Police search for three missing Lebanon children

Authorities are searching for three young children abducted in Lebanon early this morning, according to the Linn County Sheriff's Office.

Missing are two boys, Isacc Agosto Payne, 2, and Izaya Agosto Payne, 4. Also missing is Saije Payne, a 9-year-old girl.

The children were taken from 800 Harrison St. in Lebanon about 1:30 a.m. by their non-custodial parent, Charles Agosto, and an associate, Julia Payne, police said.

Charles Agosto, 29, is described at 5 feet 9 inches, 170 pounds, with brown hair and hazel eyes.

Julia Anne Payne, 30, is 5 feet 4 inches, 140 pounds, and has shoulder-length blond hair and blue eyes.

They are believed to be driving a black 1984 Cadillac Eldorado with Oregon license plate ZXN 447.

Parents lose custody of 3 children, abduct them

ALBANY, Ore. (AP) - Oregon police officers are looking for three children they say have been abducted by their noncustodial parents
.

The three children are identified as 9-year-old Saije Payne, 4-year-old Izaya Payne and 2-year-old Isacc Payne.

Officers say they were taken from Lebanon early Saturday by 29-year-old Charles Agosto and 30-year-old Julia Payne.

Detective Sergeant Kevin Martinez of the Lebanon police says the Department of Human Services had taken custody of the three children and placed them with a family member.

LEBANON - Three kids have been abducted from their Lebanon home. Police say their non-custodial parents are the primary suspects.

According to Lebanon Police, 29-year-old Charles Agosto and 30-year-old Julia Payne took their three kids from a home in Lebanon early Saturday morning. The kids are 9-year-old Saije Payne and her two brothers, 4-year-old Izaya and 2-year old Isacc.

Police believe they may be driving a 1984 2-door black Cadillac El Dorado with the license plate number ZXN-447. If you see the car, police are asking you call 911.

Neighbors say they're shocked.

"I never thought something like this would happen," said neighbor Henri Ramirez.

But, no one heard anything.

"I didn't see any police cars here at that time of day," said John Zurcher.

Agosto and Payne recently lost custody their three kids. The kids have been temporarily living with their grandparent's at 800 Harrison Street in Lebanon. The dance studio attached is also owned by an Agosto. We couldn't confirm if it was a family member. At one a-m on Saturday, police say Agosto and Payne came to get their kids back. Nobody has seen any of them since.

We walked up to the door to see if anybody would talk to us. An older man answered it. He told us he's leaving the investigation up to police.

Lebanon Police say they can't figure out where they might have been headed. Sergeant Kevin Martinez tells us there have been reports the couple could be driving to Reno, to California, or, he wouldn't be surprised if they even stayed close to home.

He says both Agosto and Payne have been involved with drugs in the past. Agosto was in jail as recently as Friday, for allegedly violating a restraining order against Payne.

Police don't believe Payne is being held against her will.

And until the kids are home safe, neighbors and police say they're just hoping for the best.

"It's only going to benefit them to bring the children back," said Martinez.

No Amber Alert was ever issued. Sergeant Martinez says the case didn't meat the criteria because at this point, it doesn't appear the kids are in imminent danger.

Both parents have been involved in drugs in the past.

Not in imminent danger? Their parents are druggies who have a history of domestic violence and lost custody to the state. If that's not imminent danger, what qualifies???

PORTLAND, Ore. - Police are chasing down leads in the case of three children they say were abducted by their noncustodial parents in Lebanon on Saturday.

The children are 9-year-old Saije Payne, 4-year-old Izaya Payne and 2-year-old Isacc Payne.

According to police, the children were taken from their grandparents' home in Lebanon, Oregon, by 29-year-old Charles Agosto and 30-year-old Julia Payne. The two lost custody of the kids due to drug problems.

Police received a tip that the family could be in Portland but they also said it is possible they are in Nevada, Calfornia or on the Oregon Coast near Depot Bay.

Agosto and Payne are reportedly driving a black 1984 Cadillac Eldorado, similar to the one shown in the photo below. The car has Oregon license plates - ZXN 447.

LEBANON — Lebanon police are asking for the public’s help in locating three children allegedly abducted by a noncustodial parent.

