Baldwinsville (WSYR-TV) - The Baldwinsville Police Department is investigating a missing person complaint from University Hospital. Police say the missing person had recently suffered a severe brain injury.

James Delpha, 44, of East Genesee Street in Baldwinsville, left the hospital just before midnight Thursday. Police say he is not able to appreciate the risk of exposure to the elements, and needs to be brought to safety immediately.

Delpha is 6 foot 1 inches tall and weighs about 200 pounds. He was last seen wearing black sweat pants, an olive green long sleeved zipper up fleece, slippers, a red and black baseball cap and possible neck brace.

Delpha has short dark hair blue eyes and is unshaven.

Baldwinsville Police are asking for help to find a 44 year old man who went missing from University Hospital in Syracuse Thursday. James E. Delpha recently suffered an injury to his brain.

The Baldwinsville Police Department sent us this press release:

On 01/16/09 Baldwinsville Police were notified by the Onondaga County 911 Center that 44 year old James E. Delpha of 109 East Genesee Street in Baldwinsville was missing from University Hospital located at 750 East Adams Street in Syracuse, NY. Delpha had recently suffered a severe brain injury and is not able to appreciate the risk of exposure to the elements and needs to be brought to safety immediately. He left University Hospital on foot on 01/15/09 at 11:17 PM. He is a white male about 6 foot 1 inches tall and weighs about 200 lbs. He was last seen wearing black sweat pants, an olive green long sleeved zipper up fleece, slippers, a red and black baseball cap and a possible neck brace. CHICAGO - A bone-numbing Arctic blast drove temperatures down Friday to 11 below in parts of the Midwest and Northeast, closing schools to spare children from freezing at bus stops and prompting police to keep a watchful eye out for the homeless. Forecasters said temperatures in the upper Midwest could turn into the coldest in years as frigid air keeps spilling south from Canada. The cold snap has claimed at least five lives and contributed to dozens of traffic accidents as vehicles slipped and slid on icy roads.

Scores of schools in Michigan, Iowa, Ohio, Illinois and upstate New York canceled classes for Friday as officials feared it would be dangerous for students to walk to school or wait for buses.

"They're waiting 30 minutes at a bus stop; there's the fear of frostbite and hypothermia," said Champaign Assistant Superintendent Beth Shepperd. "We also have more children walking to school without adequate outerwear." ABC


At 5:30 a.m. Friday it was minus 10 in Cleveland, minus 6 in Detroit and minus 11 in Chicago.

In upstate New York, meteorologist Dave Sage said areas near Lake Erie were walloped by snow, with some receiving up to 2 inches per hour Friday morning.

The cold kept many from venturing outdoors. Those who did kept their trips short.

Quentin Masters, who was at the post office mailing a gift in downtown Syracuse, said he had on two coats and long underwear Friday morning.

"It was almost too cold to come down here today but it's a birthday present for my sister in Buffalo," said Masters, 28. "It's on Monday and I don't want it to be late."

Although the temperature in Syracuse was 5 above just after dawn, wind gusts of up to 25 mph chilled the air to subzero temperatures.

Syracuse police were searching for a missing 44-year-old man who walked out of University Hospital on Thursday night. James Delpha recently suffered a severe brain injury and is not able to properly appreciate the risk of exposure to the cold and snow, police said. He was wearing only black sweat pants, a long sleeved zipper-up fleece, slippers and a red and black baseball cap when he walked out of the hospital.

"When you have these cold temperatures, it doesn't take very long for skin to freeze," National Weather Service meteorologist Rod Donavon said.

SYRACUSE -- Police tell Action News that a 44-year-old Baldwinsville man is missing from University Hospital. According to Baldwinsville Police, James E. Delpha left the hospital on foot around 11:15 Thursday night. He recently suffered a severe brain injury and police say he is not able to properly appreciate the risk of exposure to the cold and snow, and needs to be brought to safety immediately.

Delpha was last seen wearing black sweat pants, an olive green long sleeved zipper up fleece, slippers, a red and black baseball cap and a possible neck brace. He is about 6'1" tall with short dark hair and blue eyes. He is unshaven.

University Hospital has issued a statement in response to Delpha's disappearance:

University Hospital has joined area law enforcement agencies and other entities in assisting in the search for 44-year-old James Delpha of Baldwinsville. Delpha was a patient at the hospital when he walked out of the facility shortly after midnight Friday, Jan. 16. Surveillance images confirmed his departure from the facility. University Police, supported by hospital personnel searched the surrounding area outside the hospital and all areas inside the hospital. Syracuse City Police were contacted and as well as area hospital emergency rooms, shelters and other institutions and agencies that can assist in the safe return of this individual.

Delpha is a white male about 6 foot 1 inches tall, weighing about 200 lbs. He has short hair, blue eyes and is unshaven. He was last seen wearing a black sweat pants, an olive green long-sleeve zipper front fleece, slippers, a red and black baseball cap and a possible neck brace.

Delpha had recently suffered a brain injury and is not able to appreciate the risk of exposure to the elements and needs to be brought to safety as soon as possible.

We continue to be in touch with various agencies and his family on this matter in working for his safe return.

Police located missing University Hospital patient at Onondaga County Zoo.

44 year old James Delpha walked out of University Hospital Friday night. He was being treated for a severe brain injury.

Police located Delpha at the Onondaga County Zoo after he called a friend to meet him there. Delpha is now back at University Hospital.
