The Highland County Sheriff’s Office is currently investigating the disappearance of Shane W. Neuhaus, age 36, of Highland County. Mr. Neuhaus was last seen during the early summer months of 2003, in the Highland County area. Mr. Neuhaus is a white male, brown hair, with blue eyes, and is approximately 5’08” and 180 pounds. Mr. Neuhaus may also have contacts in the Jacksonville, Florida area. Anyone with information as to the whereabouts of Shane Neuhaus is encouraged to contact the Highland County Sheriff’s Office Detective Division at (937) 393-1421. Michael Fogt, 40, of Hillsboro, is charged with murder in the November 2003 slaying of Cynthia Pickens, 39, of Hillsboro. Highland County sheriff's investigators found Pickens' body on 3/15/2005 about a mile outside Hillsboro while searching for the body of Shane Neuhaus, who has been missing since September, 2003. Highland County Sheriff Ronald Ward confirmed that investigators had hoped to find possible fragments of the clothing Neuhaus was last seen wearing when they searched the auto-body shop. They also sought a hammer, brass knuckles and clothing belonging to Fogt, the former owner of the auto-body shop and Neuhaus' one-time boss. Neuhaus is still missing, but Shawn A. Deardoff, also an employee of Fogt's, was arraigned on a felonious-assault charge, accused of beating Neuhaus on the last day anyone remembers seeing him.

Details of Disappearance
Neuhaus was last seen during the early summer months of 2003, in the Highland County area. He may have contacts in the Jacksonville, Florida area. Shane worked for Michael Fogt. Fogt has been charged with 2 counts of murder for the deaths of Cynthia Pickens and Martha A. Behymer, the mother of his 14-year-old daughter. Pickens' body was found buried under the concrete floor of Fogt's auto body shop while detectives were searching for Shane's body. Behymer's body was found buried in a 55 gallon drum under a concrete slab next to the driveway of one of his relative's homes.
Shawn Deardoff was arraigned on a felonious-assault charge, accused of beating Neuhaus on the last day anyone remembers seeing him. Deardoff had been a friend of Shane's.
Authorities are investigating the situation as a missing-person case.

So far.. Fogt has been convicted of murders in Clinton County and Highland County.

VINCENT DOAN DOES NOT KNOW FOGT, HE KNEW "OF" HIM AND HE DID NOT HANG AROUND WITH JARROD MESSER. Carrie's Best friend's parents lived right next door to Fogt. Carrie knew Fogt & Messer.

MARCH 16, 2005- Fogt does have ties to the property in which the two week excavation occurred last Spring where items were found belonging to Carrie underneath a pole barn on Fayetteville-Blanchester, Road.

The body of Cynthia Pickens, who was 39 when she disappeared in November 2003, was found 03-15-05 buried under a steel outbuilding in Liberty Township, about a mile east of Hillsboro. A tip led officers to the building, where they found that a portion of the concrete floor had been cut out and filled to floor-level with gravel. When authorities began digging where the concrete had been cut out, they found a makeshift grave with Pickens' body buried about 2 feet from the surface.
The remains of a homicide victim discovered 03-17-05 in Hillsboro have been identified as Martha Behymer, who was also known as Martha Perry. She was 32 years old when she was killed in 1998. Investigators began search after talking with Michael Fogt, who is charged with the murder of Cynthia Pickens, 39, his former girlfriend. The Highland County Sheriff says Behymer is the mother of Fogt's 14 year old daughter. She is in the custody of Fogt's parents. The 55 gallon barrel containing Behymer's remains was found under the driveway of Fogt's parents home
Suspect Charged In Another Missing Person Case
Shane Neuhaus, a former employee of Fogt's. After digging up two bodies last week, the sheriff's office has filed charges in connection with a third missing person case in Highlands County.

Shawn Deardoff was charged over the weekend with assaulting Shane Neuhaus, who disappeared in 2003. Neuhaus' father told News 5 Friday that he thought his son "probably" was killed by the same man suspected in the two killings uncovered last week.

Ron Spangler, Messer's stepfather, said Friday that Messer suspects a former associate made a claim to police that Culberson's body was buried on the property. Messer had called his mother Friday morning from prison, Spangler said.

"He said there ain't nothing there. Let 'em dig," Spangler said from his Goshen home Friday. "He said it was probably a couple of them people he was messing with when he got into that drug trouble. He's been in jail for a couple years and probably won't get out for a couple more years."

Second body found buried in barrel
Fogt expected to face murder charges

The body of a second apparent murder victim was uncovered Thursday at 643 S. West St. in Hillsboro.

Highland County Sheriff Ron Ward said he believed the victim, who was buried in a 55-gallon barrel under several inches of concrete alongside a driveway at the residence, is believed to be an adult female who was not a Highland County resident.

Ward said he believes the woman was murdered at a different location in 1998 and later buried where she was found.

The recovery came two days after the body of Cynthia A. Pickens, 40, of the Rocky Fork Lake area, was found buried in a shallow grave inside a garage less than a mile east of Hillsboro off U.S. Route 50. Ward said he believes Pickens was also murdered elsewhere.

The two incidents are believed to be related, Ward said.

The sheriff said Michael Fogt, 40, of Hillsboro, is the primary suspect in both cases. In fact, Ward said information Fogt gave investigators led them to the discovery of the second body.

Fogt was already incarcerated at the Highland County Justice Center when investigators developed information from him that led them to the second body. Fogt was in jail on unrelated charges of menacing by stalking and theft, Ward said.

Ward said he expected charges on one count each of murder, abuse of a corpse and tampering with evidence to be filed against Fogt either Thursday night or Friday morning. Those charges would be in connection with the discovery of Pickens's body.

The second victim is not believed to be one of three persons, including Pickens, who are listed as missing persons on the sheriff's office Web site.

The other two missing persons are Shane Neuhaus, 36, of Highland County; and Indica Dawn Dunseith, 16, of the Leesburg area. Ward said Dunseith is a runaway.

"Another male is missing in this county, but I'm not going to say he's related to this case," Ward said. "Neuhaus was at least an acquaintance of Mr. Fogt."

So could another body still be left to be found?

"We're still interviewing (Fogt) and it's possible," Ward said. "I'm not going to rule anything out."

Ward said Pickens was also an acquaintance of Fogt and that at one time he believed they had a boyfriend-girlfriend relationship.

The sheriff said he believes he knows the identity of the second victim, and where she was murdered, but he is waiting on confirmation from the Montgomery County Coroner before making her identity public.

The sheriff said that based on the ongoing investigation, he does not believe there is any connection between the victim found Thursday and former Blanchester resident Carrie Culberson, who has been missing since 1996.

Michael Fogt's parents, Mr. and Mrs. Dennis Fogt, live where the second victim was recovered Thursday at the extreme south end of South West Street. Ward said Mr. and Mrs. Fogt were at the residence when officers served a search warrant at 3 p.m. Thursday. He said their role in the case is not clear at the present time.

"We will be investigating in the coming days their knowledge of the situation," Ward said. "We're still early in this investigation and we still have a lot of footwork and investigative work to be done."

Numerous law enforcement officials worked about two hours Thursday removing concrete and dirt before a barrel containing the victim was uncovered.

"For a victim that's been dead several years, I'd say (the body) was fairly well preserved," Ward said. "But you've got to figure she was in an airtight barrel."

So, is it possible that Hillsboro had a serial killer roaming among the community for several years, Ward was asked Thursday.

"I'm not going to extend myself to that point," Ward said. "We'll let the professionals take care of that."
