Michigan State Police will resume the search tomorrow morning for a 54-year-old missing paraplegic man in a rural, wooded section of St. Clair Township.

Dive teams will scour ditches filled with four feet of water and nearby ponds while a helicopter hovers above and the K-9 unit is deployed, Trooper Derek Hoffmann said Saturday night. Meanwhile, police are asking for the public’s help in locating James Michael Manning.

Manning was last seen at 10:45 p.m. Friday outside his apartment at the 5000 block of Gratiot. He was using his crutches at the time, which limits his mobility.

“For him to travel even 50 yards is quite a struggle,” said Hoffman, adding passing motorists reported seeing in him around 11 p.m. in that area.

His girlfriend called the St. Clair County Sheriff’s Office immediately after his disappearance and they searched for him to no avail. Today, a six-hour search ended around 9 p.m., state police said.

Besides concerns Manning, who requires medical care and may be disorientated, is lying helpless somewhere, police worry he was picked up by a driver. Those close to him told troopers it’s uncharacteristic for him not to call from his cell phone to check in. He never went missing before, police said.

Manning is 5’11, 120 pounds with brown hair and blue eyes. He was wearing blue jeans, a red jacket and a Marine baseball cap.

Anyone with information should call, 586-727-0200, anytime.

Police suspect someone picked up missing man

• November 16, 2008

The search for James Michael Manning has been called off.

Sgt. Dan Drake with the Michigan State Police Richmond Post said rescue workers exhausted their search with the assistance of the county dive team, police dogs and helicopters about 3 p.m. Sunday.

The 54-year-old paraplegic man has been missing since Friday night when he was scene walking near his home using his arm brace crutches.

Drake said police suspect someone picked him up and took him outside of the area. The investigation into his whereabouts will continue.

Manning’s daughter, Jamie Manning, said it would be unusual for James Manning, who lives in the 5200 block of Gratiot Avenue in St. Clair Township, to walk with his crutches.

Search starting back up for Manning

November 17, 2008

Another helicopter is being brought out today to search for James Michael Manning, a paraplegic who has been missing since Friday, according to police.

The search for the 54-year-old St. Clair Township man was halted Sunday afternoon after police dogs, divers and Michigan State Police troopers searched the area for about two days.

The helicopter is being brought back out because police believe they’ll be able to spot Manning, who was last scene wearing a red jacket, in the fresh snow.

Manning is 5-foot-11, weighs 120 pounds and has brown hair and blue eyes. Police said he is on medication and could be disoriented.

Police believe he may have been given a ride out of the area by a passing motorist.

Anyone with information regarding Manning's whereabouts should contact the Michigan State Police Richmond Post at (586) 727-0200, state police central dispatch at (800) 495-4677 or St. Clair County Central Dispatch at (810)985-8115.

JAMES MANNING

The family of a missing 52-year-old St. Clair Township man spent Monday posting missing persons fliers throughout Marysville.

Family members hope someone will see James Michael Manning's picture and will call the police to solve a mystery that's now in its fifth day.

"I'm just hanging in there emotionally. I break down when I talk to my mom," said his daughter Jamie Manning, 29, of Port Huron.

"Sometimes he has become disoriented with the medication, but he's never just wandered off or walked off."

James Manning, a paraplegic, has been missing since Friday when his girlfriend told authorities he took pain medication and left his apartment in the 5200 block of Gratiot Avenue. His girlfriend called the police when he didn't return in about 15 minutes.

Rescuers searched Gratiot Avenue between Wadhams and Range roads for James Manning after he was reported missing but found no clues as to his whereabouts.

A helicopter was scheduled to continue searching the area Monday afternoon but was called off because of snow. If the skies clear, the helicopter will search today, said Sgt. Pat Young, a detective with the Michigan State Police Richmond post.

Police had not received any new leads in the case as of Monday afternoon. Prior to that, police solicitations via local media on Saturday resulted in tips from motorists reporting they had seen a man walking with crutches along Gratiot Avenue Friday evening.