Police Sgt. Kevin Martinez said this morning several people have called to report sightings “but none have panned out.

Missing are: Izaya Payne, a 4-year-old boy; Isacc Agosto Payne, a 2-year-old boy; and Saije Payne, a 9-year-old girl.

Anyone with information is asked to call 911 or a tip line at 541-812-2260.

The children were reportedly taken from a home at 800 Harrison St. at about 1:30 a.m. Saturday by their noncustodial parent, Charles Agosto, and his “domestic associate” Julia Payne, Martinez said.

The suspects are believed to be in a black, two-door, 1984 Cadillac Eldorado with Oregon license ZXN 447.

I would think that Cadillac Eldorado is a gas guzzler. I do not believe they have gone far with the price of gas nowdays.

I hadn't even heard about it. Lebannon is about 45 mins south of me.

How did they just go in the house and take the kids? Sorry but the state needs to start placing children in this type situation with someone other than family or grandparents. Because if I were a foster or temp housing and a parent that lost their kids showed up, especially at 1 am, I'd call the cops and they'd get a bullet before taking the kids or getting in the door.

Unless they changed cars, saved money (rolleyes) or the grandparents gave them money they most likely aren't traveling far. As with other cases like this they are hiding out in the woods.

Three Lebanon children taken last month by their non-custodial parents have been found in Las Vegas, Nev., where they've been placed into protective custody.

Izaya Agosto Payne, 4, Isacc Agosto Payne, 2, and their sister Saije Payne, 9, were taken May 3, 2008 from 800 Harrison St., by their parents Charles Agosto and Julia Payne.

Officers with the Las Vegas Metropolitan Police Department came into contact with Agosto at about 5 p.m. on June 17 at a K-Mart, after he was linked to a theft-related incident at the store. A records check showed that Agosto has outstanding warrants in Linn County, as well as in Las Vegas. Agosto was taken into custody and Payne was later arrested as well.

According to Sgt. Det. Kevin Martinez, coordination between the states' two protective services are working on getting the three children back to Oregon.

Trio of missing Ore. kids found in Las Vegas

LAS VEGAS - Three missing Oregon children have been found in Las Vegas.

Their parents have been arrested are in police custody.

Charles Agosto and Julia Payne were arrested Tuesday, more than a month after they allegedly abducted their children from a Lebanon, Ore. home.

Agosto appeared in court Thursday morning to face multiple charges.

The children had been staying with their grandparents in Oregon. The couple had lost custody because of drug problems.

Authorities in Nevada said the children are now in state custody.

Cops in Oregon say on May 3, 2008, Julia Payne and Charles Agosto, a couple who had recently lost custodial rights to their three children, went to Agosto's parents' home took back their three children. For a month and a half, Payne and Agosto stayed one step ahead of the law until Las Vegas cops caught up with them at a K-Mart on June 17, 2008.

LAS VEGAS - Police responding to a report of a theft at a store discovered the suspect was wanted in Oregon in connection with the abduction of his own children from protective state custody.

Las Vegas Metro Police arrested Charles Agosto on a warrant out of Oregon after responding to a K-Mart store to investigate a possible theft. A records check on Agosto revealed he was wanted in Oregon as well as in Nevada.

Police later located Julia Payne and thre three children: Saije Payne, 9; Izaya Payne, 4; and Isaac Payne, 2.

The state of Oregon took the three children into temporary protective custody and placed them with a grandparent in Lebanon. Police charged Agosto with violating a restraining order against Payne just days before the couple showed up at the grandparent's Lebanon home at 1 a.m. and took the children.

At the time, police suspect the couple might be headed for Reno, Nev., or California.

Authorities believe the parents and children had been in the Las Vegas area for some time.

Agosto and Payne were lodged in the Clark County Detention Center in Las Vegas to await legal procedures to return them to Oregon.

Agosto, 29, faces charges of kidnapping and custodial interference. Payne, 30, faces charges of custodial interference.

Agosto and Payne have been lodged in the Clark County Detention Center in Las Vegas and are awaiting extradition back to Oregon. Payne has been charged with three counts of custodial interference, and Agosto faces a second-degree kidnapping charge, as well as three counts of custodial interference.
