Amber Alert Issued for 2 Children Abducted in Arizona

KINGMAN, Ariz. — An Amber Alert was issued for two small children who authorities said have been abducted from Mohave Valley.

The Mohave County Sheriff's Department said Jennifer A. Simmons, 31, and Charles Ray Norris III, 32, abducted Simmons' two children — 9-year-old Cali Herrera and 6-year-old Frankie Herrera — from Child Protective Services care about 7 p.m. Saturday.

Sheriff's deputies said Simmons and Norris claimed they had a gun when they took the two children, assaulting one, and then drove off with them in a car.

Authorities said Norris and Simmons could still be armed.

Mohave County authorities issued an Amber Alert late Saturday evening after authorities in the western Arizona community of Mohave Valley said two people abducted two small children.

According to the Sheriff's Office, Jennifer A. Simmons, 31, and Charles Ray Norris III, 32, abducted Simmons' two children, 9-year-old Cali Herrera and 6-year-old Frankie Herrera from Child Protective Services care shortly before 7 p.m. Saturday.

The two suspects claimed they had a gun when they took the two children, assaulting one, and put them in a 1999 white Toyota Corolla with an Arizona license plate of 807MPR.

Authorities describe Cali as 5-feet tall, weighing about 100 pounds with long blonde hair and wearing a pink tank top and pink shorts.

Frankie, a 4-foot tall 90-pound boy with short blond hair, was last seen wearing a white tank top and blue shorts.

Simmons and Norris were last seen driving the Toyota southbound on Old West Drive in Mohave Valley.

Authorities caution that Norris and Simmons could still be armed.

The Mohave County Sheriff's Office issued an amber alert Saturday night for two youngsters. 9 year old Cali Herrera and 6 year old Frankie Herrera were taken by their mother and another man from a care home in Mohave Valley. The children were in the custody of Child Protective Services.

The Sheriff's office says the suspects may have a gun. Cali Herrera is five feet tall. Weighs 100 pounds. She has long blonde hair and was wearing pink shorts and a pink tank top. Frankie Herrera is four feet tall. Weighs 90 pounds. He has short blonde hair and was wearing blue shorts and a white tank top.

The suspects are the children's mother, 31-year old Jennifer Simmons. She is 5 feet 5 inches tall. Weighs 176 pounds. She has medium brown hair and brown eyes and was wearing a white t-shirt with red stains and blue shorts. Her accomplice is now identified as 46 year old Raymond Bowen. He is 5 feet 11 inches tall. Weights 180 pounds. He has a shaved head and was wearing a grey tank top and blue jeans. He also has a tatoo on neck.

Authorities are searching for two children allegedly abducted in Mojave County at approximately 7 p.m. on Saturday.

The children's mother, identified as 31-year-old Jennifer A. Simmons, and a male accomplice, identified as 33-year-old Charles Ray Norris, allegedly abducted the children while in care of Child Protective Services.

Police are searching for a white 1999 four-door Toyota Corolla with Arizona license plate 807-MPR.

The children, both Hispanic, were identified as 9-year-old Cali Herrera, described as 5 feet tall, 100 pounds, with long, blonde hair. She was last seen wearing a pink tank top and shorts; and 6-year old Frankie Herrera, described as 4 feet tall, 90 pounds, with short, blonde hair. He was last seen wearing a white tank top and blue shorts.

The suspects allegedly assaulted one of the children during the abduction and claimed to be in possession of a gun.

Simmons is described as Caucasian, 5 feet 5 inches tall, 176 pounds, with brown hair and brown eyes. She was last seen wearing a white T-shirt with red stains and blue shorts.

Norris is described as Caucasian, 5 feet 6 inches tall, 160 pounds, with a shaved head and brown eyes. He was last seen wearing a gray tank top and blue jeans.

Authorities are asking for the public's help in locating 2 children that were abducted by a man and woman considered to be dangerous. The children were abducted from Mojave Valley in a white 1999 Toyota Corolla, LSC# 807MPR.

The children are nine year old Cali Herrera and 6 year old Frankie A. Herrera. Cali is a hispanic female, 5-feet tall and weighs 100lbs.She has long blond hair and was last seen wearing a pink tank top and pink shorts. Frankie is a hispanic male, 4-feet tall and weighs 90lbs. He has short blond hair and was last seen wearing a white tank top with blue shorts.

The suspects are Raymond Richard Bowen and Jennifer A. Simmons. Authorities believe the suspects are now on foot in Mohave Valley. Both Children were removed by Child Protective Service. Jennifer Simmons (mother) and the male suspect took the children from the care home. Authorities say the suspects assualted one of the children during the abduction. DUring the abduction the suspects said they had a gun, but no gun was seen.

I don't know whats going on with the two different names, VERY STRANGE!!

How is one to recognize him with 2 different names and ages? They look different to me but at age 32 & 46 one would. I hope this doesn't cause a delay in the children being located.

2 Children Abducted From CPS Care
Vehicle Recovered In Mohave Valley, Deputies Say

KINGMAN, Ariz. -- Two people who authorities believe abducted two children from Child Protective Services care in Mohave Valley are apparently on foot after their car was found, deputies said.

The Mohave County Sheriff's Office said on Sunday a vehicle the pair had been using was recovered in the Mohave Valley area.

Jennifer A. Simmons, 31, and Raymond Richard Bowen, 46, abducted Simmons' two children, Cali Herrera, 9, and Frankie Herrera, 6, around 7 p.m. Saturday, deputies said.

The sheriff's office had originally named Charles Ray Norris III as a suspect, but said Sunday that he was not.


The children and another sibling were recently removed from their mother by CPS and placed in a temporary home.

Authorities said believe the pair kidnapped the children after assaulting the third child, a 10-year-old.

Simmons and Bowen claimed they had a gun when they took the two children, deputies said.

Authorities said Bowen and Simmons could still be armed.

Cali Herrera is described as 5 feet tall and weighs 100 pounds. She was last seen wearing a pink tank top and pink shorts.

Frankie Herrera is described as 4 feet tall and weighs 90 pounds. He was last seen wearing a white tank top and blue shorts.

MOHAVE VALLEY, Ariz. (AP) -- Authorities have canceled an Amber Alert for two children abducted from Mohave Valley.

Arizona's Amber Alert Web site says the children are safe and the suspects are in custody. No further details were immediately available.

The 6-year-old boy and 9-year-old girl who were kidnapped are brother and sister Frankie and Cali Herrera.

The children and another sibling were recently removed from their mother by Child Protective Services and placed in a temporary home.