Because police have been unable to locate James Manning, they think he may have been picked up.

"We have to look into that," Young said. "Our hopes were and are if someone would've picked him up, they would've seen some of the news releases and called it in."

Jamie Manning said her family is holding out hope that is the case.

"That's still an option that we're looking at," she said. "Honestly, at this point, that's an option we're hoping for."

Everything about her father's disappearance is unusual, she said. James Manning doesn't usually use his crutches and doesn't wander away from the house, she said.

Family members are concerned he may have left without any of the medical items he needs. For instance, he needs a catheter to use the bathroom, Jamie Manning said.

Manning is 5 feet, 11 inches tall, weighs 120 pounds and has brown hair and blue eyes. He last was seen wearing blue jeans, a red jacket and a Marines baseball hat.

Information released by police said Manning was 54 years old. His daughter said he's 52.

Manning's whereabouts still unknown

Leads in the search for James Michael Manning have been “exhausted,” Michigan State Police Sgt. Gary Nesbitt said Tuesday.

Manning, 52, of St. Clair Township, a paraplegic, has been missing since Friday. His girlfriend reported him missing shortly after he took pain medication and left his apartment in the 5200 block of Gratiot Avenue.

He last was seen walking on crutches along Gratiot Avenue near his home. Family members are concerned that he didn’t take medical items he needs, such as a catheter, with him.

Police have searched for Manning using dogs, divers and helicopters and still are interviewing neighbors and area business owners who may have seen him.

“We are exactly at the same place we were two days ago,” Nesbitt said. “We’re still looking, but the big search stuff is pretty much halted at this point.”

Manning last was seen wearing blue jeans, a red jacket and a baseball hat. He is 5 feet 11 inches tall, weighs 120 pounds and has brown hair and blue eyes.

Hope fades in man's search
Rescue turns into recovery mission

November 21, 2008

Police said the search for a missing St. Clair Township man is now a recovery instead of a rescue mission.

James Michael Manning, 52, a paraplegic, has been missing since Nov. 14.

"It's not a search for rescue anymore, it's more of a recovery search because of the time and the temperatures," said Trooper Derrick Libstaff with the Michigan State Police Richmond post. "There's no way he could survive out in the woods for six days."

Manning's daughter, Jamie Manning, said she'll join today's search effort, which will focus on Gratiot Avenue between Wadhams and Rattle Run roads. A witness reported seeing Manning walking along Gratiot Avenue with crutches the day he went missing.

"Regardless of what the outcome is, I want him home ... I just want him to come home," Jamie Manning, 29, of Port Huron, said. "If he is out there we know what the outcome will be, but at least they're still trying to find him."

Manning last was seen wearing blue jeans, a red jacket and a baseball hat. He is 5 feet 11 inches tall, weighs 120 pounds and has brown hair and blue eyes.

Family of missing paraplegic man asking for help

November 23, 2008

A 52-year-old St. Clair Township man has been missing for 9 days.

James Michael Manning, a paraplegic, was last seen walking along Gratiot Avenue near his home on the 5200 block.

Rescue crews have searched from Wadhams to Rattle Run roads for several days, but Manning’s daughter, Jamie Manning, said they haven’t found a trace of her father.

“I feel very confidant he’s not out in those woods,” she said.

Jamie Manning said she’s trying to take the search to a national level because he may have been taken out of the area.

“My biggest thing is if a trucker or someone picked him up, who knows where he might be,” she said.

Family and friends have also searched areas he may have visited like previous homes and fishing spots. They also searched areas they hoped not to find him in.

“I never though I would have to look in a dumpster for someone I care about,” Jamie Manning said.

Manning last was seen wearing blue jeans, a red jacket and a baseball hat. He is 5 feet 11 inches tall, weighs 120 pounds and has brown hair and blue eyes.

Jamie Manning said she hopes people will continue to be watching for her father.

