive tips on the case. In addition, detectives review the case every quarter.
I covered this case when I was assigned to the police beat in the St. Charles bureau, and it really got to me. I drove up and down McIntosh Hill Road, and it is very remote. If you didn’t live in the area, you would have no idea the road was there.
It seems unlikely that a predator would have been driving there at the exact moment Bianca was dropped off. But what could have happened to her?
Police found no evidence of a struggle. She would be 17 years old now, and there have been no confirmed sightings.