Missing persons cases still open

December 4, 2008

The investigation into the disappearance of James Michael Manning still is open, said Sgt. Todd Levielle of the Richmond post of the Michigan State Police. Police are checking into any tips they receive, Levielle said. He didn't know if there currently were any tips being investigated. Manning, 52, is paraplegic. The St. Clair Township man last was seen Nov. 14 near his home. The investigation into the disappearance of Michigan State University student Krista Lueth, 34, also remains open, said Lt. T.J. Riegle at the Michigan State Police headquarters, but he had no further information. The Lansing post of the Michigan State Police could not be reached Wednesday evening. Lueth, a St. Clair native, has been missing since Nov. 11.

Detective Sgt. Pat Young has handled his share of missing persons cases.

One case in the fall of 2007 stands out as unusual.

Young, with the Michigan State Police Richmond post, was investigating the disappearance of a drug user who had gone missing before but always returned home in a day or two.

"He was gone for a couple of weeks, and it became apparent that it was out of the ordinary," Young said.

Eventually, a resident of a Detroit drug house told police the man had spent several days there and overdosed.

"We found him," Young said. "He was dead, but at least we brought some closure to the family."

Two local families still are looking for closure. James Manning, 52, of St. Clair Township and Krista Lueth, 34, a St. Clair Township native living in Lansing, have been missing since early November.

The cases are being handled by the state police in Richmond and Lansing, respectively. The cases are open, and leads are being investigated as they are reported, police said.

Missing persons cases remain open until there is a resolution and rarely end with a body, Young said. In fact, most cases are resolved within a few hours, local police said.

Lt. Thomas Carr, head of the St. Clair County Sheriff Department Detective Bureau, said he is not aware of any open missing persons cases in his department. Port Huron police Capt. Jim Jones said his department has no open cases.

"There are various reasons why persons are called in missing," Jones said. "(The reports) can be the result of a domestic problem taking place ... where, perhaps, one decides to leave the other and doesn't decide to notify the other person.

"We have parents calling in juveniles that didn't come home from school as runaways" multiple times a week, Jones said.

About six missing adults are reported to his department each month, Jones said. Family members usually end up touching base with the person reported missing long before a police search starts.

Carr said there are cases in which people go "voluntarily missing."

"They just decided they have had enough and make a new life somewhere," he said.

Sheriff Sgt. Scott Jones remembers a case in which a man decided to leave his wife and simply vanished. She had her husband declared dead, and she remarried.

Eight years after he left, the man returned.

"Nobody found him because he didn't want to be found," Sgt. Jones said.

How an investigation into a missing person case proceeds depends on the circumstances, police said, and, to some extent, the vulnerability of the person involved.

"Let's say a child, 7 years old, has been gone an hour; we'll pull out all the stops on that immediately," Young said. "Because as a child, they're vulnerable."

A situation involving an adult may be handled differently.

"Even if they don't have a history of being gone like this ... unless we have strong indicators that something has happened to them, we'll sit back and wait a day or two to see if they show up," Young said. "Ninety-nine percent of the time they'll resurface the next day; they're out partying or they hook up with somebody. We don't just dive right in, because we don't have the manpower."

Information about every person reported missing is entered into the Law Enforcement Information Network, or LEIN, used by police nationwide.

When police do conduct a search for a missing person, they have a number of things to consider.

Young cited the investigation into Manning's whereabouts as an example.

Young led the search for Manning, a paraplegic who left his apartment on crutches Nov. 14.

First, police determined what kind of risk Manning faced. Based on the cold weather, Manning's physical condition and the fact he didn't take any medical supplies or his wheelchair, officials were concerned.

"With all the family contacted, and nobody has seen him -- that heightened our concern," Young said. "Then the question is how far out do you search; where does the search end? We'd like to say 'Go on searching forever.'"

Automated phone calls and releases to area media were used to notify the public that Manning was missing. Tips helped narrow the search area to 100 yards on both sides of Gratiot Avenue in St. Clair Township between Wadhams and Rattle Run roads.

Those parameters gave "(Manning) the benefit of the doubt, allowing him to get farther than most people figured he would have gotten," Young said.

Orange lines were painted across Gratiot Avenue to match the grid on a map used to coordinate the search.

The search, which lasted about a week, included police dogs, a dive team, volunteers from the St. Clair County Emergency Management Team, firefighters and helicopters from the Border Patrol, Coast Guard and Michigan State Police.

Leads still are being followed. For example, police are looking at Manning's phone records to see who he spoke to before disappearing.

"When every lead has been followed up and we are unable to follow up on any other leads, it will then go inactive with the hope new information will come in," Young said. "The Manning case kind of has me baffled."

Young said every missing person case is unique.

Another case that sticks out in Young's memory is that of Shawn Raymond, a 19-year-old Clay Township man who disappeared in 1983.

"Nobody ever knew where he was for years," Young said. "There were several reports that he had run away, that he was in Florida, that he was in California."

In 1992, Raymond's skull was found in Macomb County, but it wasn't identified until a facial reconstruction with clay was done in 2004. The case remains an open homicide investigation.

Although more than 20 years elapsed between Raymond's disappearance and the identification of his skull, Young said evidence, such as bank records, suggests Raymond died the night he went missing or very soon after that.

Other tools and clues police use while investigating a missing person case include financial records, polygraph tests, MySpace or Facebook pages, records of cell phone use, and, in the case of missing children, Amber Alerts.

There are appropriate and inappropriate times to use all these tools, police said. For example, Young said, helicopters work well when trees are bare, but they're useless in a wooded area in the summer.

"There's just so many factors that we'll take together to try to decide what approach to take," he said, "and we just sit back and hope to God we're right."

Manning thought to be near home

SEARCH: Michigan State Police vehicles wait in the driveway of James Michael Manning's apartment building in the 5200 block of Gratiot Avenue near Marysville. Manning was last seen walking along Gratiot Avenue on Nov. 14. (By WENDY TORELLO, Times Herald)

Jamie Manning, 29, said the worst thing about her father's disappearance is having no idea what could have happened to him.

"Even if he is deceased out there, you don't know what happened," she said.

James Manning, 52, left his St. Clair Township apartment Nov. 14, taking only his crutches. He has not been seen by his family since.

Manning's girlfriend called the St. Clair County Sheriff Department that day, then contacted the Michigan State Police and Jamie Manning the next day.

"I had absolutely no idea where he would be," Jamie Manning said, adding her father, a chain smoker, didn't even take his cigarettes. "The whole thing just didn't make any sense to me at all. My dad's a paraplegic; he's 10% mobile. He never used his walking crutches."

Instead, she said, he used his motorized wheelchair even to navigate his apartment. Using crutches to simply get from his apartment to a vehicle parked outside strained him.

James Manning lost most control of his legs about 10 years ago after a slip-and-fall accident that followed several other back injuries and surgeries. Since then, Jamie Manning has tried to help her father.

The search for Manning has been extensive, with police searching high and low along Gratiot Avenue where a witness last reported seeing him. His missing person case, handled by the Michigan State Police Richmond post, remains open.

On the afternoon of Nov. 14, Jamie Manning spoke with her father on the phone -- something the two did several times a day. He asked if she had an extra box of Cheerios, his favorite cereal.

"He sounded like he was in a good mood, he was in good spirits. He didn't sound high on his medication," she said.

James Manning's medicine made him mildly delirious at times, Jamie Manning said, so delirious he was likely to wander away.

She and her four children visited him regularly, and occasionally brought him to their house for outdoor barbecues. Jamie Manning said that largely was the extent of her father's contact with others.

"My dad was kind of a loner," she said.

She said he always has been supportive, especially with Bryson, her 20-month-old son who has Down syndrome. Her 5-year-old son Brendon loved talking to his grandfather.

"Him out of all the kids, he's the one taking it the hardest ... (asking) 'When's my grandpa coming home? If my grandpa doesn't come home, how are you going to go shopping for him?'"

Jamie Manning doesn't expect her father will be found alive.

"I just pray to God that my dad comes home one way or another just so we can get answers. And if it is that he is deceased, then my family can be able to grieve over it," she said. "But right now you can't really grieve if you don't know he's deceased because you kind of feel guilty."

Body found could be St. Clair Township man

St. Clair Township -- Authorities are working to identify a body found Thursday they believe could be a local man who went missing nearby last year.

"It's still being determined," said Detective Sgt. Patrick Young of the Michigan State Police, adding that the missing man's relatives have been contacted about the discovery. "There is a chance it could be the missing man."

About 4:20 p.m., St. Clair County Sheriff's deputies were called to a spot behind a home on South Allen Road -- "just outside" the zone where officials searched for James Manning, Young said.

Manning, who had limited mobility and was believed to be in his 60s, left his apartment in November after allegedly taking medication that might have impaired his decision-making, Young said. Manning's girlfriend came to his home, couldn't find him and reported him missing.

Young said witnesses later saw the man along Gratiot; an extensive search involving several agencies, including the Coast Guard, was conducted over several days in an area nearby.

The body found Thursday was in a field that dipped and was covered by snow, making it difficult to see from the road, Young said, and there were no obvious signs of foul play.

An autopsy is expected to be conducted by the county Medical Examiner's Office.

UPDATED: Autopsy confirms identify of body
April 10, 2009

An autopsy has confirmed that the body found Thursday at 250 S. Allen Road in St. Clair Township is that of James Michael Manning, a paraplegic who had been missing since Nov. 14.

Manning, 52, lived in a Gratiot Avenue apartment about a mile from where he was found.

Michigan State Police Detective Sgt. Pat Young said Manning was identified through medical records. A cause of death has not been released, and there were no signs of trauma on Manning’s body. Toxicology reports are pending.

Young said the investigation into Manning’s disappearance and death remains open. Police are questioning people in the neighborhood to see if they can determine how Manning, who family members have said had very limited mobility, wound up so far from his apartment.

- Police say a body found in rural St. Clair County is that of a paraplegic who had been missing since he left his home on crutches five months ago.

An autopsy Friday confirmed that the body is that of James Michael Manning, who was last seen Nov. 14. The 52-year-old's body was found Thursday about a mile from his apartment about five miles southwest of Port Huron.

Michigan State Police Sgt. Pat Young tells the Times Herald of Port Huron that Manning was identified through medical records. A cause of death hasn't been released and investigators don't know how long he was dead.

Police searched a broad area in helicopters and on foot in the weeks following Manning's disappearance. Young says investigators are canvassing the neighborhood where he was found.

Police identify two bodies discovered in St. Clair and Monroe counties

Tom Greenwood / The Detroit News

Southeastern Michigan -- Police have identified the bodies of two persons whose remains were recently discovered in St. Clair and Monroe counties.
According to Detroit News reporting partner WXYZ-TV (Channel 7), Michigan State Police said the body of a man found in rural St. Clair County is that of paraplegic James Michael Manning, 52, who has been missing since he left his home on crutches on Nov. 14.
Manning's body was found Thursday about a mile from his apartment. According to Michigan State Police, Manning was identified through medical records. Authorities haven't released the cause of death, and it isn't known how long Manning was dead.

The Monroe County Sheriff's Department has identified the body of a woman whose half nude body was found in a ditch in Berlin Township Saturday afternoon.
Authorities declined to release the name of the woman, but did say she was a 30-year-old Detroit woman, and it appeared that she was murdered. Police believe the victim was probably killed at another location and then dropped in the ditch, which was filled with water.
Police did not release details about the cause of death, but said the woman was about 5 feet, 4 inches tall, weighted 110 pounds, had brownish/reddish hair and brown eyes. She also has a number of distinctive tattoos, including a small fairy with large wings on her lower back and a cross on the top of her right foot.
She also had a soft cast on her right wrist and a bandage on her right leg.
